Minnesota opens roads to mini trucks town by town

Read from Minnesota's own statutes and motor vehicle office.

Minnesota defines the mini truck in law and lets counties, cities and towns permit them on roads they choose. A truck 25 years or older imported for road use gets no state title or plate, so the local permit, a driver's license and insurance are what put it on a designated road. A newer truck imported as off road equipment and governed to 25 mph is a mini truck under the same definition and works farms and private land.

Which truck are you buying?

Minnesota treats the two kinds of kei truck differently. Pick yours and this answers for it.

a truck 25 years or older imported for road use under the federal age exemptions

Road use with limits

Title. None. Minnesota does not title mini trucks.

Registration. None from the state. A local permit from a county, city or town.

  • Designated roads under the issuing government's jurisdiction only. A city permit does not cover county roads. Minn. Stat. 169.045, subd. 1
  • May cross intersecting streets and highways. Minn. Stat. 169.045, subd. 5
  • Licensed driver, the subdivision 7a equipment and insurance under 65B.48, subd. 5.
I am buying a truck 25 years or older. What does Minnesota allow?

It is a mini truck under Minnesota law. With a local permit, the required equipment and insurance it may drive the roads that county, city or town designates.

a newer truck imported as off road equipment, governed to a top speed and carrying an EPA certified nonroad engine

Unclear

Where it can run

Farms and private land. Designated local roads under a county, city or town permit are open to mini trucks on the face of the statute, but a governed truck is nonroad equipment under federal law and is offered here for private ground.

Title. None. The mini truck definition reaches any kei truck of 660 cc or less that was not built to federal safety standards, governed or not.

Registration. None from the state. It is not an all-terrain vehicle, which excludes mini trucks by name. A local permit is the only road door the statute offers.

  • All-terrain vehicle does not include a mini-truck. Minn. Stat. 84.92, subd. 8(b)
  • A permitted mini truck needs a licensed driver and the subdivision 7a equipment. Minn. Stat. 169.045, subds. 7 and 7a

Read from a secondary source or an older page. Confirm it with the office before you rely on it.

A newer truck comes in only as nonroad equipment, permanently governed to a top speed and with a nonroad engine certified by EPA before import. It pays the same 25 percent truck duty. What that engine needs.

I am buying a newer truck governed to 25 mph. What does Minnesota allow?

It is a mini truck under the same definition and is not an ATV, so it needs no state registration. It works farms and private land.

The first title

To confirm

No office issues a title or a state plate for a mini truck. DVS, through its deputy registrars, does the titling in Minnesota, and the DVS page on vehicles exempt from titling says low powered vehicles that are not neighborhood electric vehicles will not be titled or registered. The one paper an owner can get is a local permit under Minn. Stat. 169.045, which the county, city or town issues for its own roads. The Swift, Traverse, Becker, Clearwater, Blue Earth and Waseca county ordinances name the sheriff's office or sheriff's department as the issuer and Renville County's application goes to its Environmental Services office. Read 28 October 2026.

