Kei trucks in Montana register for the road as unconventional light vehicles
Read from Montana's own statutes and motor vehicle office.
Montana's Motor Vehicle Division names Japanese mini-trucks in its title manual. A kei truck 25 years or older titles and registers through the unconventional light vehicle process and, once the owner certifies its street equipment on form MV70A, takes passenger car or truck plates. A newer truck imported as governed off-road equipment registers as an OHV for public lands and works ranches and farms on private ground with no registration.
Your lane
Which truck are you buying?
Montana treats the two kinds of kei truck differently. Pick yours and this answers for it.
a truck 25 years or older imported for road use under the federal age exemptions
Open to road useTitle. County treasurer title and registration through the unconventional light vehicle process.
Registration. Passenger car or truck plates once form MV70A certifies the truck is equipped for the street.
- Street-legal or OHV, never both.
- A slow-moving vehicle sign if it cannot travel more than 25 miles per hour.
What about a truck 25 years or older?
It titles through the county treasurer as an unconventional light vehicle. Certified street-legal on form MV70A it registers as a passenger car or truck with ordinary plates.
a newer truck imported as off road equipment, governed to 25 miles per hour and carrying an EPA certified nonroad engine
Off highway vehicleWhere it can run
Ranches, farms and private land without OHV registration. Public lands, trails and easements as a registered OHV.
Title. Titled and registered as an OHV through the county treasurer. The title manual lets a mini-truck owner choose OHV instead of street-legal.
Registration. OHV title and registration to run on public lands. None for ranch and farm work on private ground.
- An unconventional light vehicle licensed as an OHV cannot also be licensed street-legal.
- No local government may add licensing or registration or charge fees for off-highway vehicles.
- No operator age rule appears in the off-highway vehicle part, MCA 23-2-801 to 23-2-809.
- Montana's street-legal path does not ask the truck's age. This file does not offer it to a governed truck. Federal law admits this truck as nonroad equipment governed to 25 miles per hour, never as a road vehicle.
A newer truck comes in only as nonroad equipment, permanently governed to a top speed and with a nonroad engine certified by EPA before import. It pays the same 25 percent truck duty. What that engine needs.
What about a newer truck imported as off-road equipment?
It registers as an OHV to run on public lands, trails and easements. Ranch and farm work on private ground needs no OHV registration.
Owning one
Owning one in Montana.
For a 25 year road truck. The first title step by step, the papers, every fee the statute sets, tax, insurance, emissions and the rest. Each line carries its cite, read 28 October 2026.
The first title
To confirmA county treasurer's motor vehicle office, which titles and registers a vehicle in one visit. The Motor Vehicle Division (MVD) of the Department of Justice says a motor vehicle cannot be titled in Montana without also being registered and that the two happen at once. The county treasurer or an authorized agent of the department registers the truck in the county where the owner is domiciled, MCA 61-3-303(1), and reviews the title application, 61-3-217. The MVD Vehicle Services Bureau writes the title manual, sets the forms and answers questions at 406 444 3661. Read 28 October 2026.
- Confirm the truck is 25 years or more from its manufacture date. The MVD title manual of August 2026 counts the 25 years from the date of manufacture and tells county staff that when no label on the vehicle shows the date, the owner should have a document such as an invoice showing the date the vehicle was first sold or a registration document showing it was registered at least 25 years ago. Keep that proof with the papers.
- Keep every stamped paper from the port. The manual asks for the Federal Department of Transportation declaration HS-7 and says a form marked 'export only' cannot be titled or registered. It names CBP Form 7501 as the only customs entry form it accepts, and the entry document must show the vehicle description or at least the VIN. EPA Form 3520-1 is not named in the manual and belongs with the entry papers.
- Keep the Japanese export certificate as the foreign ownership document, with the bill of sale or signed invoices for each sale after it. The mini-truck rule applies when the chain of ownership is intact. Montana accepts a translation on a separate document, presented with the original foreign language document, ending in the translator's declaration in language similar to MCA 45-7-203, the unsworn falsification statute. The translator cannot have an interest in the vehicle.
- Choose street-legal or off-highway vehicle (OHV) licensing. The manual allows one or the other and never both. For street use, complete form MV70A, the Inspection Checklist Unconventional Vehicles, in its entirety. It is a self certification, signed under MCA 45-7-203, that the truck meets MCA Title 61, chapter 9.
- Insure the truck before the visit. The county treasurer must check the online insurance verification system to confirm the owner has the liability policy MCA 61-6-301 requires, 61-3-303(11), and MVD's insurance page lists a mismatch between the number on the policy and the number on the title as a cause of a failed check.
- Complete form MV1, the Application for Certificate of Title for a Motor Vehicle, revision 10/26. It asks for the VIN and for the manufacturer's suggested retail price when new, the base of the local option tax under 61-3-503.
- Apply and register at the county treasurer's office within 40 days after the truck was transferred to the applicant, 61-3-220(2)(c) and 61-3-317(1). After the 40 days a $10 late penalty is added, 61-3-220(3). During the 40 days the truck may not be driven on a road unless a temporary registration permit is displayed, 61-3-317(1). The permit costs $19.50 and runs 40 days, 61-3-224(2)(a) and (5)(a).
- Pay the title fee, the registration fee, any local option tax or flat fee, the truck weight fee and the 3 percent administrative fee. The county issues the plates once everything is paid, 61-3-303(7). If the chain of ownership is broken, the break and bond title under 61-3-208 and form MV10 is the fallback. See fees.
The inspection. The manual's Japanese mini-truck entry names no inspection by an officer. The only inspection it describes is the owner's own, the self certified MV70A. Separately, MVD's VIN inspection page says a Stage I VIN inspection is required when the identity of the vehicle is in question or when a Canadian registration or a bonded application is submitted. Local law enforcement officials, driver license exam station staff and participating county treasurer staff may do it, recorded on form MV20 at no fee. The MV20 instructions say any county or the MVD may request an inspection for any reason, and for vehicles 1981 and newer they ask the applicant to attach photos of the public VIN on the dash and of the Federal Standards Label by the driver's door. A Japanese market truck carries neither, so the inspector writes down the identifiers actually found. Stage III inspections are for salvage vehicles only. Whether a county treasurer asks for an MV20 on a Japanese truck is not written in the manual or on MVD's pages. Read 28 October 2026.

