Kei trucks in Wyoming are road legal multipurpose vehicles

Read from Wyoming's own statutes and motor vehicle office.

Wyoming registers mini trucks as multipurpose vehicles. A truck 25 years or older imported for road use may be plated and driven on any public street or highway except an interstate, keeping to the right edge with a flag or slow moving vehicle emblem when it cannot match the limit. A newer truck imported as governed off-road equipment titles as a multipurpose vehicle and works ranches and private land with no plate.

Which truck are you buying?

Wyoming treats the two kinds of kei truck differently. Pick yours and this answers for it.

a truck 25 years or older imported for road use under the federal age exemptions

Road use with limits

Title. Titled as a multipurpose vehicle at the county clerk.

Registration. Plates from the county treasurer to use streets and highways.

  • Never on an interstate highway.
  • Where it cannot reach the highway's maximum speed, the extreme right hand edge with a reflectorized flag or a slow moving vehicle emblem.
What about a truck 25 years or older?

Titled and plated as a multipurpose vehicle it may use any public street or highway except an interstate. Where it cannot reach the highway's maximum speed it keeps to the extreme right hand edge with a reflectorized flag or a slow moving vehicle emblem.

a newer truck imported as off road equipment, governed to 25 miles per hour and carrying an EPA certified nonroad engine

Low speed vehicle

Where it can run

Ranches, farms and private land with no plate. Designated ORV trails with a permit.

Title. Titled as a multipurpose vehicle at the county clerk. The class reaches any motor vehicle on four wheels of 300 to under 3,000 pounds with an upright seat at least 24 inches high and an identifying number.

Registration. None off public roads. Wyoming State Parks ORV permit for designated off-road recreational vehicle trails.

  • A multipurpose vehicle designed for speeds under 25 miles per hour carries a slow moving vehicle emblem.
  • A multipurpose vehicle that cannot reach the highway's maximum speed keeps to the extreme right hand edge with a reflectorized flag or a slow moving vehicle emblem.
  • Wyoming's off-road recreational vehicle classes cover machines 50 inches wide or less under 1,100 pounds, off-road motorcycles and multi-wheeled vehicles over 900 pounds not required to be licensed.
  • An off-road recreational vehicle on a public road right-of-way needs a driver with a valid driver's license or permit.
  • Federal law admits this truck as nonroad equipment governed to 25 miles per hour, never as a road vehicle.

Read from a secondary source or an older page. Confirm it with the office before you rely on it.

A newer truck comes in only as nonroad equipment, permanently governed to a top speed and with a nonroad engine certified by EPA before import. It pays the same 25 percent truck duty. What that engine needs.

What about a newer truck imported as off-road equipment?

It titles as a multipurpose vehicle and needs no plate on the ranch or private land. Wyoming's rules call for a slow moving vehicle emblem on any multipurpose vehicle designed for under 25 miles per hour. The truck entered the country as nonroad equipment. Federal law does not make it a road vehicle.

Owning one

Owning one in Wyoming.

For a 25 year road truck. The first title step by step, the papers, every fee the statute sets, tax, insurance, emissions and the rest. Each line carries its cite, read 28 October 2026.

The first title

To confirm

The county clerk issues the certificate of title and the county treasurer registers the truck and issues its plate. W.S. 31-2-101(b) has the owner of any vehicle with an identifying number, multipurpose vehicles named, apply at the office of a county clerk, and 31-2-204(a) has the county treasurer issue the certificate of registration and the plate. WYDOT Motor Vehicle Services, 307 777 4709, writes the forms and holds the state assigned VIN. The VIN inspection is made by a Wyoming law enforcement officer, or by a licensed Wyoming dealer only for a vehicle in its inventory or possession, W.S. 31-2-103(a)(vi). An application may also be made electronically where that is available, and from 1 July 2027 through the state's electronic lien and title system, W.S. 31-2-101(a) as amended. Read 28 October 2026.

