Can I own one here
Owning one in Coconino County.
On your own land, yes
Owning a kei truck and working it on a ranch, a farm, a mine or private property does not depend on a road title. Some states still ask for a title or an off road registration.
A 25 year truck on the road
Open to road use. Arizona titles a foreign-made vehicle 25 years or more from its manufacture date without the federal safety and emissions conversion certificate it asks of newer imports. The truck passes an MVD inspection and an Arizona emissions inspection before title and then registers like any other vehicle.
A newer governed truck
Private land only. No Arizona off-highway class names a governed work truck. The decal reaches only vehicles the maker designed primarily for unimproved terrain. A foreign-made vehicle under 25 years old titles only with a registered importer's certification, A.A.C. R17-4-206(B).
Roads and towns
Roads and towns in Coconino County.
To confirm. Coconino County's summary of ordinances, copied in May 2024, and its zoning ordinance carry no rule on OHV travel, and a plan policy to post county roads against unlicensed OHV use was not found as an act. State law sets the baseline, so county roads and the streets of Flagstaff, Page, Sedona, Williams, Fredonia and Tusayan stay to confirm.
In town To confirm
- To confirm Flagstaff. The town's code was not read in this pass.
- To confirm Fredonia. The town's code was not read in this pass.
- To confirm Page. A search excerpt of Page City Code section 71.13, off-road vehicles, says it bars operating one within 150 feet of a residence, church or school in session, asks for a spark arrestor muffler, lamps at night and a helmet under eighteen, sets a minimum operator age of eight and limits travel to established roads and trails. The section itself was not read, and whether Page opens its streets to OHVs is still open. Page City Code section 71.13, from a search excerpt of the American Legal copy, which answered a bot challenge, read 28 October 2026
- To confirm Sedona. The town's code was not read in this pass.
- To confirm Tusayan. The town's code was not read in this pass.

County roads To confirm
The county's summary of ordinances by department, copied 14 May 2024, lists animal, building, floodplain, zoning, subdivision and environmental health acts and no OHV act. The zoning ordinance, adopted 12 November 2019 and amended 21 May 2024, defines an off-highway vehicle, treats an off-highway vehicle facility as a conditional use in one zone and says nothing else about OHV travel. A search excerpt of a county comprehensive plan amendment says the county shall post county roads to restrict unlicensed OHV use. That is plan policy, it was not read and no ordinance carrying it out was found. Not read in this pass. State law decides the baseline. A street legal OHV, one with highway registration and the MC plate, drives county roads like any registered vehicle, and a decal or title only OHV may be on a highway only incidentally, A.R.S. 28-2153(D)(11), though it may use an unpaved dirt road in an unincorporated area that no state, city, town or county maintains, 28-2153(D)(9). Coconino County Summary of Ordinances by Department, Internet Archive copy of 14 May 2024, and Zoning Ordinance 2019-14 as amended by 2024-04, Internet Archive copy of 7 March 2025, read 28 October 2026
State highways Crossings only
- No ADOT resolution or page opening a stretch of state highway to decal or title only OHVs was found in this county. A.R.S. 28-2153(D)(11) and 28-627(A)(13), read 28 October 2026

Importing a kei truck
The essentials, in short.
A truck under 25 can come in only as governed off road equipment, and only if its engine family held an EPA nonroad certificate for that model year. No kei engine family was certified for mini trucks before model year 2010, so a truck built after 31 October 2001 and before model year 2010 has no federal door until its 25th birthday.
Two lanes
A road truck must be 25 years old by its own build date. A newer truck comes in only as governed off road equipment with a certified engine.
The 25 percent duty
Every kei truck pays the 25 percent truck duty at the port, whatever its age.
The paperwork
The customs entry and the two federal declarations, DOT Form HS-7 and EPA Form 3520-1, travel with the truck to your title office.
The title
Keep every stamped paper with the truck. Your state title office asks to see them.
