Can I own one here
Owning one in Pinal County.
On your own land, yes
Owning a kei truck and working it on a ranch, a farm, a mine or private property does not depend on a road title. Some states still ask for a title or an off road registration.
A 25 year truck on the road
Open to road use. Arizona titles a foreign-made vehicle 25 years or more from its manufacture date without the federal safety and emissions conversion certificate it asks of newer imports. The truck passes an MVD inspection and an Arizona emissions inspection before title and then registers like any other vehicle.
A newer governed truck
Private land only. No Arizona off-highway class names a governed work truck. The decal reaches only vehicles the maker designed primarily for unimproved terrain. A foreign-made vehicle under 25 years old titles only with a registered importer's certification, A.A.C. R17-4-206(B).
Roads and towns
Roads and towns in Pinal County.
To confirm. Pinal County's ordinance list shows no OHV act for 2024 and 2025 but its code was not read, so county roads and the streets of its nine towns are still to confirm. State law sets the baseline, a street legal OHV drives like any registered vehicle and a decal OHV may be on a road only incidentally, and Apache Junction sits in the area where riding off roads is barred on high pollution advisory days.
In town To confirm
- To confirm Apache Junction. Section 10-1-25 was summarised in a search excerpt as barring a motor vehicle, trail bike or dune buggy from running across real property other than a street or highway where dust becomes a problem, and a section 10-1-31 titled off-highway vehicles on unpaved surfaces exists but its text was not seen. The city lies in the area where A.R.S. 49-457.03 bars recreational OHV riding off roads on high pollution advisory days. The street rule was not read. Apache Junction City Code sections 10-1-25 and 10-1-31, from search excerpts of the American Legal copy, which answered a bot challenge, read 28 October 2026

County roads To confirm
The county's ordinance page, copied 7 January 2026, lists rezoning and development acts for 2024 and 2025 and none on OHVs. The county code was not read. The county tourism page, copied 7 March 2025, says OHV use is only permitted on designated trails, a statement and not an act. Not read in this pass. State law decides the baseline. A street legal OHV, one with highway registration and the MC plate, drives county roads like any registered vehicle, and a decal or title only OHV may be on a highway only incidentally, A.R.S. 28-2153(D)(11), though it may use an unpaved dirt road in an unincorporated area that no state, city, town or county maintains, 28-2153(D)(9). not read, Pinal County ordinance page as copied by the Internet Archive on 7 January 2026, read 28 October 2026
State highways Crossings only
- No ADOT resolution or page opening a stretch of state highway to decal or title only OHVs was found in this county. A.R.S. 28-2153(D)(11) and 28-627(A)(13), read 28 October 2026

Importing a kei truck
The essentials, in short.
A truck under 25 can come in only as governed off road equipment, and only if its engine family held an EPA nonroad certificate for that model year. No kei engine family was certified for mini trucks before model year 2010, so a truck built after 31 October 2001 and before model year 2010 has no federal door until its 25th birthday.
Two lanes
A road truck must be 25 years old by its own build date. A newer truck comes in only as governed off road equipment with a certified engine.
The 25 percent duty
Every kei truck pays the 25 percent truck duty at the port, whatever its age.
The paperwork
The customs entry and the two federal declarations, DOT Form HS-7 and EPA Form 3520-1, travel with the truck to your title office.
The title
Keep every stamped paper with the truck. Your state title office asks to see them.