  1. Confirm the truck is a multipurpose vehicle by the four tests in W.S. 31-1-101(a)(xv)(M): designed to travel on at least four wheels in contact with the ground, an unladen weight of at least 300 pounds and under 3,000 pounds, a permanent upright seat mounted at least 24 inches from the ground and an identifying number. WYDOT's multipurpose FAQ measures the 24 inches from the top of the seat where the operator sits to the ground, Q29, and says the maker's specifications cannot be modified to fit the class, Q26. Measure the seat and take the unladen weight from the maker's specification, not the shipping weight.
  2. Keep every stamped paper from the port. WYDOT's imported vehicles page names a copy of the DOT HS-7 or CBP Form 7501 declaration signed off by Customs and a copy of EPA Form 3520-1 signed off by Customs for a vehicle imported by an individual. That page is headed for vehicles from Canada with less than 25 years of service. For a 25 year truck the federal papers are CBP Form 7501, DOT Form HS-7 declared under Box 1 and EPA Form 3520-1 declared under code E, with the bill of lading. No Wyoming statute names them, and Wyoming writes no age rule of its own for an imported truck. The 25 years is the federal rule.
  3. Keep the Japanese export certificate with an English translation, and the bill of sale. Wyoming's statute asks for the owner's certification of ownership, W.S. 31-2-103(a)(iv), and the current title with its assignment, (a)(v). It lets the clerk require a bill of sale and any documentation necessary to verify proof of ownership, including an affidavit for proof of ownership or a surety bond, (a)(ix). A truck never titled in a US state has no title to assign. No Wyoming statute or WYDOT page read names the Japanese export certificate.
  4. Insure the truck before it moves on a road, W.S. 31-4-103(a). No person may knowingly drive a vehicle on a highway without a valid certificate of title, certificate of registration and plates or a temporary permit, 31-4-101(a)(i), so on the statute's words, until the truck holds a title and plates or a permit, it travels to the inspection and the clerk on a trailer. WYDOT's memo to clerks and treasurers of 22 September 2023 gives two ways to drive a newly acquired vehicle before registration, a properly executed title for 45 days or a conforming bill of sale for 60 days where an auction or lender holds the title. A truck from Japan has neither. The statute's temporary registration permit runs up to 90 days, one in 12 months, for an owner on transfer of ownership, at a fraction of the annual fees, 31-2-201(k). Whether a treasurer issues it for an untitled imported truck is not written anywhere read.
  5. Have a Wyoming law enforcement officer inspect the identifying number and sign the inspection section at the foot of the title application, W.S. 31-2-103(a)(vi), $10 under 31-3-102(b). For a truck not in Wyoming the number may be inspected and certified on the department's form by an authorized officer of a city, county or state agency, by a commissioned officer at a federal military installation or by any other person the law authorizes, delivered to the county clerk with the $10.
  6. Complete the Application for Certificate of Title and VIN/HIN Inspection Form, MV-300A (01/20), and the WYDOT Multipurpose Vehicle and Off-Road Recreational Vehicle-Motorcycle Information Checklist, revised 05/2021, which the owner signs under penalty of perjury. File them at the county clerk with the proof of ownership and photo identification and pay the $15 title fee, W.S. 31-3-102(a)(vii). Apply within 45 days of an ordinary transfer or 60 days where a dealer in or outside Wyoming made the transfer, or on becoming a resident, 31-2-101(a) with 31-2-201(a)(ii) and (iii).
  7. Pay the sales or use tax to the county treasurer, which collects it before the first registration in Wyoming and gives a receipt, W.S. 39-15-107(b)(i). The clerk may not deliver the title until it sees that receipt or a treasurer's receipt noting a valid exemption, 31-2-103(d). Interest and a civil fee start on day 65, 39-15-108(b)(ii).
  8. Register the truck with the county treasurer if it will run on a street or highway. The treasurer registers only a titled vehicle, W.S. 31-2-225(c). The application carries proof of insurance, 31-2-225(e). The treasurer takes the fees and issues one plate, 31-2-204(a). Registration is not required for a truck kept off public roads, 31-2-201(a).

The inspection. One identity inspection, by a Wyoming law enforcement officer, before title. The officer prints the number, year, make, model and trim, says whether it was checked against NCIC and swears that the officer inspected it, on the foot of Form MV-300A. It is not an equipment or safety inspection. The owner certifies the equipment on the multipurpose checklist, and WYDOT's checklist says all equipment shall be operational and meet statutory requirements before registration is issued. No source read says the treasurer examines the truck.