The frame numberMontana titles a vehicle under the maker's number on itTo confirm
Montana titles a vehicle under the maker's number on it. The statute has the department assign a special identification number only when the number is altered, removed, obliterated, defaced, omitted or otherwise absent, MCA 61-3-107(2), and where the true identity can be established by restoring the original number it may not assign one, 61-3-107(3). MVD's Request for State Assigned VIN, form MV10B, lists the same reasons, number altered, number removed, cannot locate number and vehicle is homemade. A Japanese frame number such as DA63T-123456 is the maker's number and is none of these, so the statute reads as titling the truck under its frame number. The title manual says no certificate of ownership is issued without a VIN permanently identifying the vehicle, and that a vehicle whose VIN is illegible, mutilated or absent is issued a state assigned VIN before registration. If no number can be found the path is form MV10B with the title application and a Stage 1 inspection, a VIN tag at $5.15, which is the $5 of 61-3-107(2) plus the 3 percent administrative fee, and the owner drills the 1/8 inch holes and rivets the tag on, after which a law enforcement officer or designated inspector completes form MV20 to confirm it is permanently attached. No Montana page or rule found says which path a Japanese truck takes. Read 28 October 2026.

Fees set by statuteTitle $12Plates $12
The state's own amounts, as its code read on 28 October 2026. The first figure in each line is the one that applies at title.
| Fee | Amount | What the statute says |
|---|---|---|
| Title | $12 | $12 for a light vehicle or a truck of 1 ton or less, until 30 June 2028, then $7 from 1 July 2028, MCA 61-3-203(1)(b) and (4). With the 3 percent administrative fee under 61-3-111, MVD's form MV1 (revision 10/26) prints $12.36. Read 28 October 2026. |
| Registration | see note | The annual registration fee for a truck of 1 ton or less that is 11 or more years old is $28, MCA 61-3-321(2)(a)(iii), against $217 for a vehicle 4 or fewer years old and $87 for 5 through 10 years. The age is the current calendar year less the manufacturer's model year, 61-3-501(3)(a). A light vehicle 11 years old or older may instead be registered permanently for a one time $87.50, 61-3-562(1)(a), which is not renewed while the same owner holds the truck, 61-3-562(3), and is cancelled on sale, 61-3-562(5). A permanent registration also pays five times the local option tax or flat fee, 61-3-562(1)(a), and five times the truck weight fee, 61-3-562(2), plus an insurance verification fee of $5 when no new plates are issued. A 'light vehicle' includes a truck with a manufacturer's rated capacity of 1 ton or less, 61-1-101(30)(d), and the title manual says a street-legal Japanese mini-truck is registered as a passenger car or truck with 'corresponding plates/fees'. Read 28 October 2026. |
| Plates | $12 | $12 when a new set of standard plates is issued, MCA 61-3-321(13)(a), none when plates are transferred under 61-3-335. A personalized plate is $25 and $10 for each transfer or renewal, 61-3-406(1). A waiver of the front plate, for a vehicle whose body construction will not take one, is a $25 Highway Patrol inspection, 61-3-301(1)(b)(iv). Read 28 October 2026. |
| Administrative fee | see note | Administrative fee, 3 percent on all fees and donations collected under Title 61, MCA 61-3-111. Read 28 October 2026. |
| Truck weight fee | see note | Truck weight fee, a yearly fee on each truck by manufacturer's rated capacity. It is $7.00 up to 1/2 ton, $12.50 for 3/4 ton and $17.50 for 1 ton, MCA 61-10-201. A permanent registration pays five times it, 61-3-562(2). Which class a kei truck falls in follows its manufacturer's rated capacity, and the county decides. Read 28 October 2026. |