  1. Check the truck against the mini truck definition, Minn. Stat. 169.011, subd. 40a. It needs four wheels, an engine of 660 cc or less or a motor of 7,500 watts or less, a dry weight of 900 to 2,200 pounds, an enclosed cabin with a driver's seat, the look of a pickup or van with a bed or cargo area at the rear and no original manufacture to the federal motor vehicle safety standards. Age and speed are not in the definition.
  2. Keep every stamped paper from the port, CBP Form 7501 or 3461, DOT Form HS-7 declared under Box 1 and EPA Form 3520-1 declared under code E, with the bill of lading and the bill of sale. DVS asks for the CBP form, EPA Form 3520 and HS-7 with every imported vehicle application. None of the seven county ordinances read asks for them at the permit counter.
  3. Do not expect a Minnesota title or plate. DVS will not issue one, and an application only sends the owner back to the local permit.
  4. Find out whether the county, city or town where the truck will run has adopted a mini truck permit ordinance under 169.045 and which roads it designates. A permit reaches only roads under the issuing government's own jurisdiction, so a city permit does not cover county roads and a county permit does not cover city streets, 169.045, subd. 1. No trunk highway can be designated, and Waseca County's ordinance says so in section 5.11.
  5. Buy the liability policy first. The ordinance must require evidence of insurance complying with 65B.48, subd. 5, 169.045, subd. 2.
  6. Fit the subdivision 7a equipment, two headlamps, two taillamps, front and rear turn signal lamps, a driver side exterior mirror with a passenger side exterior or an interior mirror, a windshield, front seat belts and a parking brake, and hold a valid driver's licence.
  7. File the permit application on the issuing government's own form with its fee, which its board sets. Mark the truck as the ordinance directs. Swift, Traverse and Renville counties issue a decal for a plate visible at the rear, Clearwater County asks for numbers at least 3 inches tall on the front and rear and Becker County asks for the same on both sides.
  8. Expect the sheriff to look at the truck in Becker and Clearwater counties, where the ordinance has the sheriff's office inspect it for the subdivision 7a equipment before the permit issues.

The inspection. DVS looks at no mini truck, since it titles none. For a title the statute asks for the certificate of a person the department authorizes that the identifying number was inspected and conforms to the application, 168A.04, subd. 4(3). A permit can add an inspection. The Becker County and Clearwater County ordinances have the sheriff inspect the truck for the subdivision 7a equipment before the permit issues. The other five county ordinances read name no inspection. Read 28 October 2026.

The frame numberMinnesota gives a mini truck no title, so no state process takes a..To confirm

Minnesota gives a mini truck no title, so no state process takes a Japanese frame number shorter than 17 characters. The title statutes use the number as the maker put it. The identifying number is the numbers and letters on a vehicle designated by the department for identifying it, 168A.01, subd. 7, and the application carries it so far as the data exists, 168A.04, subd. 1(2). The department may assign a new number only to a vehicle that has none or whose number is destroyed or obliterated, 168A.24, subd. 2(2), and a frame number such as DA63T-123456 is neither. DVS has published no rule or page on frame numbers. For the permit, Swift, Traverse and Renville counties ask for the body serial number or vehicle identification number, Clearwater County asks for the serial number and Becker County issues its own license number for the truck. Blue Earth County's form and Clearwater County's application both have a registration line, which a mini truck cannot fill from a state record, so ask the sheriff what to enter. The state's own amounts, as its code read on 28 October 2026. The first figure in each line is the one that applies at title.

FeeAmountWhat the statute says
Titlesee noteNone is payable, because DVS issues no title for a mini truck. For reference the statute sets $8.25 for an original certificate of title, 168A.29, subd. 1(a)(1), and a further $3.50, subd. 1(b). DVS's fee page lists the $8.25 title fee, a $3.50 public safety vehicle fee, a $2.25 technology surcharge, a $12 filing fee and a $1 deputy registrar surcharge. The filing fee is set by 168.33, subd. 7(a)(2) and the surcharge by subd. 7(f). Read 28 October 2026.
Registrationsee noteNone. DVS issues no registration for a mini truck. For reference, if one were ever registered as a pickup truck of three quarter ton or less, a passenger automobile under 168.002, subds. 24(c)(1) and 26, the registration tax would be $10 plus 1.575 percent of the manufacturer's suggested retail price at a percentage that falls each year of vehicle life and reaches $20 flat from the 11th year, 168.013, subd. 1a(a), (e) and (f). A truck 25 years old is far past the 11th year, so no list price is needed for it. Read 28 October 2026.
Platessee noteNo state plate. The permit carries a local decal or number. For reference a regular passenger plate is $15.50 for a pair and $13.50 for one, 168.12, subd. 5(b). Read 28 October 2026.
Local permit feesee noteLocal permit fee. The state law sets none and each ordinance leaves the amount to its board. Amounts read on the counties' own forms and schedules are Traverse County $15.00 a year or $30.00 for a lifetime permit, Blue Earth County $15.00 for three years and Renville County $10.00 for two years. Ham Lake's city form states $15.00. No amount was found for Swift, Becker, Clearwater or Waseca counties. Read 28 October 2026.
Filing fee on a registration renewal$8Filing fee on a registration renewal, $8, with a $1 deputy registrar surcharge, 168.33, subd. 7(a)(1) and (f), and a $2.25 technology surcharge on each renewal, 168.013, subd. 21. Owed only if DVS ever registers a mini truck. Read 28 October 2026.