The frame numberWyoming's statute titles a vehicle under its identifying number..To confirm

Wyoming's statute titles a vehicle under its identifying number, which W.S. 31-1-101(a)(ix) defines as the numbers and letters assigned by the manufacturer or the department, and the multipurpose test asks for an identifying number, (a)(xv)(M). It assigns a special number to a vehicle that does not have a vehicle identification number present, 31-11-105(a), and 31-2-103(c) sends a vehicle with no number to that process. A Japanese frame number such as DA63T-123456 is the maker's number and is present on the truck, so the statute reads as titling the truck under it. The separate definition of vehicle identification number, 31-1-101(a)(xxvii), reads the numbers designated by the department or the unique identifier the maker assigned pursuant to regulations, and whether a Japanese frame number is one is not written. WYDOT's multipurpose FAQ, revised January 2008, says a number of fewer than 17 digits is entered in NCIC if the vehicle is stolen, Q11. Its checklist asks for the identifying number assigned by the manufacturer. WYDOT's guide to who needs a state assigned VIN, revised February 2026, lists a motor vehicle with no VIN, more than one VIN or a changed part where the number appears. It says a Wyoming VIN is issued only to Wyoming residents. If WYDOT assigns one it costs $20, is a number beginning with S and ending with W, is die punched on the vehicle and is inspected a second time, $10, before the clerk's $15 title. 31-11-105(b) bars the department from registering a vehicle with a defective number and does not define the word. No WYDOT page or rule read says which path a kei truck takes. Read 28 October 2026.

Tax at title4 percent state rate at title

Wyoming's sales and use tax reaches the sales price of a motor vehicle and a person storing or using taxable property bought from a seller with no place of business in Wyoming, W.S. 39-15-103(a)(i)(A) and (M) and (c)(ii). A vendor does not collect it on a vehicle. W.S. 39-15-107(b)(viii) has a vendor collect it on mopeds, motorcycles and off-road recreational vehicles, citing 31-1-101(a)(xv), and the statute does not say whether that reaches a multipurpose vehicle sold by a Wyoming dealer. A truck bought abroad has no Wyoming vendor. The county treasurer collects the tax before the first registration in Wyoming and gives a receipt, and the clerk will not deliver the title without that receipt, 39-15-107(b)(i) and 31-2-103(d). The state rate is 4 percent, 3 percent plus 1 percent, 39-15-104(a) and (b). The treasurer collects the county tax in effect in the county of the owner's principal residence as shown on the driver's licence or other government identification, 39-15-107(b)(i). Counties may add up to 2 percent for general purposes, up to 2 percent for specific purposes and up to 1 percent for economic development, 3 percent in all, by vote of the electors, 39-15-203(a) and 39-15-204(a)(i), (iii), (iv) and (vi), so the total depends on the county. The Excise Tax Division says rates vary by county and generally run between 4 and 8 percent, and Teton County's treasurer states 4 percent state plus 3 percent county, 7 percent in all. The Division's rate charts and address lookup give the rate for an address. The price is declared on a copy of the vendor's invoice or on an affidavit the department furnishes if not bought from a vendor, 39-15-103(b)(ii). Sales tax legally imposed and paid to another state is credited up to the Wyoming use tax, on written proof, 39-15-109(d)(v). The statute says another state and does not mention tax or duty paid to a foreign country or to Customs. Tax is late after 65 days from the sale, or from the day the vehicle came into the state if the owner shows the date by affidavit, and then bears interest of 1 percent a month and a civil fee of $25 for days 65 to 75 and after that the greater of $25 or 10 percent of the tax, 39-15-108(b)(ii). There is no separate yearly vehicle tax. The registration fees stand in place of property tax, 31-3-101(d). Since 1 July 2026 the use tax sits in chapter 15, Laws 2026, ch. 19 (SF 79, Enrolled Act 18), and the older 39-16 sections cited on WYDOT's 2020 title form are repealed. The statute governs. Whether freight and duty paid to land the truck count in the price is not written. Read 28 October 2026.

Insurance25/50/20 minimum

The minimums. $25,000 for bodily injury to or death of one person, $50,000 for two or more persons and $20,000 for property damage in any one accident, 25/50/20. W.S. 31-4-103(a) ties the duty to the amounts in 31-9-405(b)(ii), and 31-9-102(a)(xi) states the same limits. Read 28 October 2026.

When it is required. Any motor vehicle currently required to be registered or required to be registered within a period of time, W.S. 31-4-103(a), so every titled and registered kei truck that runs on a street or highway. No motor vehicle is registered unless the applicant verifies the policy, 31-2-225(e). A truck kept off public roads is not required to be registered, 31-2-201(a), and the statute puts no insurance duty on it.