| Local option motor vehicle tax | see note | Local option motor vehicle tax, set by each county after a vote. It is up to 0.7 percent of the depreciated value of the manufacturer's suggested retail price, or a local flat fee, MCA 61-3-537(1) and (3) and 61-3-570. The depreciated value is never below $500, 61-3-503(1)(b) and (2)(c), and a vehicle 17 or more years old is depreciated 10 percent a year from its 16 year value down to that $500, 61-3-503(2)(d). When no suggested retail price exists for a vehicle the department sets an alternative valuation, 61-3-503(3)(c). A county with no such vote charges none. Read 28 October 2026. |
| Three additions to a light vehicle's registration | see note | Three additions to a light vehicle's registration. $9 for state parks and fishing access unless the owner opts out, MCA 61-3-321(19). $10 forwarded to the account in 44-1-504, 61-3-321(20). An optional $5 that the owner may elect to pay, 61-3-321(21). Whether a permanent registration pays them each time is not written in 61-3-562. Read 28 October 2026. |
| Temporary registration permit | $19.50 | Temporary registration permit, $19.50, valid 40 days, MCA 61-3-224(2)(a) and (5)(a). A 90 day permit at $24 exists only for an owner who cannot surrender a prior title, 61-3-303(4)(b) and 61-3-224(5)(c). Read 28 October 2026. |
| Late penalty | $10 | Late penalty, $10, when a transferee has not applied for title and registration within 40 days, MCA 61-3-220(3). Read 28 October 2026. |
| State assigned VIN tag | $5 | State assigned VIN tag, $5 plus the administrative fee, $5.15 on form MV10B, MCA 61-3-107(2). Read 28 October 2026. |
| Break and bond title | see note | Break and bond title, if the chain of ownership is broken, open only to a Montana resident according to the manual. A bond equal to the value of a vehicle less than 30 years old and worth more than $1,000, set from the national appraisal guide as of 1 January, MCA 61-3-208(2)(b)(iii). A vehicle 30 years or older, or worth $1,000 or less, needs no bond, 61-3-208(2)(b)(ii), and MVD says the same. The bond is returned after 3 years, 61-3-208(4). Form MV10 goes with it. The title manual asks for a VIN inspection by a Montana law enforcement officer when the vehicle is 10 years old or newer, while MVD's title page lists form MV20 among the bonded title papers without an age limit. Read 28 October 2026. |
| Security interest filing | $8.24 | Security interest filing, $8.24 for each lien, printed on form MV1 (revision 10/26). Read 28 October 2026. |
| Donations | $1 | Donations, each optional or opt out. A $1 automatic donation for brain injury programs that the owner may decline, $1 or more for organ and tissue donation and $1 or more for cancer screening, MCA 61-3-303(6). Read 28 October 2026. |
| OHV decal | see note | OHV decal, if the truck is licensed as an OHV. The one time registration fee is $61.25, or $41.25 with a valid summer motorized recreation trail pass, MCA 61-3-321(5) and 23-2-804(1)(a). Whether a county charges a kei truck that fee or the motorcycle and quadricycle fee of $53.25 plus $16 in 61-3-321(8) is not written down. Read 28 October 2026. |

Tax at titleMontana has no general sales tax and no general use tax, so no sales..
Montana has no general sales tax and no general use tax, so no sales or use tax is charged on the truck at title. The Department of Revenue says Montana does not have a general-use sales tax, and its resale certificate says Montana does not impose a general sales, use or transaction tax. What the owner pays instead is the registration fee and any local option tax or flat fee in the fees field. MVD says registration fees are due on renewal or transfer and no credit is given for taxes or fees paid. Read 28 October 2026.

