Kei trucks in Arizona title at 25 years and work ranches at any age

Read from Arizona's own statutes and motor vehicle office.

Arizona titles a kei truck 25 years or older without the federal conversion certificate it asks of newer imports, after an MVD inspection and an Arizona emissions inspection, and then registers it like any other vehicle. A newer truck imported as governed off-road equipment works ranches, farms, mines and private land, and work use off the highway needs no OHV decal.

a truck 25 years or older imported for road use under the federal age exemptions

Open to road use

Title. MVD title under A.A.C. R17-4-206 with the federal conversion certificate waived at 25 years from manufacture.

Registration. Ordinary Arizona registration once titled.

  • 25 years or more from the manufacture date. A.A.C. R17-4-206(A)(2)
  • An MVD inspection and an Arizona emissions inspection certificate before title. A.A.C. R17-4-206(A)(1)(c) and (d)
What about a truck 25 years or older?

It titles under Arizona's rule for foreign-made vehicles with the conversion certificate waived, after an MVD inspection and an emissions inspection, and registers as an ordinary vehicle.

a newer truck imported as off road equipment, governed to 25 miles per hour and carrying an EPA certified nonroad engine

Private land only

Where it can run

Ranches, farms, mines, job sites and private land.

Title. No Arizona off-highway class names a governed work truck. The decal reaches only vehicles the maker designed primarily for unimproved terrain. A foreign-made vehicle under 25 years old titles only with a registered importer's certification, A.A.C. R17-4-206(B).

Registration. None for use off highway exclusively for agricultural, ranching, construction, mining, mining exploration or building trade purposes.

  • An off-highway vehicle in operation needs brakes adequate to stop and hold it, lighted headlights and taillights from half an hour after sunset to half an hour before sunrise, a muffler holding sound to 96 decibels or less and a USDA approved spark arrestor. A.R.S. 28-1179
  • The operating limits do not bar normal agricultural or ranching practices by a landowner or lessee on their land.
  • Federal law admits this truck as nonroad equipment governed to 25 miles per hour, never as a road vehicle.

Read from a secondary source or an older page. Confirm it with the office before you rely on it.

A newer truck comes in only as nonroad equipment, permanently governed to a top speed and with a nonroad engine certified by EPA before import. It pays the same 25 percent truck duty. What that engine needs.

What about a newer truck imported as off-road equipment?

It works ranches, farms, mines, job sites and private land. Off-highway use exclusively for agriculture, ranching, construction, mining or the building trades needs no OHV decal. Arizona titles a foreign-made vehicle under 25 years old only with a registered importer's certification.

Owning one

Owning one in Arizona.

For a 25 year road truck. The first title step by step, the papers, every fee the statute sets, tax, insurance, emissions and the rest. Each line carries its cite, read 28 October 2026.

The first title

To confirm

An ADOT Motor Vehicle Division office, or an authorized third party office, which the director may authorize for title and registration under A.R.S. 28-5101(A)(1). The physical inspection is an MVD inspection. Level II and Level III inspections are done only at ADOT Enforcement and Compliance Division inspection locations, by appointment.

  1. Confirm the truck is 25 years or more from its manufacture date, the age at which A.A.C. R17-4-206(A)(2) waives the federal conversion certificate, and keep proof of that date.
  2. Keep every stamped paper from the port, CBP Form 7501, DOT Form HS-7 declared under Box 1 and EPA Form 3520-1 declared under code E, with the bill of lading and the bill of sale.
  3. Keep the Japanese export certificate and an English translation. A.R.S. 28-2052(A) asks the owner of a vehicle registered in another country to surrender the evidence of foreign registration and satisfactory evidence of ownership.
  4. Insure the truck before it moves on a road, A.R.S. 28-4135(A). To drive it unregistered to the inspections, take a one trip registration permit, valid up to three days for an emissions inspection, an MVD inspection, a repair or the title office, A.R.S. 28-2155, which also needs insurance, 28-2155(C).
  5. Pass an Arizona emissions inspection at an ADEQ official station and keep the certificate, A.A.C. R17-4-206(A)(1)(d). ADOT asks that a required test be done before the office visit.
  6. Have MVD inspect the truck and complete the Vehicle Verification Form, A.A.C. R17-4-206(A)(1)(c). ADOT's inspection page sends some out of country vehicles without title or registration to a Level I inspection at an MVD office, and a Level II at an inspection location follows when a secondary number must be verified, A.R.S. 28-2011.
  7. Complete Form 96-0236, the Title and Registration Application, and state on it that the truck is a foreign vehicle, as A.R.S. 28-2051(B)(9) asks. Apply within 15 days after the purchase or transfer, 28-2051(A).
  8. Pay the title fee, the registration fee, the vehicle license tax, the air quality fee and any use tax. MVD issues one license plate, for the rear.