Tax at title6.875 percent state rate at titleTo confirm

Minnesota's motor vehicle sales tax is an excise tax of 6.875 percent of the purchase price of any motor vehicle bought or acquired in or outside Minnesota that is required to be registered under Minnesota law, Minn. Stat. 297B.02, subd. 1, and the Department of Revenue lists the rate at 6.875 percent. A motor vehicle for the chapter is one for which chapter 168 requires registration, 297B.01, subd. 11, and the purchase price is the total consideration in money, subd. 14. The registrar collects the tax when the buyer applies for plates, 297B.01, subd. 15, and issues none until it is paid, 297B.06. Revenue says it is paid to a deputy registrar or DVS when the title transfers. DVS issues no title or plates for a mini truck, so no office collects it, and DVS lists none for one. Whether it is still owed turns on the registration gap in first_title, which no source read settles. If a mini truck is not a motor vehicle under chapter 297B, the general sales and use tax of chapter 297A would reach the purchase, because the motor vehicle exemption in 297A.67, subd. 30, covers only vehicles taxable under 297B. Its rate is 6.5 percent plus 0.375 percent, 297A.62, subds. 1 and 1a. Credit for tax paid elsewhere. 297B.08 credits tax another state imposed, by the difference in rates, only when that state gives a like credit, and it says nothing of tax paid in Japan. A truck in the tenth or a later year of vehicle life with a resale value under $3,000 would owe $10 in place of the 6.875 percent if registered as a passenger automobile, 297B.025, subd. 1 and 297B.02, subd. 2. A buyer who becomes a Minnesota resident owes none on a vehicle bought more than 60 days before and registered in the buyer's name in the other state or country, 297B.03(2). There is no yearly vehicle tax, since there is no registration. Read 28 October 2026.

Insurance30/60/10 minimum

The minimums. $30,000 for bodily injury to one person in any one accident, $60,000 for two or more persons and $10,000 for property damage, 30/60/10, Minn. Stat. 65B.49, subd. 3(1), read 28 October 2026. The permit ordinance must require evidence of insurance complying with 65B.48, subd. 5, the motorcycle subdivision, which asks for liability security under 65B.49, subd. 3, and no personal injury protection, 169.045, subd. 2.

When it is required. The local permit. Every ordinance must require evidence of insurance, 169.045, subd. 2, and Clearwater County asks for proof of liability insurance at all times on the roadway. The state requires none for a mini truck as such. The no-fault Act reaches a motor vehicle that chapter 168 requires to be registered, 65B.43, subd. 2 and 65B.48, subd. 1, and DVS registers no mini truck, so the permit route asks for the motorcycle level liability policy and not the full no-fault policy with personal injury protection. House Research reaches the same result. A truck that stays on private land meets no state insurance duty. Read 28 October 2026.

A person who cannot get liability insurance in the private market may buy automobile insurance, including no-fault coverage, from the Minnesota Automobile Insurance Plan at a rate the commissioner of commerce sets, 169.045, subd. 8. Proof of insurance in the vehicle, with a fine of at least $200 on conviction for failing to show it, is the rule of 169.791, subds. 2 and 6, but that section applies to a vehicle as the no-fault Act defines it, which again turns on registration. The permit can be revoked, and the Blue Earth County ordinance lists a lapse in insurance as a ground.