Insurance25/50/20 minimum
The minimums. $25,000 for bodily injury to or death of one person, $50,000 for two or more persons and $20,000 for property damage in any one accident, 25/50/20, MCA 61-6-103(1)(b). MVD's insurance page states the same limits. Read 28 October 2026.
When it is required. The owner of a motor vehicle that is registered and operated in Montana must continuously provide that coverage, and it is unlawful to operate a motor vehicle on ways open to the public without it, MCA 61-6-301(1) and (2). A truck registered as a passenger car or truck is covered. The exempt list in 61-6-303 includes a vehicle driven on a highway only to cross it from one property to another, an implement of husbandry or special mobile equipment only incidentally operated on a highway, a motorcycle or a quadricycle and government vehicles. A truck that stays on private land is not operated on ways open to the public. Whether the quadricycle exemption would be argued for a kei truck licensed as an OHV is not written down.
Montana requires a liability policy on every registered vehicle, and the owner or driver carries the insurance card, paper or on a phone, and shows it on demand of a peace officer, 61-6-302(2). The county checks the state system for a policy when it registers a truck, 61-3-303(11), and again at each renewal, 61-3-312(3). MVD says no paper proof is needed at registration but a driver needs proof on the road, and a registered vehicle that is not being used must still carry minimum liability insurance. A first conviction is a fine of $250 to $500, a second a fine of $350 and a third or later a fine of $500 or up to 10 days in the county jail or both, and a second or later conviction brings surrender of the plates and a suspended registration, 61-6-304. MVD's insurance page words the penalties differently, with jail on a first offence and a 90 day licence revocation, and the statute is the text that governs. Read 28 October 2026.
What the insurer will ask. The state system matches the policy to the vehicle by its identification number, and MVD's insurance page names a mismatch between the number on the policy and the number on the title as a cause of a failed check. For a kei truck that is the number on the Montana title, the frame number or a state assigned VIN, written exactly. Insure the truck under that number before the county visit, and have the policy changed if the title carries a different one. The policy must describe each vehicle it covers by explicit description or reference, 61-6-103(1)(a), and MVD's self check at MTIVS.com asks for the vehicle number on the registration card and the plate number. No insurer is named here and no premium is quoted.

EmissionsNo emissions test applies to a kei truck, new or 25 years old
A kei truck. No emissions test applies to a kei truck, new or 25 years old. EPA's list of state and local vehicle inspection and maintenance programs, updated 18 September 2026, names no Montana program, and no step in MVD's title manual, its forms or its registration pages asks for an emissions paper. Missoula's carbon monoxide plan once relied on an oxygenated fuels rule, which is a fuel requirement and not a vehicle test, and EPA's final rule, document 2025-00380 scheduled for the Federal Register on 16 January 2025, moved it from an active control measure to a contingency measure. One secondary website lists emissions testing in five Montana counties. No statute, rule or government page read says so, so treat that claim as unconfirmed. Read 28 October 2026.

Montana runs no periodic safety inspection of a passenger vehicle or truck. Title 61, chapter 9 provides a semiannual inspection for school buses only, MCA 61-9-502, and lets the department stop and inspect a vehicle on reasonable cause to believe it is unsafe or not equipped as the law requires, with five days to fix what is found, 61-9-501 and 61-9-503. At title the owner certifies the equipment on form MV70A. Any VIN inspection is an identity check on form MV20 and not a safety check. Read 28 October 2026.