Wyoming requires a liability policy in force on a registered vehicle. The proof is carried in the vehicle and open to any peace officer, and an officer who stops a driver may check the department's online verification, W.S. 31-2-225(e) and 31-4-103(b) and (e). A driver who cannot show proof has seven days to produce it, 31-4-103(b). Driving without coverage is a misdemeanor punishable by up to six months in jail, a fine of $500 to $1,500 or both, 31-4-103(a). On a second offence the plates are held by the county treasurer. A conviction requires the owner to file proof of financial responsibility for three years, 31-4-103(c). Read 28 October 2026.

What the insurer will ask. The policy must designate the vehicle it covers by explicit description or reference, W.S. 31-9-405(b)(i), and the department's online verification looks a vehicle up by its identifying number, policy number or owner's name, 31-4-103(e)(ii). For a kei truck the number on the policy should be the number on the Wyoming title, the frame number or a Wyoming assigned number, written exactly. WYDOT's multipurpose FAQ of 2007 says a homeowner or agricultural policy that covers the vehicle on streets and highways suffices, and that some companies want a separate automobile policy, so ask the insurer before registering.

EmissionsNo emissions test was found for a 25 year kei truck or any other..To confirm

A kei truck. No emissions test was found for a 25 year kei truck or any other passenger vehicle in Wyoming. Title 31 has no vehicle emissions or periodic inspection program. The EPA's list of state and local inspection and maintenance programs, updated 18 September 2026, names no Wyoming program or county. Neither the title application nor WYDOT's checklist asks for an emissions paper. Some secondary websites say Campbell, Laramie and Teton counties test every two years. No statute, rule or government page read says so. The Teton County and Laramie County registration and titling pages read mention no test. Treat that claim as unconfirmed and ask the county treasurer. Read 28 October 2026.

Safety inspectionWyoming runs no periodic safety inspection of a passenger vehicle or..

Wyoming runs no periodic safety inspection of a passenger vehicle or truck. Title 31 provides for none. The inspections it does provide are the law enforcement check of the identifying number before title, W.S. 31-2-103(a)(vi), and the rebuilt salvage decal inspection, 31-2-108(d). The owner certifies the equipment on the multipurpose checklist and WYDOT's checklist says all equipment shall be operational and meet statutory requirements before registration is issued. The equipment rules are enforced on the road, where it is a misdemeanor to drive a vehicle in unsafe condition or without the equipment the act requires, 31-5-901(a), and no vehicle may be driven unless its equipment is in good working order, 31-5-970. Licence, equipment and renewalAny class of Wyoming driver's licence

The licence

Any class of Wyoming driver's licence. Class C covers any single vehicle that does not need a commercial driver's licence, W.S. 31-7-109(d)(iii), and any person licensed to drive any class of vehicle may also drive a multipurpose vehicle on public streets and highways under 31-5-124, 31-7-109(f). No motorcycle endorsement is needed. Any limits on the licence, such as an instruction permit's, still apply, WYDOT multipurpose FAQ Q5. Read 28 October 2026.

On the road

  • No operation on an interstate highway, W.S. 31-5-124(b)(i)
  • A truck that cannot reach the maximum speed allowed on the highway keeps to the extreme right hand edge of the roadway and carries a reflectorized flag or a slow moving vehicle emblem, and a vehicle designed for under 25 miles per hour carries the emblem, W.S. 31-5-124(b)(ii) and (iii)
  • Lighted lamps from one half hour after sunset to one half hour before sunrise and whenever persons and vehicles are not clearly discernible at 1,000 feet, W.S. 31-5-910
  • Head lamps, at least two with one on each side of the front when the truck is more than 50 inches wide and at least one when it is 50 inches or less, 31-5-912
  • Tail lamps, at least two on the rear when more than 50 inches wide and at least one when 50 inches or less, with a white light on the rear plate, 31-5-913
  • Rear reflectors, two or more red when more than 50 inches wide and at least one when 50 inches or less, 31-5-914
  • Stop lamps, two or more when more than 50 inches wide and at least one when 50 inches or less, 31-5-915(a). Turn signals are not on WYDOT's checklist. 31-5-915(b) asks them of every motor vehicle and 31-5-901(c) exempts multipurpose vehicles from the equipment article except where it names them, so ask the treasurer
  • A service brake that stops the vehicle within 40 feet from 20 miles per hour on a level, dry, smooth, hard surface and a parking brake that holds on any grade it operates on, 31-5-950(a) and (b), applied to multipurpose vehicles by (e)
  • A horn in good working order audible from 200 feet, 31-5-952(a) and (e)
  • A muffler in good working order and constant operation with no cutout or bypass and an engine adjusted to prevent excessive fumes or smoke, 31-5-953(a), (b) and (c)
  • A mirror on the left side showing the highway to the rear, 31-5-954(a). 31-5-954(b) asks every motor vehicle other than a motorcycle for an additional mirror inside or on the right side, and WYDOT's checklist lists mirror(s)
  • A windshield wiper operated by the driver when the vehicle has a windshield and an enclosed cab, and no sign, poster or crack that obstructs the driver's view, 31-5-955(a) and (b)
  • Tires in safe condition with tread of at least 2/32 inch (4/32 inch on the front wheels of a truck) and no fabric showing, 31-5-956(f) and (h)
  • A safety belt worn by each driver and passenger when the vehicle was made with one, 31-5-1402
  • Good working order and safe mechanical condition, 31-5-970