What the insurer will ask. A written statement of insurance under 169.791, subd. 1(i), states the insured's name and address, the vehicle identification number of the vehicle, the plan of security and the dates of coverage, and an insurance identification card states that security is provided for the insured's vehicle, subd. 1(d). The permit forms ask for the insurer, the policy number, the expiry date and in some counties the agent. For a kei truck the number is its frame number, such as DA63T-123456, and the policy and the permit application should carry it character for character. No public source read says which insurers write a kei truck in Minnesota.

EmissionsTested in named areasNo test applies to a kei truck, new or 25..
  • No county. Minnesota has had no vehicle emissions test since the Twin Cities program ended. Laws 1999, chapter 178, section 3, ended the annual test on or after 1 March 2000, or earlier on the federal carbon monoxide redesignation, and section 10 repealed the program's statutes, 116.60 to 116.64 effective 1 March 2000 and 116.65 effective 1 June 2000. The 2026 statutes show each as repealed.

A kei truck. No test applies to a kei truck, new or 25 years old. DVS asks for EPA Form 3520 with an import, which is a federal entry declaration and not a state test. Whether the Twin Cities program ended before 1 March 2000 depends on the date of EPA's redesignation notice, which was not read. Read 28 October 2026.

Safety inspectionMinnesota runs no periodic safety inspection of a private vehicle

Minnesota runs no periodic safety inspection of a private vehicle. The periodic inspection in chapter 169 is for commercial motor vehicles over 26,000 pounds, buses and placarded hazardous material vehicles, 169.781, subds. 1 and 2. A mini truck needs no state inspection at title, since DVS issues none. The only inspection is the one a local permit may add. Becker County and Clearwater County have the sheriff check the subdivision 7a equipment before a permit issues. Read 28 October 2026.

Licence, equipment and renewalA valid Minnesota driver's licence

The licence

A valid Minnesota driver's licence. Chapter 171 applies to a person who drives a mini truck, 169.045, subd. 7, and a person may not drive a motor vehicle on a street or highway without a valid licence for the type or class of vehicle, 171.02, subd. 1(a). Class D covers all single unit vehicles up to 26,000 pounds gross vehicle weight, 171.02, subd. 2(c)(4), which takes in a kei truck, and no endorsement is named. The House Research brief says a driver's licence or an instruction permit is required. Unlike the driver of a golf cart, an ATV or a utility task vehicle on a permit, a mini truck's driver gets no exemption from chapter 171. Read 28 October 2026.

On the road

  • At least two headlamps, 169.045, subd. 7a(1)
  • At least two taillamps, 169.045, subd. 7a(2)
  • Front and rear turn signal lamps, 169.045, subd. 7a(3)
  • An exterior mirror on the driver's side and either an exterior mirror on the passenger's side or an interior mirror, 169.045, subd. 7a(4)
  • A windshield, 169.045, subd. 7a(5)
  • A seat belt for the driver and the front passenger, 169.045, subd. 7a(6)
  • A parking brake, 169.045, subd. 7a(7)
  • The list applies notwithstanding sections 169.48 to 169.68 or any other law, so the rest of the chapter 169 equipment code does not add to it, 169.045, subd. 7a. The operator has the same rights and duties as any driver under chapter 169, 169.045, subd. 6
  • The subdivision 3 daylight limit names golf carts, ATVs and utility task vehicles and not mini trucks. A local ordinance may add its own limits on hours. Clearwater County, Blue Earth County, Paynesville, St. Clair, Lake Benton and Ruthton allow daylight only, and Ham Lake bars the hours before 6:00 am and after 10:00 pm

Plates and renewal

No state plate, state registration or state renewal. The permit is the local paper and runs for no more than three years, 169.045, subd. 2. Swift County and Renville County issue two calendar years from 1 January, Traverse County and Clearwater County a calendar year, Becker County and Waseca County one year and Blue Earth County three years. Traverse County also allows a lifetime permit. Swift, Traverse and Renville counties issue a decal for a plate visible at the rear, Becker County and Clearwater County issue a number for the specific truck and Blue Earth County says its sticker goes on a registration plate, which a mini truck does not have from the state. The permit is renewed with the same office and may be revoked at any time on evidence the permittee cannot safely drive, 169.045, subd. 2. Read 28 October 2026.