Licence, equipment and renewalAn ordinary Montana driver's licence, MCA 61-5-102(1)(a)
The licence
An ordinary Montana driver's licence, MCA 61-5-102(1)(a). No motorcycle endorsement is needed, since a motorcycle is a motor vehicle with a seat or saddle designed to travel on not more than three wheels, 61-1-101, and a kei truck has four. A commercial licence is needed only for a commercial motor vehicle, 61-5-102(2)(b).
On the road
- Lighted lamps from one half hour after sunset to one half hour before sunrise and whenever persons and vehicles are not clearly discernible at 500 feet, MCA 61-9-201
- At least two headlamps, one on each side of the front, mounted 22 to 54 inches high at the center, 61-9-203(1) and (3). Form MV70A prints 24 inches as the low limit, and the statute is the text that governs
- At least one taillamp that shows red from 500 feet and, on a vehicle made after 1 January 1956, two taillamps showing red from 1,000 feet, 61-9-204(1). Form MV70A asks for at least one, and the statute asks for two on a four wheeled vehicle, mounted 15 to 72 inches high, with a white lamp lighting the rear plate, 61-9-204(2) and (3)
- Two red rear reflectors, mounted 15 to 60 inches high, which form MV70A asks for on every unconventional vehicle. The statute words the duty for a new motor vehicle sold, 61-9-205
- At least two stop lamps showing red, visible from 300 feet in normal sunlight, 61-9-206. Form MV70A treats stop lamps as 'if equipped', and the statute does not
- Turn signal lamps front and rear, 61-9-218
- Service brakes adequate to control, stop and hold the vehicle, 61-9-302, with parking brakes, 61-9-303, and brakes acting on all wheels, 61-9-304
- A horn in good working order audible from 200 feet, 61-9-401(1)
- A muffler in good working order and in constant operation with no cutout or bypass, and an engine adjusted to prevent excessive fumes or smoke, 61-9-403
- A mirror that shows the highway 200 feet to the rear, 61-9-404
- A windshield kept clear, with a wiper in working order and tint within the limits of 61-9-405. The safety glazing duty in 61-9-408 is worded for a new vehicle, with glazing in the driver's compartment of a truck
- Rear fenders, splash aprons or flaps on the rearmost wheels, 61-9-407. Pneumatic or solid rubber tires and no metal tires, with studs only between 1 October and 31 May, 61-9-406
- A front bumper and, unless work features make it impractical, a rear bumper on a vehicle under 10,000 pounds, except where the vehicle was not originally equipped with them or federal law did not require them when it was made, 61-9-430
- Seat belts at each seating position that the federal standards of the time required, in good working condition, 61-9-409(2) and (3). A passenger under 2 years rides in a rear facing child restraint, from 2 up to 4 in a harnessed restraint and from 4 up to 8 in a harnessed restraint or booster, 61-9-420
- A slow-moving vehicle emblem on the rear of a vehicle that normally travels under 25 miles an hour, 61-9-415. Form MV70A says a vehicle unable to travel more than 25 miles an hour must display one
- No driving a vehicle in such unsafe condition as to endanger a person, 61-9-109(1)
Plates and renewal
Two plates, one on the front and one on the rear, for a motor vehicle other than a motorcycle or quadricycle, MCA 61-3-301(1)(b)(i), each 6 inches by 12 inches, 61-3-332(4)(b). A vehicle whose body will not take a front plate gets a waiver after a Highway Patrol inspection for $25, 61-3-301(1)(b)(iv). Registration is annual. The county assigns one of twelve monthly periods from the month the truck is first registered in Montana, 61-3-311(1) and 61-3-314, and a renewal is timely if the fees are paid on or before the last day of that month, 61-3-312(1) and (5). An owner may ask for a registration of 13 to 24 months with the annual fees prorated, 61-3-311(3), where MVD's fees page cites 61-3-321(2)(c) for the same option. MVD says the owner renews online, by mail or at the county treasurer's office. A light vehicle 11 years old or older may be registered permanently, which carries a PERM tab and needs no renewal while the same owner holds it, 61-3-562 and 61-3-332(2)(b), and standard plates issued on or after 1 January 2010 are replaced at renewal once 5 years old, except for a permanently registered light vehicle, 61-3-332(3)(a)(ii) and (c). The county issues a temporary registration permit when the plates are not on hand, 61-3-224. On sale the plates stay with the owner, and the new owner must title and register the truck, 61-3-562(5)(b) and 61-3-334 and 61-3-335.
The off highway decalRequired only to operate an OHV for off-road recreation on public..
The decal. Required only to operate an OHV for off-road recreation on public lands, MCA 23-2-804(1), shown as a serially numbered decal issued by the county treasurer after the registration fee is paid, a one time $61.25, or $41.25 with a valid summer motorized recreation trail pass, 61-3-321(5). A vehicle titled and registered under state law is not an OHV under 23-2-801(2)(c) unless it is used for off-road recreation on public lands. Failure to display a required decal is a misdemeanor with a fine of $50, 23-2-807(1). A truck licensed street-legal needs no decal.
The course. None for an adult. A person 12 to under 16 may drive an OHV on the roadway or shoulder where a municipality, a board of county commissioners or the Highway Patrol allows it only with a certificate for an OHV safety education course approved by Fish, Wildlife and Parks and a licensed driver present, and only on a motorcycle or quadricycle not subject to chapter 9, MCA 23-2-824(4)(b). Everyone else operating on those roads needs a driver's licence, 23-2-824(4)(a).
The title manual lets the owner license a Japanese mini-truck as street-legal or as an OHV, never both, and says the vehicles that must be titled and registered as OHVs are those operated on public lands. Street-legal, a 25 year kei truck is a registered motor vehicle and needs no decal, no trail pass and no safety course. Licensed as an OHV it runs on public lands, trails and easements, may cross a public road at about 90 degrees after a complete stop and never an interstate, 23-2-821, and may use the roadway or shoulder of a road inside a municipality only with the town's, the county's or the Highway Patrol's permission, with a headlamp and a taillamp lit and a brake, 23-2-824(2) and (3). It may use a controlled access highway only if it is registered and licensed under 61-3-301, 23-2-824(1). No county or town may add licensing, registration or fees for OHVs, 23-2-808. Ranch and farm work on private ground carries no decal, because the OHV definition reaches use on public lands. Read 28 October 2026.