The inspection. MVD inspects the truck once, before title, and records it on the Vehicle Verification Form, A.A.C. R17-4-206(A)(1)(c). Under A.R.S. 28-2011(A) a level one inspection matches the public VIN and a secondary VIN to the ownership documents, a level two adds the confidential VIN and a level three adds the numbers on component parts and whether the vehicle is properly equipped for highway use. Level two costs $20 and level three $50, 28-2011(B). ADOT's Level I form has a box for a matched US federal VIN label, which a Japanese market truck does not carry. Which level MVD gives a gray market truck is not written in any rule or ADOT page found. ADOT's own answer for out of country vehicles is that requirements vary and to contact MVD.

The frame numberArizona's statutes title a vehicle under its serial number, A.R.S...To confirm

Arizona's statutes title a vehicle under its serial number, A.R.S. 28-2051(B)(5), and assign a special number only when the maker's number is altered, removed, obliterated, defaced, omitted or otherwise missing, 28-2165(A). ADOT's Special Serial Number Application, Form 48-5108, lists those conditions and adds factory error and homemade. A Japanese frame number such as DA63T-123456 is the maker's number and is none of these, so the statute reads as titling the truck under its frame number. If MVD decides otherwise, the number is assigned through a Level II inspection at an ADOT inspection location, $20 for the inspection plus $5 for the Arizona assigned number, and an ADOT agent fixes the serial plate, which becomes the lawful identification number, 28-2165(D) and 28-2003(A)(13). Form 96-0236 has carried 17 separate VIN boxes since its 17 October 2024 revision, a check against errors. No ADOT rule or page found says which path a kei truck takes.

The purchase price is a last resort for a manufacturer's certificate of origin only, and otherwise the clerk asks a supervisor. It names no method for a vehicle sold only abroad. Tax at title5.6 percent state rate at title

Arizona levies use tax on a vehicle bought from a retailer outside Arizona, abroad included, and MVD collects it at title or registration and processes neither until it is paid, A.R.S. 42-5155(A) and 28-2056(A). The state rate is 5.6 percent of the sales price, the 5 percent retail rate in 42-5010(A)(1)(l) applied through 42-5155(C) plus 0.6 percent through 30 June 2041 under 42-5155(E). The use tax of the owner's city is added. There is no county use tax. Sales or excise tax paid to another US state is credited against it, 42-5159(A)(2). Tax paid in a foreign country is not, and an individual buying abroad for personal use deducts $200, 42-5159(A)(10). A truck bought from an Arizona dealer carries the dealer's transaction privilege tax instead, and a casual sale between private parties is not taxed. The yearly tax on the truck after that is the vehicle license tax in fees, imposed by article IX, section 11 of the Arizona Constitution, 28-5801(A). Read 28 October 2026.

Insurance25/50/15 minimum

The minimums. $25,000 for bodily injury to or death of one person, $50,000 for two or more persons and $15,000 for property damage in any one accident, 25/50/15, for a policy issued or renewed on or after 1 July 2020. A.R.S. 28-4009(A)(2)(b), read 28 October 2026. The old 15/30/10 limits remain only for policies issued or renewed on or before 30 June 2020 and for self insurers, 28-4009(A)(2)(a).

When it is required. Any motor vehicle operated on a highway, A.R.S. 28-4135(A), so it covers every titled and registered kei truck. It also covers a truck moved on a one trip permit or a temporary registration, 28-2155(C) and 28-2156(C). ADOT's OHV decal form marks insurance for the primarily on highway and primarily off highway uses and not for exclusively off highway use. A truck that never leaves private land, or works off highway only on a farm or ranch, meets no statutory insurance duty.

Arizona requires liability insurance from a company authorized to do business in Arizona on every motor vehicle driven on its roads, and the driver carries proof in the vehicle or on a phone, A.R.S. 28-4135(B). Insurers report policies to MVD electronically, and ADOT says a registration is not valid until the insurer has reported an active Arizona policy. A truck in storage may be de-insured by notice to MVD. Driving without coverage carries a civil penalty of at least $500 and a suspension on the first violation, 28-4135(E)(1).