The off highway decalNone

The decal. None. The DNR registers an all-terrain vehicle, 84.922, subd. 1, and an all-terrain vehicle does not include a mini-truck, 84.92, subd. 8(b). The class also needs three to six low pressure or non-pneumatic tires, 84.92, subd. 8(a). The House Research summary table says a mini truck may carry a DNR registration as an ATV, and the statute says otherwise, so the statute wins. A kei truck is not a utility task vehicle either, which 169.045, subd. 1(3), defines as a side by side off-road vehicle with four wheel drive.

The course. None. The DNR safety certificate is an all-terrain vehicle course, 84.925, subd. 1, and a mini truck is not an ATV.

A kei truck is a mini truck in Minnesota and not an off highway vehicle, and the permit under 169.045 is its door onto a road. The statewide ATV rules on road rights of way and the county ATV ordinances built on them do not reach it. On private land closed to the public it needs no state registration, because 168.09, subd. 1, registers only vehicles used on public streets and highways. A newer truck imported as governed nonroad equipment is still a mini truck by the same definition. DVS's guide of May 2018 says an import declared under EPA Form 3520 codes L to Q, which mark a vehicle that may not be licensed for public roads, may not be titled or registered in Minnesota.

Questions

Is a kei truck street legal in Minnesota?

Only under a local permit. A kei truck is a mini truck under Minn. Stat. 169.011, subd. 40a, and 169.045 lets a county, city or town authorize mini trucks on roads it designates, by permit only. A permit covers only the roads of the government that issues it and never a trunk highway. The driver needs a valid licence, the truck needs the seven items in subdivision 7a and the owner needs liability insurance. Minnesota does not title or register the truck and issues no state plate. Age and speed are not in the definition, so a governed newer truck is a mini truck under the same rule. Where a county, city or town has no ordinance naming mini trucks, there is no road for one.

Which counties let me drive it?

Seven counties have ordinances that name mini trucks and open county roads. They are Swift, Traverse, Becker, Clearwater, Blue Earth, Renville and Waseca. Each has its own limits. Becker opens county roads outside city jurisdiction, Renville only the roads on its designated roadway map and Waseca only county roads inside cities or towns with their own ordinance, not the City of Waseca. Clearwater and Blue Earth limit mini trucks to daylight. Cities with ordinances include Kasson, Preston, Barnesville, Becker in Sherburne County, Paynesville, St. Clair, Lake Benton, Ruthton and Ham Lake. A county permit does not cover city streets and a city permit does not cover county roads. Le Sueur County and Marshall bar mini trucks from their roads, and Houston County and the City of Houston name only ATVs, UTVs and golf carts. This list is what has been read and not every ordinance in Minnesota's 87 counties and its cities, so ask the county, city or town where the truck will run.

Can I register it with the state?

No. DVS says low powered vehicles that are not neighborhood electric vehicles will not be titled or registered, and the House Research brief says a mini truck cannot be registered with the Department of Public Safety for public roads and needs no title or plate. Minn. Stat. 168A.085 also bars a title for a vehicle not made to the federal standards unless the applicant files DOT and EPA bond release letters. The statutes do not say in so many words that a mini truck is exempt from registration, since 168.012, subd. 3a, frees only permitted golf carts and ATVs, but DVS refuses to register one. The local permit is the paperwork. On private land no registration is needed.

What does the local permit need?

A form from the county, city or town, the owner's details, the truck's year, make, model and serial number, proof of liability insurance and a valid driver's licence. Some ordinances ask for a physician's certificate, and Becker County and Clearwater County have the sheriff inspect the truck for the seven required items. The permit runs no more than three years under 169.045, and the board sets the fee. Amounts read are Traverse County $15.00 a year or $30.00 for life, Blue Earth County $15.00 for three years, Renville County $10.00 for two years and Ham Lake $15.00. The Blue Earth County and Clearwater County forms ask for a state registration number, which a mini truck does not have, so ask the sheriff what to enter.