Plates and renewal

One multipurpose vehicle plate, shown on the rear, horizontal, at least 12 inches from the ground, W.S. 31-2-204(a) and 31-2-205(a). No front plate is required. The plate is at least 3 inches by 6 inches and may carry its own identification in place of the bucking horse and rider emblem, 31-2-204(b). Registration is annual and expires on the last day of the annual registration month, renewals running one year from the first day of the next month, and an owner may register for more than 12 and fewer than 24 months, 31-2-206(a). The first registration expires on the last day of that month in the following year. Renewal may be by mail, 31-2-201(a)(i). A truck must be registered within 45 days of a purchase from a private seller or 60 days from a dealer transfer, or on becoming a resident, 31-2-201(a)(ii) and (iii). Read 28 October 2026.

The off highway decalNot for the roadTo confirm

The decal. Not for the road. A multipurpose vehicle with its plate may use any roadway except an interstate and needs no ORV permit for it, W.S. 31-5-124(b), and Wyoming State Parks says so. The $15 a year ORV trail user registration, W.S. 31-2-702 and 31-2-703(a), is for use on Wyoming off-road recreational vehicle trails, which the Department of State Parks and Cultural Resources designates. State Parks says all ORVs or MPVs on enrolled trails and areas display the current permit and that not all MPVs are allowed on designated trails. The statute names the owner of an off-road recreational vehicle, 31-1-101(a)(xv)(K), which is 50 inches or less wide and 1,100 pounds or less, an off-road motorcycle or a multi-wheeled vehicle not required by law to be licensed that is designed for cross-country travel and weighs over 900 pounds. A kei truck was designed as a road truck, so on the statute's words it may not be an off-road recreational vehicle. The agency page and the statute differ and State Parks should be asked. Read 28 October 2026.

The course. No safety course requirement was found in W.S. 31-2-701 to 31-2-707, in Title 31 or on the State Parks pages read. Read 28 October 2026.

A 25 year kei truck titled and plated as a multipurpose vehicle is an ordinary registered motor vehicle on a road. Off the road on a ranch or private land it needs no plate, no registration and no decal, and no insurance duty arises because the statute ties insurance to registration, W.S. 31-2-201(a) and 31-4-103(a). Off-road recreational vehicles are not required to be registered, 31-2-224(b), and those operated for agricultural use, including irrigation, fencing and moving livestock, are exempt from the trail registration, 31-2-707(c). A multipurpose vehicle that qualifies as an implement of husbandry is still titled, 31-2-102(a)(ii). A newer truck imported as governed off-road equipment titles by the same four tests and works ranches and private land, and the road steps in first_title do not apply to it because federal law does not admit it as a road vehicle. Yes, as a multipurpose vehicle, once it passes the four tests in W.S. 31-1-101(a)(xv)(M): at least four wheels on the ground, an unladen weight of at least 300 pounds and under 3,000 pounds, a permanent upright seat at least 24 inches from the ground and an identifying number. WYDOT sends mini trucks to the multipurpose rules. Wyoming titles it at the county clerk and registers it at the county treasurer with one plate, proof of a liability policy and a signed equipment checklist. Measure the seat height first, because the maker's specification cannot be altered to fit the class. Wyoming asks for no US federal safety label on a multipurpose vehicle, and no emissions test or periodic safety inspection was found. A newer truck imported as governed off-road equipment titles the same way but is not offered road plates here.

Which roads can it use?