What the insurer will ask. The policy must describe each vehicle it covers and state its complete vehicle identification number, A.R.S. 28-4009(A)(1) and (C)(1). For a kei truck that is the number on the Arizona title, the frame number or an Arizona assigned number, written exactly. Because the insurer reports the policy to MVD by that number, the policy and the title must match character for character, or the registration will not show as insured. Insure the truck under its frame number for the trips to the inspections, and have the policy changed if MVD puts a different number on the title.

A kei truck. A 25 year kei truck registered in Area A or Area B is tested. Testing follows the owner's permanent residence, A.A.C. R18-2-1003(A)(1). The age exemption reaches only a vehicle of the 1966 model year or older, A.R.S. 49-542(J)(2)(a) and R18-2-1003(B)(1), so a 25 year truck is not exempt by age. In Area A a 1981 or later gasoline truck of 8,500 pounds GVWR or less tests every two years and a 1975 to 1980 truck every year, R18-2-1006(B)(2). In Area B the rule tests every model year every year until EPA approves a revision, after which only OBD certified vehicles move to every two years, R18-2-1006(B)(3). A truck kept as a collectible vehicle, at least fifteen years old, used only infrequently for shows or a collection, insured under a collectible policy that limits its use and backed by another vehicle for personal use, is exempt, 49-542(Z). Separately, title of any foreign-made vehicle needs an ADEQ certificate that it passed an Arizona emissions inspection, A.A.C. R17-4-206(A)(1)(d), and the rule writes that requirement without an area limit.

Safety inspectionArizona runs no periodic safety inspection

Arizona runs no periodic safety inspection. ADOT's inspections under A.R.S. 28-2011 are identity checks that match vehicle identification numbers to ownership documents. A foreign-made truck is inspected once, by MVD before title, and the result is recorded on the Vehicle Verification Form, A.A.C. R17-4-206(A)(1)(c). Only a level three inspection, which ADOT requires for restored salvage, recovered stolen and collision vehicles, also checks that the vehicle is properly equipped for highway use, 28-2011(A)(3). No emissions test is performed during a Level II or Level III inspection.

Plates and renewal

One license plate for each registered vehicle, displayed on the rear at least 12 inches from the ground, A.R.S. 28-2351(A) and 28-2354. Registrations are staggered by month, 28-2159(A). A vehicle not subject to annual emissions testing may be registered for one, two or five years, 28-2159(E), and ADOT bars five years to any vehicle that needs a one or two year emissions test, so a truck in Area A renews for one or two years, a truck in Area B for one and most trucks outside both areas may take five. Renewal is online, by phone, by mail or at an MVD or authorized third party office. The late penalty is $8 then $4 a month up to $100, 28-2162(A).

The off highway decalNot for a kei truck titled for the road

The decal. Not for a kei truck titled for the road. The decal under A.R.S. 28-1177(A) reaches only a vehicle the maker designed primarily for travel over unimproved terrain with an unladen weight of 2,500 pounds or less, and a kei truck's maker built it as a road truck. ADOT's decal application, Form 96-0572, has the owner of an on highway OHV certify that the vehicle was originally manufactured for off-highway use, and 28-1177(C) closes the street legal OHV route to a vehicle that as produced met the highway equipment rules. A vehicle used off highway exclusively for agricultural, ranching, construction, mining, mining exploration or building trade purposes needs no decal, 28-1177(G). The fee is set by the ADOT director, 28-1177(B), and ADOT lists it at $25 a year.

The course. Laws 2024, chapter 240 (SB 1567), section 6, a session law that is not in the codified statutes. From and after 31 December 2024 a person must complete the off-highway vehicle safety education course certified by the Arizona Game and Fish Department before ADOT may issue a resident or nonresident OHV user indicia under A.R.S. 28-1177. The course is tied to the decal and to nothing else, so it does not apply to a kei truck titled for the road or to a truck used only for farm, ranch, mining or building trade work. The section repeals itself after 31 May 2027. ADOT's page says the course is due before OHV registrations or renewals between 1 January 2025 and 1 June 2027, wider words than the law, which ties it to the decal. The law governs.

