Owning a kei truck and working it on a ranch, a farm, a mine or private property does not depend on a road title. Some states still ask for a title or an off road registration.
A 25 year truck on the road
Road use with limits. Wyoming registers a mini truck as a multipurpose vehicle. A registered multipurpose vehicle may use any public street or highway except an interstate.
A newer governed truck
Low speed vehicle. Titled as a multipurpose vehicle at the county clerk. The class reaches any motor vehicle on four wheels of 300 to under 3,000 pounds with an upright seat at least 24 inches high and an identifying number.

To confirm. Sweetwater County enrolled all its county roads in April 2024 and Rock Springs opens the streets its council designates under Ordinance 2024-06. A plated multipurpose vehicle, which is what Wyoming makes a kei truck, may use every street and highway here except Interstate 80.

- Some Rock Springs. ORVs may use the city streets and rights-of-way the city council has designated a Wyoming ORV trail together with State Parks, with the state ORV decal, a driver's licence or permit, lamps after dark, a brake, a spark arrester and a muffler. The designated streets were not listed in the text read. Ordinance 2024-06, creating Article 5-4 of the city ordinances, approved unanimously on third reading on 18 June 2024 per the council minutes. - To confirm Green River. A June 2025 report names Green River among the communities in the state ORV program and an undated trail guide says its streets are open to OHV travel under its own ordinance. - Open Superior. The town's own ordinances page posts the text of Ordinance 2022-1083, which would let ORVs use the town's streets with the state decal and a driver's licence. County roads Open
All county roads are enrolled in the State Parks program so that a machine with the Wyoming ORV decal may use them. The resolution does not reach city streets in Rock Springs or Green River. Commissioners raised safety, wildlife and road wear and chose the short form of the resolution. Resolution passed unanimously on 16 April 2024, number not found, reported by two newspapers. Importing a kei truck
The essentials, in short.
A truck under 25 can come in only as governed off road equipment, and only if its engine family held an EPA nonroad certificate for that model year. No kei engine family was certified for mini trucks before model year 2010, so a truck built after 31 October 2001 and before model year 2010 has no federal door until its 25th birthday.
Two lanes
A road truck must be 25 years old by its own build date. A newer truck comes in only as governed off road equipment with a certified engine.

Every kei truck pays the 25 percent truck duty at the port, whatever its age.
The paperwork
The customs entry and the two federal declarations, DOT Form HS-7 and EPA Form 3520-1, travel with the truck to your title office.
The title
Keep every stamped paper with the truck. Your state title office asks to see them.