Any public street or highway except an interstate, W.S. 31-5-124(b). A truck that cannot reach the highway's maximum speed keeps to the extreme right hand edge of the roadway and carries a reflectorized flag or a slow moving vehicle emblem, and one designed for under 25 miles per hour must carry the emblem. Any class of driver's licence will do, and the truck needs its lamps, brakes, horn, muffler and mirror in working order. Wyoming's designated off-road recreational vehicle trails need the State Parks permit, $15 a year, and not every multipurpose vehicle is allowed on them. On a ranch or private land it needs only a title.

What do the county offices need to title an imported kei truck?

The Application for Certificate of Title and VIN/HIN Inspection Form, MV-300A, with a law enforcement VIN inspection signed at its foot for $10, the signed WYDOT multipurpose checklist and photo identification. It also needs the federal entry papers, CBP Form 7501, DOT Form HS-7 under Box 1 and EPA Form 3520-1 under code E. The last piece is proof of ownership that satisfies the clerk, which for a Japanese truck is the export certificate with an English translation and the bill of sale. The clerk takes the $15 title fee. The treasurer takes the sales or use tax and gives the receipt the clerk needs before it delivers the title, then registers the titled truck for the road against proof of insurance. No Wyoming statute or WYDOT page read names the export certificate, so ask the clerk what it accepts. If it is not satisfied, WYDOT's bonded title route asks for an affidavit of ownership and a surety bond for twice the retail value, none below $2,500.

My truck has a frame number, not a 17 character VIN. Can Wyoming title it?

Wyoming's statute titles a vehicle under the identifying number its maker assigned, and a multipurpose vehicle needs only an identifying number. WYDOT assigns a state number only to a vehicle that does not have one present and only to a Wyoming resident. It costs $20 on Form MV-401, begins with S and ends with W and is die punched on the vehicle. A Japanese frame number is on the truck, so the statute reads as titling it under that number. No WYDOT page says so for a kei truck, so ask the clerk before the inspection. Whichever number the title carries is the number the insurance policy should carry.

What does it cost to title and register a kei truck in Wyoming?

The statutes set a $15 title fee, a $10 VIN inspection and a $25 state registration fee for a multipurpose vehicle. The county adds a registration fee of the greater of $5 or 3 percent of a share of the factory price, 15 percent of it from the sixth year of service on, and that fee stands in place of property tax. Registration is annual. There is one plate and no separate plate fee in the statute, and a personalized plate is $30. A county may take an owner's affidavit of valuation where no factory price is available. WYDOT suggests the suggested retail price less 10 percent.

How much sales tax will I pay and who collects it?

The county treasurer collects it before the first registration in Wyoming, and the clerk will not deliver the title without the receipt. The state rate is 4 percent and the treasurer adds the county tax of the county where you live, so the total depends on the county. The Excise Tax Division says rates generally run 4 to 8 percent. Sales tax legally paid to another state is credited up to the Wyoming tax on written proof, and the statute does not mention tax or duty paid abroad or to Customs. The tax is late after 65 days and then bears 1 percent interest a month and a civil fee. There is no yearly vehicle tax beyond the registration fees.

What insurance does a kei truck need in Wyoming?

Liability of at least $25,000 for one person's injury or death, $50,000 for two or more and $20,000 for property damage, on any truck required to be registered, which is any truck that runs on a street or highway. The treasurer registers it only against proof of a policy, and the proof is carried in the truck. Driving without it is a misdemeanor punishable by up to six months in jail, a fine of $500 to $1,500 or both. The policy should carry the number on the Wyoming title exactly, the frame number or a Wyoming assigned number. A truck that stays on private land has no insurance duty under the statute.

Does a kei truck need an emissions test or a safety inspection in Wyoming?

No emissions test was found. Title 31 has no emissions program. The EPA's list of state and local programs names no Wyoming program. The title application and WYDOT's checklist ask for no emissions paper. Some secondary websites name three counties and nothing official read supports that, so ask the county treasurer. Wyoming has no periodic safety inspection. The one inspection before title is the law enforcement check of the identifying number, $10, and the equipment rules are enforced on the road.