Questions
Is a kei truck street legal in Montana?
Yes. Since 23 October 2024 the Motor Vehicle Division titles and registers Japanese mini-trucks through its unconventional light vehicle process when the chain of ownership is intact, and a truck that passes the owner's self certification on form MV70A is registered as a passenger car or truck with ordinary plates. The owner picks street-legal or OHV, never both. Montana has no emissions test and no periodic safety inspection. The truck must meet the Title 61, chapter 9 equipment rules, and the county checks the state insurance system for a liability policy when it registers the truck.
Which roads can it use?
Registered as a passenger car or truck, it may use any public road a passenger car may use, and the title manual sets no separate road or speed limit for a street-legal mini-truck. A vehicle that normally travels under 25 miles an hour displays a slow-moving vehicle emblem, MV70A says one that cannot go over 25 does, and on an interstate or other four lane highway a slow-moving vehicle stays in the right lane or on the shoulder, 61-9-415. No one may drive slow enough to impede the normal flow of traffic, 61-8-311. A truck licensed as an OHV instead may cross a public road and may never use an interstate.
What does the county treasurer need to title an imported kei truck?
Form MV1, the foreign ownership document released by the registered owner, which for a Japanese truck is the export certificate, an English translation signed by a translator with no interest in the truck, the HS-7, CBP Form 7501 showing the vehicle or its VIN and form MV70A for street use. Keep the EPA Form 3520-1 with the entry papers. Montana accepts no customs entry form other than the 7501. A truck whose chain of ownership is intact skips the break and bond process. Apply within 40 days after the truck is transferred to you.
My truck has a frame number, not a 17 character VIN. Can Montana title it?
Montana's statute assigns a state number only when the maker's number is altered, removed, defaced, omitted or otherwise absent, so a Japanese frame number reads as the number for the title. If no usable number is found, form MV10B asks for a state assigned VIN, a tag at $5.15 that the owner rivets on and a law enforcement officer checks on form MV20. Whichever number the title carries is the number your insurance policy must carry.
What does it cost to title and register a kei truck in Montana?
The statutes set a $12 title fee until 30 June 2028 and a yearly registration fee of $28 for a truck of 1 ton or less that is 11 or more years old, or a one time $87.50 for permanent registration. They add a yearly truck weight fee of $7.00 for a rated capacity up to 1/2 ton, $12 for a set of new plates, a 3 percent administrative fee on all of it and any local option tax or flat fee your county has voted, which is up to 0.7 percent of a value that is never under $500. A temporary registration permit is $19.50.
Does Montana charge sales tax, require an emissions test or require a safety inspection?
No to all three. Montana has no general sales or use tax, so none is charged at title. It has no vehicle emissions program on EPA's list and no emissions step in the title manual. It has no periodic safety inspection, only the self certified form MV70A at registration and roadside inspection on reasonable cause. You pay the registration fee and any county option tax instead.
What insurance does a kei truck need in Montana?
Liability of at least $25,000 for one person's injury or death, $50,000 for two or more and $20,000 for property, from the time the truck is registered and for as long as it is operated on public ways. The county checks the state system for a policy at registration and each renewal, and a mismatch between the number on the policy and the number on the title is a listed reason the check fails. A first conviction for driving uninsured is a fine of $250 to $500. A truck that stays on private land is not operated on public ways.
Do I need the OHV decal for a kei truck?
Not for street-legal use and not for ranch or farm work on private ground. Montana requires the decal to run an OHV for off-road recreation on public lands, a one time fee of $61.25, or $41.25 with a trail pass. A mini-truck owner chooses street-legal or OHV, never both, and no county may add OHV fees.

Montana Title Manual, August 2026: JAPANESE MINI-TRUCKS. As of October 23, 2024, Japanese Mini-Trucks will no longer be required to use the Break/Bond process if chain of ownership is intact. These will be titled and registered using the Unconventional Light Vehicles process described above. That process: The owner must choose to license as either street-legal or an OHV. If the vehicle is to be registered as street-legal and has passed the inspection, it will be registered as a passenger car or truck and issued corresponding plates. The office pagemvdmt.gov, read 28 October 2026

Statewide
A governed kei truck fits Montana's off-highway vehicle class on the statute's words, but that class is a public lands class and gives it almost no road. MCA 23-2-801 makes an off-highway vehicle a self-propelled vehicle used for recreation or cross-country travel on public lands, trails, easements, lakes, rivers or streams, names quadricycles among its examples and leaves out any vehicle titled and registered under Montana law unless it is used for off-road recreation on public lands. MCA 61-1-101(57) defines a quadricycle as a four-wheeled motor vehicle designed for on-road or off-road use with a seat or saddle on which the operator sits, golf carts excluded, which a kei truck meets by its words, and the Motor Vehicle Division's title manual of August 2026 adds a motor of not more than 50 horsepower in its glossary that the 2025 code text does not carry. Montana has no separate UTV or utility vehicle class, and the manual's own list of OHVs includes work utility vehicles, so a side by side is one too. The manual lets the owner of a Japanese mini-truck license it as an OHV or as street-legal, never both. The OHV decal is required only for off-road recreation on public lands, 23-2-804, and Montana's wildlife agency says a resident's OHV used only on private property needs no fee, registration, permit or title. On the road an unregistered off-highway vehicle may cross a public road at about ninety degrees after a complete stop and may never use an interstate, 23-2-821. Its only road door in the statute is 23-2-824(2), which allows travel on the roadway or shoulder of a public road inside a municipality's boundaries only with permission from the town for city streets, the board of county commissioners for county roads or the Highway Patrol for other highways, or under a municipal ordinance, and then with a headlamp and a taillamp lit at all times, a brake and a driver's license. Montana counties do not open county roads to off-highway vehicles by a resolution under a section of their own, because 23-2-815 is reserved, and 23-2-808 bars any county or town from adding licensing or registration or charging fees. The state's low-speed electric vehicle is electric and certified at 20 to 40 mph, and a golf cart is built for a golf course and averages under 15 mph, 61-1-101, so a gasoline kei truck governed to 25 mph is neither. A 25 year kei truck is a road vehicle in Montana: the Motor Vehicle Division titles it as an unconventional light vehicle and, once the owner certifies its street equipment on form MV70A, registers it as a passenger car or truck with ordinary plates, and it then needs no county or town act to use the roads. On a ranch or farm the truck needs no decal on private ground, and 61-1-101(28) counts as an implement of husbandry only a vehicle designed for agricultural purposes and used exclusively by its owner in the owner's agricultural operations, which no Motor Vehicle Division text applies to a kei truck.
Beaverhead County To confirm
Dillon's traffic title opens no street to an unregistered off-highway vehicle and lets golf carts on streets posted 25 mph or less in daylight. Lima's code and Beaverhead County's acts were not read. A kei truck titled and registered street-legal drives the roads.