A 25 year kei truck titled under A.A.C. R17-4-206 is an ordinary motor vehicle in Arizona, not an off-highway vehicle, and needs neither the decal nor the course. A newer truck imported as governed off-road equipment does not meet the decal's design test either, and its work use off the highway is exempt from the decal. On a ranch or farm the OHV operating limits do not bar a landowner's or lessee's normal agricultural or ranching practices, 28-1174(H).

Questions

Is a kei truck street legal in Arizona?

Yes, once it is 25 years or more from its manufacture date and titled and registered. Arizona titles it as a foreign-made vehicle after an MVD inspection and an Arizona emissions inspection, and registers it like any other truck with one plate on the rear. It is an ordinary motor vehicle, not an off-highway vehicle. A newer truck imported as governed off-road equipment titles only with a registered importer's certification and works farms, ranches, job sites and private land.

Do I need the OHV decal?

No, not for a kei truck titled for the road. Arizona's decal reaches only a vehicle the maker designed primarily for unimproved terrain, and a kei truck was built as a road truck. A truck used off highway only for farm, ranch, construction, mining or building trade work needs no decal either.

Do I need the OHV safety course?

No. The course Arizona began requiring on 1 January 2025 is a condition of buying the OHV decal and nothing else. A kei truck titled for the road or kept for ranch work needs no decal, so it needs no course. The requirement ends after 31 May 2027.

What does the MVD need to title an imported kei truck?

Form 96-0236, the Title and Registration Application, the Vehicle Verification Form from an MVD inspection, an ADEQ certificate that the truck passed an Arizona emissions inspection and a valid titling document, which for a Japanese truck is the export certificate with a translation. Bring the stamped entry papers, CBP Form 7501, DOT Form HS-7 and EPA Form 3520-1, with the bill of sale and proof of the manufacture date. The MVD inspection happens once, at title. Arizona has no periodic safety inspection.

My truck has a frame number, not a 17 character VIN. Can Arizona title it?

Arizona's statutes title a vehicle under its maker's serial number and assign a state number only when that number is altered, removed, defaced or missing, so a Japanese frame number reads as the number for the title. If MVD decides otherwise, an Arizona number is assigned through a Level II inspection for $20 plus $5. Whichever number the title carries is the number your insurance policy must carry.

Does a kei truck need an emissions test in Arizona?

Arizona's titling rule asks for an ADEQ emissions certificate before title of any foreign-made vehicle and names no area limit. After that, periodic testing applies where the truck is registered or driven to work in Area A, parts of Maricopa, Pinal and Yavapai counties around Phoenix, or Area B, part of Pima County around Tucson. A 1981 or later truck tests every two years in Area A and every year in Area B. Only 1966 and older model years are exempt by age.

What does it cost to title and register a kei truck in Arizona?

The statutes set a $4 title fee, an $8 registration fee and a $1.50 air quality fee, plus the vehicle license tax, which starts from 60 percent of the base retail price, falls 16.25 percent a year and is never less than $10. MVD also collects use tax at title on a truck bought from a seller in business outside Arizona, 5.6 percent state plus your city's rate, with credit for tax paid to another US state but none for tax paid abroad. A Level II inspection is $20 and a one trip permit to reach the inspections is $1.

What insurance does a kei truck need in Arizona?

Liability of at least $25,000 for one person's injury, $50,000 for two or more and $15,000 for property, from a company authorized in Arizona, on any truck driven on a road. The policy must carry the truck's full identification number exactly as the title shows it, because the insurer reports it to MVD and the registration is not valid until it does. A truck that stays on private land or works only off highway on a farm or ranch has no statutory insurance duty.