Statewide

A governed kei truck is a multipurpose vehicle in Wyoming and not an off-road recreational vehicle, so its road right comes from a plate and not from the county and town ORV acts on this map. Wyoming defines no ATV, UTV, utility vehicle, mini truck or low speed class. W.S. 31-1-101(a)(xv)(M) makes a multipurpose vehicle any motor vehicle on at least four wheels with an unladen weight of 300 pounds to under 3,000 pounds, a permanent upright seat at least 24 inches from the ground and an identifying number. It says the class includes off-road recreational vehicles and any vehicle that meets the test and is defined nowhere else. A kei truck about 1,400 mm or 55 inches wide and about 700 kg or 1,540 pounds meets every term if its seat measures 24 inches, the one figure to measure on the truck. The off-road recreational vehicle class in (xv)(K) stops at 50 inches wide and 1,100 pounds for a recreational vehicle designed for off-road use, takes motorcycles of 600 pounds or less and takes a multi-wheeled vehicle not required to be licensed, designed for cross-country travel and over 900 pounds. A kei truck is too wide and too heavy for the first and is no motorcycle, and it is a road and farm truck not designed for cross-country travel, so the third class does not claim it on its face. WYDOT lists mini trucks under its multipurpose vehicle rules, and its 2021 checklist says a multipurpose vehicle needs no federal safety label to be titled and registered in Wyoming. Titled by the county clerk and plated by the county treasurer, with a licence, insurance and the lamps, brakes, mirror, horn and muffler on the checklist, it may use any public street or highway except an interstate under 31-5-124(b), so no county or town ORV act is needed for it. Where it cannot reach the posted speed it keeps to the extreme right hand edge with a reflectorized flag or a slow moving vehicle emblem, and one designed for under 25 miles per hour must carry the emblem, so a truck governed to 25 should carry it. The acts on this map open roads to a machine that carries only the State Parks ORV decal. Under 31-5-1601(a)(i) such a machine may use a main-traveled roadway only where the agency that owns the road opens it and State Parks designates it an ORV trail, and State Parks warns that a multipurpose vehicle over 50 inches wide may be kept off designated trails. 31-5-1401 and 1402 are the safety belt act and not an ORV rule, and they bind a truck built with belts. On a ranch or any private land a titled kei truck needs no plate. W.S. 31-2-102 still titles a multipurpose vehicle that qualifies as an implement of husbandry, W.S. 31-5-124(a)(i) lets an ORV make incidental use of a road outside a town for agricultural operations, and W.S. 31-2-707(c) exempts an ORV used for irrigation, fencing or moving livestock from the trail decal. A 25 year kei truck is the same multipurpose vehicle, titled at the county clerk, plated by the county treasurer, never on an interstate and keeping right with the flag or emblem where it is slow. Whether a governed newer truck imported as off road equipment may be driven on a road at all is a federal import question, and Wyoming's checklist asks for no federal label.

Engines and EPA

Why the engine decides which truck comes in.

The same three facts hold in Wyoming and every other state.

The 25 year truck

It comes in on age

A 25 year old kei truck in original configuration clears both agencies on age. No Registered Importer and no Independent Commercial Importer is needed.

EPA's provision asks only that the truck is in its original configuration with the same model of engine it left the factory with.

40 CFR 85.1511(f)(2)eCFR, read 28 October 2026

The newer truck

EPA asks for a certified engine

A newer kei truck comes in as nonroad equipment, permanently modified so its top speed is 25 mph or less, with its engine covered by an EPA certificate of conformity before it reaches US Customs. The governor stays for the life of the truck, and removing it is tampering, a federal offense.

Mini-trucks, importing used motor vehicles as nonroad vehiclesEPA, read 28 October 2026

Engine size

Why 30 kilowatts decides a newer truck's engine

EPA sorts nonroad gasoline engines by maximum power, not size. Every kei engine is under 1,000 cc, so an engine of 30 kW or less may certify to the small engine standards, and 30 kW is the line that decides. Today's stock kei engines are rated above it, and a speed governor does not lower an engine's maximum power.

Every kei engine family EPA has certified for mini trucks is a lower power certified configuration, between 14.46 and 29.9 kW, under part 90 or part 1054. A certified mini truck engine is that configuration, not the stock engine.

Wyoming, the five answers

Road, title, land, inspection and what is next.

The roadCan I drive it on the road?

Wyoming registers a mini truck as a multipurpose vehicle. A registered multipurpose vehicle may use any public street or highway except an interstate.

  • A multipurpose vehicle may not be operated on an interstate highway.
  • A multipurpose vehicle that cannot reach the highway's maximum speed runs on the extreme right hand edge of the roadway with a reflectorized flag or a slow moving vehicle emblem.
  • A multipurpose vehicle designed for speeds under 25 miles per hour carries a slow moving vehicle emblem.
  • The class covers a motor vehicle on at least four wheels with an unladen weight of at least 300 pounds and under 3,000 pounds, a permanent upright seat mounted at least 24 inches from the ground and an identifying number.
  • Plates are required only when the vehicle runs on streets or highways.

