Can I own one here

Owning one in Mohave County.

On your own land, yes

Owning a kei truck and working it on a ranch, a farm, a mine or private property does not depend on a road title. Some states still ask for a title or an off road registration.

A 25 year truck on the road

Open to road use. Arizona titles a foreign-made vehicle 25 years or more from its manufacture date without the federal safety and emissions conversion certificate it asks of newer imports. The truck passes an MVD inspection and an Arizona emissions inspection before title and then registers like any other vehicle.

A newer governed truck

Private land only. No Arizona off-highway class names a governed work truck. The decal reaches only vehicles the maker designed primarily for unimproved terrain. A foreign-made vehicle under 25 years old titles only with a registered importer's certification, A.A.C. R17-4-206(B).

Roads and towns

Roads and towns in Mohave County.

Roads open. Mohave County passes no OHV route act, so state law decides its county roads, where a street legal OHV drives like any registered vehicle and a decal OHV may be on a road only incidentally, and Ordinance 87-2 asks for the owner's written permission to run a vehicle off road within a quarter mile of a home or business outside the towns. The streets of Lake Havasu City, Bullhead City, Kingman and Colorado City are still to confirm.

In town To confirm

  • To confirm Bullhead City. The town's code was not read in this pass.
  • To confirm Colorado City. The town's code was not read in this pass.
  • To confirm Kingman. The town's code was not read in this pass.
  • To confirm Lake Havasu City. The code has a chapter on off-road motorized vehicles. A search excerpt defines an off-road vehicle as a motorbike, moped, motorcycle, dune buggy or three or four wheel all-terrain vehicle, bars riding on another person's land without written permission and on city, county, state or federal property except on trails the owner designates, and bars unreasonable noise, reckless riding and night riding without a headlamp and tail lamp. Section 10.20.030, operation on streets, was not read, so the street rule is still open. Lake Havasu City Code Chapter 10.20, sections 10.20.010 and 10.20.020, from search excerpts of the American Legal copy, which answered a bot challenge, read 28 October 2026

County roads Open

No county act opens or closes a road to OHVs. The county clerk's searchable ordinance database was read in full, 134 ordinances, and the vehicle rules in it are a 1988 length limit on Route 66, a 1989 ban on spraying petroleum on unpaved roads, an engine braking ban and Ordinance 87-2, which is the only one that touches off road riding. The parks permits ordinance 2005-02 was seen as a title only. Ordinance 87-2 makes it a class 3 misdemeanor to run a motor vehicle on public or private property within a quarter mile of a permanent residence or business outside the incorporated towns without the owner's written permission, unless the property is held open to public vehicle use. State law decides the county roads. A street legal OHV drives them like any registered vehicle and a decal OHV may be on a road only incidentally, though it may use an unpaved dirt road in an unincorporated area that no state, city, town or county maintains, A.R.S. 28-2153(D)(9). Mohave County Ordinance 87-2 (1987-02), amended 18 January 1988, and A.R.S. 28-2153 and 28-3151, county ordinance database read 28 October 2026, read 28 October 2026

Importing a kei truck

The essentials, in short.

A truck under 25 can come in only as governed off road equipment, and only if its engine family held an EPA nonroad certificate for that model year. No kei engine family was certified for mini trucks before model year 2010, so a truck built after 31 October 2001 and before model year 2010 has no federal door until its 25th birthday.