Statewide

A 25 year kei truck is a titled road vehicle in Arizona and uses public roads like any truck, so these routes matter for the newer governed truck and for the UTV competition. A governed kei truck cannot carry the Arizona OHV decal on the words of the statute and so takes no decal class OHV route. A.R.S. 28-1177(A) asks for a vehicle the maker designed primarily for travel over unimproved terrain at 2,500 pounds or less, A.R.S. 28-1171(6) defines an off-highway vehicle by design for recreational nonhighway all-terrain travel, and a kei truck's maker built it for roads. The street legal route in 28-1177(C) is only a registration option for a decal holder and does not make a road truck an OHV. The governed truck works as a vehicle used off highway exclusively for agricultural, ranching, construction, mining, mining exploration or building trade purposes, which 28-1177(G) leaves out of the decal, and on private land, where the OHV article does not reach, 28-1172 and 28-1178(A)(2). No Arizona act or agency page names a kei truck, and whether Game and Fish or the Motor Vehicle Division would issue a decal to a governed one is the one question to put to them. For a UTV there are two kinds of plate. A decal OHV, which carries a title only plate, may use roads, trails and areas a land manager opens, may be on a highway only incidentally and may use an unpaved dirt road in an unincorporated area that no state, city, town or county maintains, A.R.S. 28-2153(D). A UTV with highway registration, the street legal MC plate under 28-1177(C) and 28-2153(A), drives county roads and town streets like any registered vehicle with a driver licence under 28-3151(C) and insurance, unless a county or town closes a street. Counties and towns may designate routes for OHVs to reach riding areas, 28-627(A)(13), and the Phoenix area bars riding off roads on unpaved land by A.R.S. 9-500.27, 49-457.03 and Maricopa County Ordinance P-28.

County roads Open

Public roads in unincorporated Maricopa County are open to street legal OHVs like any registered vehicle. Ordinance P-28 keeps every vehicle on a road or highway on unpaved public or private property in the unincorporated area unless it has lawful authority, shown by a sign, a posted rule, travel plan or map of the land manager or by the owner's written consent, and it counts designated trail systems and service roads as roads. The ordinance is an air quality act and does not close a road. The county's list of active ordinances was read and also carries P-27 on parking and use on unstabilized vacant lots and P-23 on noise. Recreational OHV riding off roads is barred on high pollution advisory days under A.R.S. 49-457.03, and no OHV is allowed at any county park. Engines and EPA

Why the engine decides which truck comes in.

The same three facts hold in Arizona and every other state.

The 25 year truck

It comes in on age

A 25 year old kei truck in original configuration clears both agencies on age. No Registered Importer and no Independent Commercial Importer is needed.

EPA's provision asks only that the truck is in its original configuration with the same model of engine it left the factory with.

40 CFR 85.1511(f)(2)eCFR, read 28 October 2026

The newer truck

EPA asks for a certified engine

A newer kei truck comes in as nonroad equipment, permanently modified so its top speed is 25 mph or less, with its engine covered by an EPA certificate of conformity before it reaches US Customs. The governor stays for the life of the truck, and removing it is tampering, a federal offense.

Mini-trucks, importing used motor vehicles as nonroad vehiclesEPA, read 28 October 2026

Engine size

Why 30 kilowatts decides a newer truck's engine

EPA sorts nonroad gasoline engines by maximum power, not size. Every kei engine is under 1,000 cc, so an engine of 30 kW or less may certify to the small engine standards, and 30 kW is the line that decides. Today's stock kei engines are rated above it, and a speed governor does not lower an engine's maximum power.

Every kei engine family EPA has certified for mini trucks is a lower power certified configuration, between 14.46 and 29.9 kW, under part 90 or part 1054. A certified mini truck engine is that configuration, not the stock engine.

Arizona, the five answers

Road, title, land, inspection and what is next.

The roadCan I drive it on the road?

Arizona titles a foreign-made vehicle 25 years or more from its manufacture date without the federal safety and emissions conversion certificate it asks of newer imports. The truck passes an MVD inspection and an Arizona emissions inspection before title and then registers like any other vehicle.

  • A foreign-manufactured vehicle imported to the United States is exempt from the certificate of conformity in subsection (A)(1)(e) if it is 25 years or more from its manufacture date. A.A.C. R17-4-206(A)(2)
  • The title still needs a valid titling document, the Title and Registration Application, a Vehicle Verification form from an MVD inspection under A.R.S. 28-2011 and an ADEQ certificate that the truck passed an Arizona emissions inspection under A.R.S. 49-542. A.A.C. R17-4-206(A)(1)
  • A registered importer's certification is required only for a foreign-made vehicle that is not exempt by age. A.A.C. R17-4-206(B)
  • The rule sets no separate road or speed limit for a vehicle titled under it.

A.A.C. R17-4-206 as amended by final rulemaking at 31 A.A.R. 4695, effective 1 February 2026 (Supp. 26-1); A.R.S. 28-2052(D)

TitleHow do I title and register it?

ADOT's Motor Vehicle Division titles a foreign-made truck 25 years or older on its titling document, an MVD vehicle inspection and an Arizona emissions inspection certificate. The federal conversion certificate is waived at that age.