W.S. 31-1-101(a)(xv)(M); W.S. 31-5-124(b)

TitleHow do I title and register it?

Every multipurpose vehicle in Wyoming is titled through the county clerk. Registration and plates through the county treasurer are needed only to run it on streets or highways.

The steps

  1. Confirm the truck meets the multipurpose vehicle test: four wheels on the ground, unladen weight from 300 to under 3,000 pounds, an upright seat at least 24 inches high and an identifying number.
  2. Title it at the county clerk's office.
  3. For road use, register it with the county treasurer with all equipment working to the statute's requirements.

The documents

  • Proof of ownership
  • Federal entry papers
  • Title application
  • VIN inspection where the county requires one

County clerk for title and county treasurer for registration, under WYDOT Motor Vehicle Services

Read from a secondary source or an older page. Confirm it with the office before you rely on it.

LandCan I use it on a farm or private land?

A multipurpose vehicle needs no plate when it stays off public streets and highways. Off-road recreational vehicle trails, including designated road rights-of-way, need a permit from Wyoming State Parks.

Class. Multipurpose vehicle

Registration. Title only for use off public roads. Wyoming State Parks ORV permit for designated off-road recreational vehicle trails.

On the farm

Wyoming titles a multipurpose vehicle that qualifies as an implement of husbandry. An off-road recreational vehicle may also make incidental use of a public road outside town limits for agricultural operations under implement of husbandry equipment rules.

InspectionWhat inspection or insurance applies?

Safety. Equipment must be working and meet the statute before road registration is issued. Title 31 provides no periodic safety inspection for a passenger vehicle or truck.

Emissions. No Wyoming emissions test was found in Title 31, in the EPA's list of state and local programs or on county registration pages. Some secondary websites name three counties and nothing official read confirms it.

Read from a secondary source or an older page. Confirm it with the office before you rely on it.

Insurance. A multipurpose vehicle on Wyoming roads carries the liability insurance Wyoming requires of motor vehicles: $25,000 for one person, $50,000 for two or more and $20,000 for property damage, W.S. 31-4-103(a) and 31-9-405(b)(ii). The treasurer registers it only against proof of a policy, 31-2-225(e). WYDOT's checklist says a valid driver's licence and insurance are required to operate a multipurpose vehicle on streets, roads or highways.

NextWhat is coming?

No bill or rule change for kei trucks was found in Wyoming on 28 October 2026. We read it again before a truck goes there.

Questions

Asked about Wyoming.

Can I drive a kei truck on Wyoming roads?

Yes. Wyoming registers mini trucks as multipurpose vehicles, which may use any public street or highway except an interstate.

What if my truck cannot keep up with the speed limit?

It runs on the extreme right hand edge of the roadway with a reflectorized flag or a slow moving vehicle emblem.

What makes a truck a multipurpose vehicle?

Four wheels on the ground, an unladen weight of at least 300 pounds and under 3,000 pounds, a permanent upright seat at least 24 inches from the ground and an identifying number.

Do I need plates to use it on my ranch?

No. Every multipurpose vehicle is titled. Plates are needed only when it runs on streets or highways.

What about a truck 25 years or older?

Titled and plated as a multipurpose vehicle it may use any public street or highway except an interstate. Where it cannot reach the highway's maximum speed it keeps to the extreme right hand edge with a reflectorized flag or a slow moving vehicle emblem.

Upgrades

Upgrades in Wyoming.

Height and lift. No bumper, frame, body lift or lift kit limit was found in W.S. 31-5-901 to 31-5-970. Additional parts and accessories are allowed when not inconsistent with the act (W.S. 31-5-901). A vehicle may not be driven unless in safe mechanical condition (31-5-970).

Tires and fenders. None found for an ordinary registered vehicle on fenders, mud flaps, how far a tire may stick out, tire size, tread depth or wheel spacers in the equipment article (W.S. 31-5-956 read in full and the article heading list).

Lights. Up to two spot lamps and four lit front lamps are allowed (W.S. 31-5-922 and 31-5-927). Red or blue to the front is barred and flashing lights are barred except as listed (31-5-928). None found on light bars or a private plow's lights.

Modification and inspection. A title application for a homemade, rebuilt, reconstructed or kit vehicle needs a statement from a Wyoming officer or dealer that its vehicle identification number was inspected in Wyoming (W.S. 31-2-103). A lift or tire change is not named as a trigger.