- Closed Dillon. Title 10, vehicles and traffic, as the city posts it, lists seventeen chapters and none concerns ATVs or off-highway vehicles. Chapters 10.03, 10.04 and 10.95 were read. Chapter 10.04 adopts the Montana traffic statutes of Title 61. Chapter 10.95, from Ordinance 468 of 19 January 2022, bars golf carts from city streets except under its terms: daylight only, a licensed driver, registration, insurance, no more than two people and never on a street posted above 25 mph. A kei truck is not a golf cart, which Title 61 defines as a vehicle built for a golf course that averages under 15 mph. With no off-highway chapter, MCA 23-2-824(2) leaves an unregistered off-highway vehicle without a city street. Only Title 10 was read. Dillon Municipal Code Title 10, chapters 10.03, 10.04 and 10.95, Ordinance 468 of 19 January 2022; no off-highway vehicle chapter, read 28 October 2026

- To confirm Anaconda-Deer Lodge County. The consolidated government's code of ordinances holds no article that opens a street to off-highway vehicles in the chapter read. Chapter 22, vehicles and traffic, has Article X, off-road vehicle restrictions, from Ordinance 95 of 1988: it bars every motorized vehicle, a term that takes in dirt bikes, four-wheel drive vehicles, all terrain vehicles and recreational vehicles whether built for off-road or on-road use, from county land south of 7th Street and east of Sunnyside Road, and it applies to trails, waterline easements and paths that are not designated public roadways. The same chapter's other articles cover equipment, speed limits, stop signs, parking, fire lanes, loading zones, phones, bicycles and snowmobiles. Articles I and II and the code's other chapters were not read, so a street authorization elsewhere is not ruled out. Engines and EPA
Why the engine decides which truck comes in.
The same three facts hold in Montana and every other state.
The 25 year truck
It comes in on age
A 25 year old kei truck in original configuration clears both agencies on age. No Registered Importer and no Independent Commercial Importer is needed.
EPA's provision asks only that the truck is in its original configuration with the same model of engine it left the factory with.
40 CFR 85.1511(f)(2)eCFR, read 28 October 2026The newer truck
EPA asks for a certified engine
A newer kei truck comes in as nonroad equipment, permanently modified so its top speed is 25 mph or less, with its engine covered by an EPA certificate of conformity before it reaches US Customs. The governor stays for the life of the truck, and removing it is tampering, a federal offense.
Mini-trucks, importing used motor vehicles as nonroad vehiclesEPA, read 28 October 2026Engine size
Why 30 kilowatts decides a newer truck's engine
EPA sorts nonroad gasoline engines by maximum power, not size. Every kei engine is under 1,000 cc, so an engine of 30 kW or less may certify to the small engine standards, and 30 kW is the line that decides. Today's stock kei engines are rated above it, and a speed governor does not lower an engine's maximum power.
Every kei engine family EPA has certified for mini trucks is a lower power certified configuration, between 14.46 and 29.9 kW, under part 90 or part 1054. A certified mini truck engine is that configuration, not the stock engine.

