Wisconsin keeps kei trucks to private ground and collector plates

Read from Wisconsin's own statutes and motor vehicle office.

Wisconsin's statutes name Kei class vehicles, refuse them regular plates and count them as off-road utility vehicles that never use a highway posted over 35 mph. A truck 25 years or older imported for road use is titled with a NON USA STANDARD brand, and the only plate the law leaves open is the collector plate for an eligible special interest vehicle, which WisDOT decides. A newer truck imported as off road equipment and governed to 25 mph works farms and private land with no registration.

Your lane

Which truck are you buying?

Wisconsin treats the two kinds of kei truck differently. Pick yours and this answers for it.

a truck 25 years or older imported for road use under the federal age exemptions

Road use with limits

Title. Wisconsin title branded NON USA STANDARD.

Registration. Collector plates only, where WisDOT accepts the truck as an eligible special interest vehicle. Regular plates are refused for Kei class vehicles. Wis. Stat. 341.10(6)

  • The truck must be 20 years or older with its body unaltered and kept by a collector who also has a regularly plated vehicle for transportation. Wis. Stat. 341.266(2)(a)
  • No hire and no more than 500 pounds of material. Wis. Stat. 341.266(2)(e)
  • As an off-road utility vehicle, never on a highway posted over 35 mph. Wis. Stat. 346.94(19)(b)
  • The Legislative Council's 2014 memo on the act that added the Kei clause reads it as an outright bar, so WisDOT's reading decides

Read from a secondary source or an older page. Confirm it with the office before you rely on it.

I am buying a truck 25 years or older. What does Wisconsin allow?

A branded title and, if WisDOT accepts it as a special interest vehicle, collector plates. It stays off any highway posted over 35 mph.

a newer truck imported as off road equipment, governed to a top speed and carrying an EPA certified nonroad engine

Private land only

Where it can run

Private land and farms. The road allowance for off-road utility vehicles covers government and contractor work only.

Title. A Kei class vehicle may be titled. A newer truck is too young for collector plates, so no registration is open.

Registration. None. Not a utility terrain vehicle, which excludes mini-trucks. Exempt from registration as an off-road utility vehicle operated under 346.94(19).

  • An off-road utility vehicle may use a road posted 35 mph or less only when operated for a state or local government purpose of solid waste collection, landscaping or street maintenance, for no more than half a mile. Wis. Stat. 346.94(19)(a)
  • No off-road utility vehicle on any highway posted over 35 mph. Wis. Stat. 346.94(19)(b)
  • Utility terrain vehicle does not include a mini-truck. Wis. Stat. 23.33(1)(ng)

A newer truck comes in only as nonroad equipment, permanently governed to a top speed and with a nonroad engine certified by EPA before import. It pays the same 25 percent truck duty. What that engine needs.

I am buying a newer truck governed to 25 mph. What does Wisconsin allow?

It works farms and private land and needs no registration there. Wisconsin's utility terrain vehicle class excludes mini-trucks by name.

Private land and the farm

On your own ground in Wisconsin.

On private land

On a farm or private land closed to public traffic a kei truck needs no registration in Wisconsin, with the owner's consent.

The code, section by section
  • 341.04(1): registration is required to operate a motor vehicle on any highway of this state.
  • 341.05(27): an off-road utility vehicle operated in accordance with 346.94(19) is exempt from registration.
  • 23.33(2)(a): the DNR's public or private use registration binds ATVs and UTVs, which a kei truck is not.
The codedocs.legis.wisconsin.gov, read 28 October 2026

On the farm

To confirm

No Wisconsin farm rule names a kei truck. An implement of husbandry under 340.01(24) must be manufactured, designed or reconstructed for farm work and used only for it. Whether a kei truck can qualify by reconstruction is not settled.

The code, section by section
  • 340.01(24)(a)1.: an implement of husbandry is a self-propelled or towed vehicle manufactured, designed or reconstructed to be used and exclusively used in agricultural operations.
  • 23.33(4)(d)5.: an ATV or UTV that is an implement of husbandry, used only for agriculture and registered for private use, may use roadways. It does not reach a kei truck.
  • 346.94(21): the lightweight utility vehicle farm exception borrows its definition from 23.33(11m), which the statute's own note says 2009 Act 175 repealed. It is not relied on.

