Can I own one here

Owning one in Yavapai County.

On your own land, yes

Owning a kei truck and working it on a ranch, a farm, a mine or private property does not depend on a road title. Some states still ask for a title or an off road registration.

A 25 year truck on the road

Open to road use. Arizona titles a foreign-made vehicle 25 years or more from its manufacture date without the federal safety and emissions conversion certificate it asks of newer imports. The truck passes an MVD inspection and an Arizona emissions inspection before title and then registers like any other vehicle.

A newer governed truck

Private land only. No Arizona off-highway class names a governed work truck. The decal reaches only vehicles the maker designed primarily for unimproved terrain. A foreign-made vehicle under 25 years old titles only with a registered importer's certification, A.A.C. R17-4-206(B).

Roads and towns

Roads and towns in Yavapai County.

Roads open. Yavapai County passes no OHV route act, so state law decides its county roads, where a street legal OHV drives like any registered vehicle and a decal OHV may be on a road only incidentally, and ADOT calls ATV use of the shoulders of SR 89 northwest of Wickenburg illegal. Chino Valley closes the Peavine Trails to motor vehicles and the other town streets are still to confirm.

In town To confirm

  • To confirm Camp Verde. The town's code was not read in this pass.
  • To confirm Chino Valley. Section 71.13 of the town code closes the Peavine Trails, a former railroad right of way, to motor vehicles including motorcycles, trucks and golf carts, with an exception for emergency and maintenance vehicles. A separate general section was summarised as limiting motorized vehicles, off-road vehicles included, to roadways in town parks and recreation areas. Neither was read in full and the street rule is still open. Chino Valley Town Code section 71.13, from a search excerpt of the American Legal copy, which answered a bot challenge, read 28 October 2026
  • To confirm Clarkdale. The town's code was not read in this pass.
  • To confirm Cottonwood. The town's code was not read in this pass.
  • To confirm Dewey-Humboldt. The town's code was not read in this pass.
  • To confirm Jerome. The town's code was not read in this pass.
  • To confirm Prescott. The town's code was not read in this pass.
  • To confirm Prescott Valley. The town's code was not read in this pass.

County roads Open

No county act opens or closes a road to OHVs. The two pages where the county lists its ordinances were read, the engineering standards page with four ordinances and the codes page with eleven documents, and Ordinances 2020-4 on county roadways and 2020-5 on the use of publicly maintained roads, both adopted 16 December 2020, were read in full. Neither mentions an OHV, and 2020-5 bars operating a vehicle in a way that damages the road surface without a permit. Ordinance 2000-2 of 5 June 2000 bars unauthorized motorized vehicles at Pioneer Park and was listed by title only. State law decides the county roads. A street legal OHV drives them like any registered vehicle and a decal OHV may be on a road only incidentally. Yavapai County Ordinances 2020-4 and 2020-5 of 16 December 2020, no county OHV act, county ordinance pages read 28 October 2026, read 28 October 2026

State highways Crossings only

  • ADOT states that ATV use of the shoulders of state highways is illegal and names SR 89 northwest of Wickenburg between US 93 and SR 71 as a place the problem is worse. ADOT news release, 23 August 2021, read 28 October 2026
  • No ADOT resolution or page opening a stretch of state highway to decal or title only OHVs was found in this county. A.R.S. 28-2153(D)(11) and 28-627(A)(13), read 28 October 2026

Importing a kei truck

The essentials, in short.

A truck under 25 can come in only as governed off road equipment, and only if its engine family held an EPA nonroad certificate for that model year. No kei engine family was certified for mini trucks before model year 2010, so a truck built after 31 October 2001 and before model year 2010 has no federal door until its 25th birthday.