The roadCan I drive it on the road?
Montana's Motor Vehicle Division titles and registers Japanese mini-trucks as unconventional light vehicles. Once the owner certifies its street equipment, a kei truck registers as a passenger car or truck with ordinary plates.
- As of 23 October 2024 Japanese mini-trucks no longer go through the break and bond process if the chain of ownership is intact. They are titled and registered through the unconventional light vehicle process. Montana Title Manual, August 2026
- An unconventional light vehicle is licensed either street-legal or as an OHV, never both.
- To be street-legal the owner completes the Inspection Checklist Unconventional Vehicles, form MV70A, certifying head lamps, tail lamps, reflectors, brakes on all wheels, a horn, a muffler, a mirror, tires, fenders and seat belts under MCA Title 61, chapter 9.
- A vehicle unable to travel more than 25 miles per hour displays a slow-moving vehicle sign. Form MV70A
- The manual sets no separate road or speed limit for a street-legal mini-truck.
Montana Title Manual (Department of Justice, Motor Vehicle Division, Vehicle Services Bureau, August 2026), Unconventional Light Vehicles and Japanese Mini-Trucks; form MV70A; MCA Title 61, chapter 9
TitleHow do I title and register it?
Montana titles and registers together through the county treasurer. A foreign vehicle needs its released foreign ownership document, the HS-7 and the CBP 7501, and a mini-truck then follows the unconventional light vehicle process.
The steps
- Gather the foreign ownership document released by the registered owner, the HS-7, the CBP 7501 showing the VIN and English translations of foreign documents.
- Complete the Application for Certificate of Title for a Motor Vehicle, form MV1.
- Choose street-legal or OHV. For street-legal, complete form MV70A certifying the truck is equipped for the street.
- File at the county treasurer's motor vehicle office, which registers the truck as a passenger car or truck.
The documents
- Application for Certificate of Title for a Motor Vehicle, form MV1
- Foreign ownership document properly released by the registered owner
- Federal Department of Transportation declaration HS-7
- CBP Entry Summary 7501, the only customs entry form Montana accepts, showing the vehicle or its VIN
- English translations of foreign documents
- Inspection Checklist Unconventional Vehicles, form MV70A, for street-legal registration

LandCan I use it on a farm or private land?
Montana titles and registers an OHV that runs on public lands, and its title manual lets a Japanese mini-truck be licensed as an OHV instead of street-legal.
Class. Off-highway vehicle: a self-propelled vehicle used for recreation or cross-country travel on public lands, trails, easements, lakes, rivers or streams. MCA 23-2-801
Registration. OHV title and registration for a vehicle operated on public lands. The decal reaches only off-road recreation on public lands. Work on private land carries none.
On the farm
Montana's decal rule reaches only off-road recreation on public lands, so farm and ranch work on private ground carries no OHV decal.
InspectionWhat inspection or insurance applies?
Safety. Montana has no periodic safety inspection. A street-legal unconventional vehicle is self-certified on form MV70A at registration.
Emissions. Montana has no vehicle emissions test.
Read from a secondary source or an older page. Confirm it with the office before you rely on it.
Insurance. Montana requires liability insurance for vehicles registered for the road.

NextWhat is coming?
No bill or rule change for kei trucks was found in Montana on 28 October 2026. We read it again before a truck goes there.
Questions
Asked about Montana.
Can I drive a kei truck on Montana roads?
Yes. Since 23 October 2024 Montana's Motor Vehicle Division titles and registers Japanese mini-trucks through its unconventional light vehicle process. The owner chooses street-legal or OHV. Street-legal takes a completed form MV70A certifying lights, brakes, a horn, a muffler, a mirror, fenders and seat belts, and the truck registers as a passenger car or truck.
What papers does the county treasurer need?
Form MV1, the foreign ownership document released by the registered owner, the HS-7, the CBP 7501 showing the VIN, English translations and form MV70A for street use. A truck with its chain of ownership intact skips the break and bond process.
Can it be both street-legal and an OHV?
No. Montana licenses an unconventional light vehicle as one or the other.
Do I need an OHV decal on my ranch?
No. Montana requires the OHV decal for off-road recreation on public lands, not for ranch or farm work on private ground.
What about a truck 25 years or older?
It titles through the county treasurer as an unconventional light vehicle. Certified street-legal on form MV70A it registers as a passenger car or truck with ordinary plates.
What about a newer truck imported as off-road equipment?
It registers as an OHV to run on public lands, trails and easements. Ranch and farm work on private ground needs no OHV registration.
Upgrades
Upgrades in Montana.
Height and lift. No bumper height, frame height, lift or suspension limit found (MCA 61-9-101 to 61-9-522). A motor vehicle under 10,000 pounds needs a front bumper and, unless impractical, a rear bumper, with no height stated (61-9-430). Headlamps must sit 22 to 54 inches high (61-9-203(3)).
Tires and fenders. Rearmost wheels need fenders, splash aprons or flaps as wide as the tires, reaching to no more than 20 inches above the road when empty for a vehicle of 8,000 pounds or less (MCA 61-9-407(1)). A vehicle not originally equipped with them is exempt (61-9-407(3)).
Lights. At most two spot lamps, two fog lamps no higher than 30 inches and two auxiliary driving lamps at 16 to 42 (MCA 61-9-217). An off-road lamp above 42 inches, such as a roof light bar, may not be lit on a highway (61-9-217(4)).
Modification and inspection. A specially constructed vehicle includes one structurally modified so it no longer looks like similar vehicles from a recognized manufacturer (MCA 61-3-130(2)). Title effects not read. No rule found that a lifted or altered vehicle needs inspection or notice to the department (61-9-501 to 61-9-504).