My truck has a frame number, not a 17 character VIN. Does that matter?

Minnesota gives no title to a mini truck, so no state process takes the number. The permit forms in Swift, Traverse and Renville counties ask for the body serial number or vehicle identification number, and Clearwater County asks for the serial number, so the frame number goes on them. An insurer's proof of coverage states the vehicle identification number under 169.791, subd. 1(i), so insure the truck under the frame number exactly as it is stamped and write the same characters on the permit application.

What does it cost to own a kei truck legally in Minnesota?

The state charges no title fee, plate fee or registration tax, because DVS issues none for a mini truck. The statute sets $8.25 and $3.50 for a title and, if a truck were registered, a registration tax that is $20 from the 11th year of vehicle life, for reference only. The permit fee is set by the county or city, and the amounts read are $10.00 to $15.00 for one to three years with a $30.00 lifetime permit in Traverse County. Motor vehicle sales tax is 6.875 percent of the purchase price on a vehicle that must be registered in Minnesota. Whether it is owed on a mini truck, which DVS will not register, is not settled by any source read, and if it is not, the general sales and use tax would apply. Ask the Department of Revenue before buying.

What insurance does a kei truck need in Minnesota?

The permit asks for liability insurance of the motorcycle kind, at least $30,000 for one person's injury, $60,000 for two or more and $10,000 for property damage, 30/60/10, under 65B.48, subd. 5 and 65B.49, subd. 3. Personal injury protection is not part of it, and a person who cannot buy it on the private market may buy it from the Minnesota Automobile Insurance Plan. A truck that stays on private land meets no state insurance duty. Clearwater County asks for proof of liability insurance at all times on the road.

Does a kei truck need an emissions test, a safety inspection or the DNR ATV decal?

No to all three. Minnesota ended its vehicle emissions test in 2000, and its periodic safety inspection covers only commercial vehicles over 26,000 pounds, buses and hazardous material vehicles. The DNR registers all-terrain vehicles, and the ATV definition leaves out a mini-truck by name, so there is no decal or ATV course. The only inspection is the sheriff's equipment check some counties add to the permit.

County by county

The rules in detail.

Where a newer off road truck or a UTV can run in Minnesota, county by county, as each county's and town's own acts read. Every county on the map above opens its own page.

Statewide

A governed kei truck and a 25 year kei truck are both mini trucks in Minnesota, so the local mini truck permit is their one road door, and only the county and town acts that name mini trucks open a road to them. Minn. Stat. 169.011 subd. 40a makes a mini truck a motor vehicle on four wheels with an engine of 660 cc or less or an electric motor of 7,500 watts or less, a dry weight of 900 to 2,200 pounds, an enclosed cab with a seat for the driver, the look of a pickup or van with a bed or cargo area at the rear and no original manufacture to the federal motor vehicle safety standards. A kei truck of 660 cc, or 550 cc before 1990, about 1,540 pounds dry with a cab and a bed, meets every term, and the definition asks nothing about speed, a governor or age, so both classes fit and a federal age exemption changes nothing. Under 169.045 a county, a home rule charter or statutory city or a town may by ordinance let mini trucks use roads it designates under its own jurisdiction, by permit only, for up to three years. The driver needs a driver's licence, because chapter 171 applies to mini truck drivers alone (subd. 7), the truck needs two headlamps, two taillamps, front and rear turn signals, a driver side mirror with a passenger side or interior mirror, a windshield, front seat belts and a parking brake (subd. 7a), and the ordinance must require the liability cover 65B.48 subd. 5 sets for a motorcycle. The sunrise to sunset limit of subd. 3 names golf carts, ATVs and UTVs only, so the statute lets a mini truck run at night, though several ordinances add their own daylight limit. A permit reaches only the issuing government's roads, so a city permit does not cover county roads, and no trunk highway can be designated, though a permitted truck may cross any road that meets a designated one (subd. 5). A kei truck is never an ATV: 84.92 subd. 8(b) leaves out a mini-truck by name, and the class needs low pressure or non-pneumatic tires, so the statewide ATV right-of-way rules of 84.928 and the county ATV ordinances built on them do not reach it, refitted or not. Nor is it a utility task vehicle under 169.045 subd. 1(3), which needs four wheel drive, an off-road design and a dry weight of 1,800 to 2,600 pounds, and a kei truck is lighter and is a mini truck by its own definition. Where a county or town has no ordinance naming mini trucks, it has no road for one. Chapter 168 never mentions mini trucks. 168.012 subd. 3a frees permitted golf carts and four-wheel ATVs from registration and was not amended when mini trucks joined 169.045 in 2009, while the House Research Department's February 2026 brief says a mini truck cannot be registered with the Department of Public Safety and needs no title or plate, the local permit being the paperwork. On private land closed to the public a kei truck of either class needs no Minnesota registration, because 168.09 registers only vehicles that use public streets and highways.