The steps

  1. Gather the foreign ownership document, the federal entry papers and proof of the manufacture date.
  2. Have the truck inspected by the MVD and get the completed Vehicle Verification form.
  3. Pass an Arizona emissions inspection and get the ADEQ certificate of inspection.
  4. Submit the Title and Registration Application with those documents at an MVD office.

The documents

  • A valid titling document
  • Title and Registration Application
  • Vehicle Verification form from an MVD inspection
  • ADEQ certificate of inspection showing the truck passed an Arizona emissions inspection
  • Federal entry papers and proof of the manufacture date

Arizona Department of Transportation Motor Vehicle Division, 602 255 0072

LandCan I use it on a farm or private land?

Arizona requires the OHV decal only for an off-highway vehicle the maker designed primarily for travel over unimproved terrain with an unladen weight of 2,500 pounds or less. A kei truck's maker built it as a road truck.

Class. Arizona's off-highway vehicle class covers vehicles designed, modified or purpose-built primarily for recreational nonhighway all-terrain travel, including recreational or utility side-by-side vehicles. A.R.S. 28-1171(6)

Registration. OHV decal only for a vehicle that meets A.R.S. 28-1177(A). None for any vehicle used off highway exclusively for agricultural, ranching, construction, mining, mining exploration or building trade purposes. A.R.S. 28-1177(G)

On the farm

A vehicle used off highway exclusively for agricultural, ranching, construction, mining, mining exploration or building trade purposes needs no OHV decal. A.R.S. 28-1177(G)

InspectionWhat inspection or insurance applies?

Safety. The MVD inspects a foreign-made vehicle before title and records it on the Vehicle Verification form. A.A.C. R17-4-206(A)(1)(c)

Emissions. Title for a foreign-made vehicle needs an ADEQ certificate that it passed an Arizona emissions inspection under A.R.S. 49-542, whatever its age. A.A.C. R17-4-206(A)(1)(d)

Insurance. Arizona requires liability insurance of at least 25/50/15 on every motor vehicle operated on a highway, A.R.S. 28-4135(A) and 28-4009(A)(2)(b). ADOT says a registration is not valid until the insurer has reported an active Arizona policy.

NextWhat is coming?

No bill or rule change for kei trucks was found in Arizona on 28 October 2026. We read it again before a truck goes there.

Questions

Asked about Arizona.

Can I drive a kei truck on Arizona roads?

Yes, once it is titled and registered. Arizona's gray market rule waives the federal safety and emissions conversion certificate for a foreign-made vehicle 25 years or more from its manufacture date. The truck still passes an MVD inspection and an Arizona emissions inspection before title.

What does the MVD need to title it?

A valid titling document, the Title and Registration Application, the Vehicle Verification form from an MVD inspection and an ADEQ certificate that the truck passed an Arizona emissions inspection. Bring the federal entry papers and proof of the manufacture date.

Do I need an OHV decal for ranch work?

No. Arizona exempts vehicles used off highway exclusively for agriculture, ranching, construction, mining, mining exploration or building trade work from the OHV decal.

Has Arizona ever written a kei truck law?

Bills in 2008 and 2010 proposed a venture truck class for kei trucks with a 25 mile per hour limit. Neither became law. The titling rule for foreign-made vehicles is what governs.

What about a truck 25 years or older?

It titles under Arizona's rule for foreign-made vehicles with the conversion certificate waived, after an MVD inspection and an emissions inspection, and registers as an ordinary vehicle.

Upgrades

Upgrades in Arizona.

Height and lift. No bumper, frame or lift limit found. Head lamp centers must be 22 to 54 inches high (28-924). Overall height is capped at 13 feet 6 inches without a permit (28-1094). An unsafe vehicle that endangers a person may not be driven (28-921).

Tires and fenders. Rear fender splash guards are required on trucks but not on a pickup rated 10,000 pounds GVWR or less, unless it was modified from its original bumper height design to raise its center of gravity (28-958.01). No maximum tire size or fender trimming rule found.

Lights. Up to two fog lamps at 12 to 30 inches (28-938). No more than four front lamps lit at once (28-946). Red or red and blue front lights and most flashing lights are barred, but snow removal equipment may flash (28-947).

Modification and inspection. No inspection, notice or class change rule found for a lift, larger tires or body trim. A title application for a specially constructed or reconstructed vehicle must say so (28-2051). 1968 and later vehicles must be equipped with emissions control devices meeting state standards (28-955).