This subsection does not apply to former military vehicles, historic military vehicles ... or special interest vehicles, as defined in s. 341.266 (1) (c), for which the department receives an application, and which are eligible, for registration under s. 341.266." County by county

The rules in detail.

Where a newer off road truck or a UTV can run in Wisconsin, county by county, as each county's and town's own acts read. Every county on the map above opens its own page.

Statewide

A governed kei truck cannot use any ATV or UTV route in Wisconsin, and Wisconsin has no mini truck road law that a town or county could use instead. Every route on these pages rests on Wis. Stat. 23.33(8)(b) and (11)(am), which open a road to all-terrain vehicles and utility terrain vehicles and to nothing else. A kei truck is not an ATV, which 340.01(2g) caps at 900 pounds and 50 inches with a seat the operator straddles. It is not a UTV either. 23.33(1)(ng) would pass it on width and weight, up to 65 inches between the wheel rims and 3,500 pounds without fluids, but a UTV must be designed to be used primarily off a highway and may not be a mini-truck. 23.33(1)(ip) defines a mini-truck as a motor truck with a top speed of 60 mph or less, an engine of at least 660 cc, no more than 60 inches wide, no more than 1,600 pounds dry and a locking enclosed heated cab, which is a modern kei truck to the letter. That definition exists only to keep mini-trucks out of the UTV class. The one bill that would have put minitrucks on Wisconsin highways was Senate Bill 438 of 2009. It failed in April 2010. No statute lets a county, town, village or city open its roads to one. Instead 340.01(38m)(a)2. makes every Kei class vehicle an off-road utility vehicle, which 346.94(19) keeps off any highway posted over 35 mph and allows on slower roads only for state or local government waste collection, landscaping or street maintenance within half a mile. 341.10(6) refuses it registration. Off the public road the answer is plain. 341.04 asks for registration only on highways, 341.05(27) exempts an off-road utility vehicle used within 346.94(19) and the ATV and UTV registration of 23.33(2) does not reach a vehicle outside those classes, so an unregistered kei truck may work a farm or private land with the owner's consent. A 25 year truck is still a Kei class vehicle. Its only road door is the collector plate the words of 341.10(6) leave open to an eligible special interest vehicle under 341.266, which WisDOT decides. Even then it stays off highways posted over 35 mph. These pages map where ATVs and UTVs, the trucks' competition, run today.

Engines and EPA

Why the engine decides which truck comes in.

The same three facts hold in Wisconsin and every other state.

The 25 year truck

It comes in on age

A 25 year old kei truck in original configuration clears both agencies on age. No Registered Importer and no Independent Commercial Importer is needed.

EPA's provision asks only that the truck is in its original configuration with the same model of engine it left the factory with.

40 CFR 85.1511(f)(2)eCFR, read 28 October 2026

The newer truck

EPA asks for a certified engine

A newer kei truck comes in as nonroad equipment, permanently modified so its top speed is 25 mph or less, with its engine covered by an EPA certificate of conformity before it reaches US Customs. The governor stays for the life of the truck, and removing it is tampering, a federal offense.

Mini-trucks, importing used motor vehicles as nonroad vehiclesEPA, read 28 October 2026

Engine size

Why 30 kilowatts decides a newer truck's engine

EPA sorts nonroad gasoline engines by maximum power, not size. Every kei engine is under 1,000 cc, so an engine of 30 kW or less may certify to the small engine standards, and 30 kW is the line that decides. Today's stock kei engines are rated above it, and a speed governor does not lower an engine's maximum power.

Every kei engine family EPA has certified for mini trucks is a lower power certified configuration, between 14.46 and 29.9 kW, under part 90 or part 1054. A certified mini truck engine is that configuration, not the stock engine.

40 CFR 1054.1, the small engine ruleseCFR, read 28 October 2026Small nonroad spark ignition engine certificatesEPA, read 28 October 2026

Wisconsin, the five answers

Road, title, land, inspection and what is next.

Some of Wisconsin's answers rest on a general rule or a page that would not open, so they are marked to confirm. We confirm them with the office before a truck goes there.

The roadCan I drive it on the road?