Engines and EPA

Why the engine decides which truck comes in.

The same three facts hold in Minnesota and every other state.

The 25 year truck

It comes in on age

A 25 year old kei truck in original configuration clears both agencies on age. No Registered Importer and no Independent Commercial Importer is needed.

EPA's provision asks only that the truck is in its original configuration with the same model of engine it left the factory with.

40 CFR 85.1511(f)(2)eCFR, read 28 October 2026

The newer truck

EPA asks for a certified engine

A newer kei truck comes in as nonroad equipment, permanently modified so its top speed is 25 mph or less, with its engine covered by an EPA certificate of conformity before it reaches US Customs. The governor stays for the life of the truck, and removing it is tampering, a federal offense.

Engine size

Why 30 kilowatts decides a newer truck's engine

EPA sorts nonroad gasoline engines by maximum power, not size. Every kei engine is under 1,000 cc, so an engine of 30 kW or less may certify to the small engine standards, and 30 kW is the line that decides. Today's stock kei engines are rated above it, and a speed governor does not lower an engine's maximum power.

Every kei engine family EPA has certified for mini trucks is a lower power certified configuration, between 14.46 and 29.9 kW, under part 90 or part 1054. A certified mini truck engine is that configuration, not the stock engine.

Minnesota, the five answers

Road, title, land, inspection and what is next.

The roadCan I drive it on the road?

In Minnesota a mini truck drives public roads only under a permit from a county, city or town and only on the roads that government designates.

  • A county, home rule charter or statutory city or town may by ordinance authorize mini trucks on designated roadways under its jurisdiction, by permit only. Minn. Stat. 169.045, subd. 1
  • The ordinance designates the roads, sets the application and requires insurance under section 65B.48, subdivision 5. Permits run up to three years, may be renewed and may be revoked. Minn. Stat. 169.045, subd. 2
  • A permitted mini truck may cross any street or highway intersecting a designated roadway. Minn. Stat. 169.045, subd. 5
  • Driver licensing law (chapter 171) applies to mini truck operators. Minn. Stat. 169.045, subd. 7
  • Required equipment: at least two headlamps, at least two taillamps, front and rear turn signal lamps, a driver side exterior mirror plus a passenger side exterior mirror or an interior mirror, a windshield, a seat belt for the driver and front passenger and a parking brake. Minn. Stat. 169.045, subd. 7a
  • The daylight only limit in subdivision 3 covers golf carts, all-terrain vehicles and utility task vehicles. It does not name mini trucks.
  • The class: four wheels, an electric motor of 7,500 watts or less or an engine of 660 cc or less, a total dry weight of 900 to 2,200 pounds, an enclosed cabin and operator seat, a pickup or van shape with a rear cargo area or bed and not originally manufactured to meet the federal motor vehicle safety standards. Minn. Stat. 169.011, subd. 40a

TitleHow do I title and register it?

