Farms and private land. As a utility-type vehicle on nonhighway tires it could also run highways outside city limits when incidental to agricultural use and cross highways under the rules below.

Title. A truck governed to 25 mph does not have the top speed of approximately 55 mph the minitruck definition calls for. It fits the utility-type vehicle definition only if it runs on nonhighway tires.

A newer truck comes in only as nonroad equipment, permanently governed to a top speed and with a nonroad engine certified by EPA before import. It pays the same 25 percent truck duty. What that engine needs.

Statewide

A kei truck is a minitruck in Nebraska, a road class of its own, and not an all-terrain vehicle or a utility-type vehicle, so the city and village acts on this map do not reach it by their words. Neb. Rev. Stat. 60-6,355 makes an all-terrain vehicle a motorized off-highway vehicle 50 inches or less wide on three or more nonhighway tires, and a utility-type vehicle one 74 inches or less wide and 180 inches or less long on four or more nonhighway tires, and a kei truck rolls on road tires. Section 60-121.01 makes a minitruck a vehicle with an engine of 1,500 cc or less, 67 inches or less wide, a dry weight of 4,200 pounds or less, a top speed of approximately 55 mph, a bed, an enclosed cab and the lamps, wipers, mirror and occupant protection the section lists, and a kei truck of about 55 inches and 1,540 pounds dry meets it. Titled and registered in that class, a minitruck may use any road except the interstate system, expressways and freeways, with its headlights and taillights on, 60-6,379, so a county road or a town street is open to a titled minitruck without any local act. That is the road for a truck 25 years or older. A newer truck governed to 25 mph falls short of the minitruck top speed and fits the utility-type class only on nonhighway tires, which the state file leaves unclear, and it works farms and private ground first. The routes on this map are for the other machines. Under 60-6,356 an all-terrain vehicle or a utility-type vehicle may run outside a city or village only if incidental to agricultural use, between sunrise and sunset at 30 mph or less with a Class O licence or farm permit, insurance, lights on and a safety flag, and inside a city or village only if the city or village authorizes it by ordinance. A county board has one power, a resolution that authorizes operation inside an unincorporated village in the county, 60-6,356(2)(c) and (8). No county can open its roads. LB 690 of 2025, which would have let registered machines use county roads and highways and let counties and cities pass ordinances, stayed in committee and was carried over to 2026 per a bill tracker, and the statute read on 28 October 2026 still carries none of its changes.

EPA asks for a certified engine

A newer kei truck comes in as nonroad equipment, permanently modified so its top speed is 25 mph or less, with its engine covered by an EPA certificate of conformity before it reaches US Customs. The governor stays for the life of the truck, and removing it is tampering, a federal offense.

Engine size

Why 30 kilowatts decides a newer truck's engine

EPA sorts nonroad gasoline engines by maximum power, not size. Every kei engine is under 1,000 cc, so an engine of 30 kW or less may certify to the small engine standards, and 30 kW is the line that decides. Today's stock kei engines are rated above it, and a speed governor does not lower an engine's maximum power.

Every kei engine family EPA has certified for mini trucks is a lower power certified configuration, between 14.46 and 29.9 kW, under part 90 or part 1054. A certified mini truck engine is that configuration, not the stock engine.

Nebraska titles minitrucks at the county treasurer within 30 days of purchase and registers them in their own class.

The steps

Check the truck against the minitruck definition, including the enclosed cab rules on the DMV page: a solid roof, hinged doors that work and fixed windows.
If the truck has no manufacturer's identification number, file an Assigned ID Number Application with the DMV for a state assigned number before applying for title.
Have the vehicle inspection done, which is required whenever the proof of ownership is anything other than a Nebraska title.
Apply to the county treasurer within 30 days of purchase with the application for certificate of title and proof of ownership.
Register the minitruck once titled.

LandCan I use it on a farm or private land?

Nebraska's all-terrain and utility-type vehicle laws are written for machines on nonhighway tires. A minitruck on its own tires is its own road class.

On the farm

Nebraska lets all-terrain and utility-type vehicles run outside city limits when incidental to agricultural use, in daylight, at 30 mph or less, with a Class O license or farm permit, insurance, lights on and a safety flag. That allowance is written for those classes and reaches a minitruck only if it is refitted as one.

Upgrades

Upgrades in Nebraska.

Height and lift. No bumper height, frame height, lift kit or suspension limit found for a passenger vehicle or light truck (Neb. Rev. Stat. 60-6,219 to 60-6,289). Overall height is capped at 14 feet 6 inches (60-6,289(1)).

Tires and fenders. Every new motor vehicle bought after January 1, 1956 needs fenders, covers or devices such as flaps to minimize spray unless the body protects (Neb. Rev. Stat. 60-6,283). A tire is unsafe under 2/32 inch tread depth (60-6,252(2)(c)). No tire size cap found.

Lights. At most one spotlight and two auxiliary driving lights at 12 to 42 inches (Neb. Rev. Stat. 60-6,219(6)(c) and 60-6,225). The height rule excludes a vehicle with a snow plow (60-6,225). A plow is not named among vehicles allowed flashing amber lights (60-6,232).

Modification and inspection. A minitruck is 67 inches or less wide, 4,200 pounds or less dry weight and 1,500 cubic centimeters or less engine size, so widening past 67 inches leaves the definition (Neb. Rev. Stat. 60-121.01). It may not use the Interstate, expressways or freeways (60-6,379).