Wisconsin law names Kei class vehicles, refuses them regular plates and counts them as off-road utility vehicles that may never use a highway posted over 35 mph. The statute's words leave collector plates open to an eligible special interest vehicle, and WisDOT decides whether a kei truck qualifies.

  • The department shall refuse registration if the vehicle was manufactured after 1969 and does not meet manufacturer or importer certification label requirements as specified in 49 CFR 567 or the vehicle is a Kei class vehicle. This subsection does not apply to special interest vehicles for which the department receives an application and which are eligible for registration under s. 341.266. Wis. Stat. 341.10(6)
  • Vehicles without a federal or Registered Importer label can be titled but display NON USA STANDARD on the title, and titles with this brand may only be registered as a special interest vehicle with collector plates. WisDOT, foreign (gray market) vehicles
  • Off-road utility vehicle includes a Kei class vehicle. Wis. Stat. 340.01(38m)(a)2.
  • No person may operate an off-road utility vehicle upon any highway that has a speed limit of more than 35 mph. Wis. Stat. 346.94(19)(b)
  • Special interest (collector) registration: a motor vehicle 20 or more years old whose body has not been altered from the original, preserved by a collector for its historic interest, whose owner also registers and uses a regularly plated vehicle for transportation. Wis. Stat. 341.266(1)(c) and (2)(a)
  • Collector plated trucks may not carry for hire and may not carry more than 500 pounds of material. Wis. Stat. 341.266(2)(e)

Wis. Stat. 340.01(38m); 341.10(6); 341.266; 346.94(19) (statutes certified 1 October 2026)

TitleHow do I title and register it?

Wisconsin titles a vehicle that lacks a federal certification or Registered Importer label and brands the title NON USA STANDARD. WisDOT says a title with that brand may only be registered as a special interest vehicle on collector plates.

The steps

  1. Present the truck's ownership documents to the Wisconsin DMV.
  2. Expect the NON USA STANDARD brand on a truck without a federal certification label or Registered Importer label.

LandCan I use it on a farm or private land?

As an off-road utility vehicle a Kei class vehicle is exempt from registration when operated as the off-road utility vehicle rules allow. It is not a utility terrain vehicle, which excludes mini-trucks by name, so DNR trail registration does not reach it.

Class. Off-road utility vehicle. Utility terrain vehicle excludes golf carts, low-speed vehicles, dune buggies, mini-trucks and tracked vehicles. Wis. Stat. 23.33(1)(ng)

Registration. None. An off-road utility vehicle operated under section 346.94(19) is exempt from registration. Wis. Stat. 341.05(27)

Questions

Asked about Wisconsin.

Can I register a kei truck in Wisconsin?

Not on regular plates. Wisconsin refuses regular registration for Kei class vehicles. The statute leaves collector plates open to an eligible special interest vehicle, and WisDOT decides whether a kei truck qualifies, so we ask before you buy.

What do collector plates allow?

No hire and no more than 500 pounds of cargo. The owner must also have a regularly plated vehicle for transportation. A kei truck is still an off-road utility vehicle under Wisconsin law, so it never uses a highway posted over 35 mph.

Can I title it?

Yes. Wisconsin titles a vehicle without a federal certification label and brands the title NON USA STANDARD.

Upgrades

Upgrades in Wisconsin.

Height and lift. A lift may not exceed 4 inches over the maker's height, with 5 inches allowed on a motor truck of 8,000 lb or less for strengthening or handling (Wis. Stat. 347.455). The body may be raised 4 inches at most (Trans 305.21).

Tires and fenders. A tire may not protrude more than 2 inches beyond the fender line and fenders may extend up to 4 inches beyond the original line to cover it (Trans 305.30 and 305.22). Tread under 2/32 inch fails (305.30). None found on wheel spacers.

Lights. Up to 2 spotlamps and 2 fog lamps below headlamp center height are allowed with 4 front lamps lit at most (Wis. Stat. 347.26 and 347.07). Only white or amber may show to the front (347.07). Off-road lamps stay off on highways (Trans 305.075).

Modification and inspection. No separate inspection, certification or title notice was found for a lift or larger tires beyond the 347.455 limits (Wis. Stat. chapters 341 and 347 read). A street modified vehicle may be registered under that heading if 20 or more years old (341.268).