Minnesota does not title or plate a mini truck. The Department of Public Safety cannot register one for public roads. The local permit is the paperwork.

The steps

  1. Check the truck against the mini truck definition in Minn. Stat. 169.011, subd. 40a.
  2. Ask your county, city or town whether it has adopted a mini truck permit ordinance and which roads it designates.
  3. Apply for the permit with proof of the insurance the ordinance requires, plus a physician's certificate if the ordinance asks for one.
  4. Fit the equipment in Minn. Stat. 169.045 subd. 7a and drive with a valid license or instruction permit.

The documents

  • The local permit application
  • Proof of insurance meeting Minn. Stat. 65B.48, subd. 5
  • A valid driver's license or instruction permit
  • A physician's certificate where the ordinance requires one

The county, city or town that issues the permit. The Minnesota Department of Public Safety does not register mini trucks.

LandCan I use it on a farm or private land?

Minnesota's all-terrain vehicle law excludes mini trucks by name, so DNR ATV registration does not apply. On private land no state registration is needed.

Class. Mini truck. An all-terrain vehicle runs on three to six low pressure or non-pneumatic tires and does not include a mini-truck. Minn. Stat. 84.92, subd. 8

Registration. None from the state. Road use runs through the local permit only.

On the farm

No Minnesota farm registration written for mini trucks was found. The House research brief notes mini trucks have long been imported for farm and ranch work.

Read from a secondary source or an older page. Confirm it with the office before you rely on it.

InspectionWhat inspection or insurance applies?

Safety. Minnesota runs no periodic safety inspection of a private vehicle, 169.781 covers commercial vehicles only. 169.045 sets an equipment list for a permitted mini truck, and the Becker County and Clearwater County ordinances have the sheriff check it before a permit issues.

Emissions. None. Minnesota ended its vehicle emissions test in 2000, Laws 1999, chapter 178.

Insurance. The permit ordinance must require insurance under Minn. Stat. 65B.48, subd. 5, which the House research brief describes as liability coverage matching motorcycles without personal injury protection. If the private market will not write it, the Minnesota Automobile Insurance Plan offers it. Minn. Stat. 169.045, subd. 8

Questions

Asked about Minnesota.

Can I drive a mini truck on the road in Minnesota?

Yes, on roads your county, city or town has designated, once it issues you a permit. Each permit covers only that government's roads, so a city permit does not reach county roads.

Does Minnesota title or plate mini trucks?

No. The Department of Public Safety does not register mini trucks for public roads. The local permit, your driver's license and insurance are the road papers.

What equipment does the permit require?

Two headlamps, two taillamps, front and rear turn signals, a driver side mirror plus a passenger side or interior mirror, a windshield, front seat belts and a parking brake.

Can I drive it at night?

The daylight only rule in the permit law covers golf carts, ATVs and utility task vehicles. It does not name mini trucks, though a local ordinance may add its own conditions.

Upgrades

Upgrades in Minnesota.

Height and lift. Bumpers may not exceed 20 inches on a passenger automobile (including a pickup) or 25 on a four-wheel drive pickup (Minn. Stat. 169.73 subd. 4). Suspension or body changes may not move the vehicle or a bumper over six inches from original height (subd. 3).

Tires and fenders. A passenger automobile, which includes a pickup, needs fenders or devices to stop water and dirt being thrown to the rear as far as practicable (Minn. Stat. 169.734). A tire is unsafe under 2/32 inch of tread depth (169.723). No tire size cap found.

Lights. At most two each of spot lamps, fog lamps at 12 to 30 inches, auxiliary low-beam lamps at 24 to 42 and driving lamps at 16 to 42 (Minn. Stat. 169.56). Private plows are service vehicles that may flash amber while plowing (169.64 subd. 6).

Modification and inspection. A mini truck has four wheels, an engine of 660 cubic centimeters or less and a total dry weight of 900 to 2,200 pounds (Minn. Stat. 169.011 subd. 40a). A county, city or town may allow mini trucks on designated roads by permit only (169.045).
