Can I drive a 25 year old kei truck on Ohio roads?
Only on streets posted 35 mph or less in a city, village, township or county that has authorized mini-trucks by ordinance or resolution, after a local law enforcement inspection and with an Ohio title and registration. Ohio's definition counts any truck not originally built to federal safety standards as a mini-truck, whatever its age.

A newer truck comes in only as nonroad equipment, permanently governed to a top speed and with a nonroad engine certified by EPA before import. It pays the same 25 percent truck duty. What that engine needs.

It is a mini-truck under the same Ohio law. It works a farm whose owner qualifies for the agricultural use valuation tax credit and travels the public road between that owner's fields. With local authorization, an inspection and registration it may also use streets posted 35 mph or less.

Current law gives a mini-truck no general right to run on private land outside the farm and dealer exceptions. R.C. 4519.401(A) bars operation of a mini-truck in Ohio except as 4519.401 and 4511.215 allow. House Bill 199 of the 136th General Assembly would let any person run one on private property. It was referred to the House Transportation Committee in March 2025 and no later action showed.

A governed kei truck is a mini-truck in Ohio, so its one road door is a local authorization and the all-purpose vehicle routes on this map are not its own. R.C. 4501.01 and 4519.01(L) define a mini-truck as a four wheel vehicle with an engine of 660 cc or less or an electric motor of 7,500 watts or less, a dry weight of 900 to 2,200 pounds, an enclosed cabin and a seat, the look of a pickup or van with a bed at the rear and no original build to the federal motor vehicle safety standards. A kei truck meets every term and the definition names no age, so a 25 year truck is a mini-truck too. R.C. 4511.214(B)(2) bars a mini-truck from every street and highway except one with a speed limit of 35 mph or less where a local authority has granted permission under 4511.215, and 4511.214(C) lets it proceed across an intersection with a faster road. 4511.215 lets a local authority, which 4511.01 defines as every county, municipal and other local board or body that makes police regulations, authorize mini-trucks by ordinance or resolution on the streets under its jurisdiction. It must limit them to streets of 35 mph or less, send each truck through an inspection by a local law enforcement agency and allow only trucks that are registered under chapter 4503 and titled under chapter 4505. It must also tell the director of public safety, and it may add its own rules. The all-purpose vehicle routes run under R.C. 4519.40 and 4519.41. An all-purpose vehicle is a machine designed primarily for cross-country travel, 4519.01(B), and a kei truck was designed for roads, so it is a mini-truck and not one. It may use a county or township road only where the local authority permits, 4519.41(B), and never a state highway, 4519.40(A)(1). Off the road the answer is narrow. R.C. 4519.401 lets a mini-truck run on a farm whose owner qualifies for the current agricultural use valuation, and on public roads only between that owner's fields, and gives it no general right to private land. A 25 year old kei truck in original configuration clears both agencies on age. No Registered Importer and no Independent Commercial Importer is needed.
EPA's provision asks only that the truck is in its original configuration with the same model of engine it left the factory with.

EPA asks for a certified engine
A newer kei truck comes in as nonroad equipment, permanently modified so its top speed is 25 mph or less, with its engine covered by an EPA certificate of conformity before it reaches US Customs. The governor stays for the life of the truck, and removing it is tampering, a federal offense.

Why 30 kilowatts decides a newer truck's engine
EPA sorts nonroad gasoline engines by maximum power, not size. Every kei engine is under 1,000 cc, so an engine of 30 kW or less may certify to the small engine standards, and 30 kW is the line that decides. Today's stock kei engines are rated above it, and a speed governor does not lower an engine's maximum power.
Every kei engine family EPA has certified for mini trucks is a lower power certified configuration, between 14.46 and 29.9 kW, under part 90 or part 1054. A certified mini truck engine is that configuration, not the stock engine.

The roadCan I drive it on the road?
Ohio lets a mini-truck on public roads only where the city, village, township or county has authorized it by ordinance or resolution, on streets posted 35 mph or less, after a local law enforcement inspection and with an Ohio title and registration.
- No person may operate a mini-truck in Ohio except as R.C. 4519.401 and 4511.215 allow (R.C. 4519.401(A))
- A local authority may allow mini-trucks on public streets and highways under its jurisdiction with a speed limit not greater than 35 mph (R.C. 4511.215)
- The truck must pass an inspection by a local law enforcement agency and be registered under Chapter 4503 and titled under Chapter 4505 before road use (R.C. 4511.215, O.A.C. 4501-30-02)
- The inspection checks brakes, brake lights, headlights, taillights, turn signals, steering, a windshield, a rear view mirror and tires (O.A.C. 4501-30-02)
- A local authority may add its own requirements
- A farm owner who qualifies for the current agricultural use valuation tax credit may run a mini-truck on public roads only to travel from one farm field to another (R.C. 4519.401(B))

TitleHow do I title and register it?
Ohio titles a kei truck as a mini-truck on the BMV 3722 affidavit. The title is for ownership, and it is what local road registration rests on.
The steps
- Complete the Affidavit for Titling All-Purpose Vehicle, Mini-Truck, Utility Vehicle and Under-Speed Vehicle, BMV 3722, and check MT for mini-truck. It is notarized unless a licensed dealer is the owner.
- Apply for the Ohio certificate of title at a county clerk of courts title office with the affidavit and the ownership documents.
- For road use in a community that allows it, have the truck inspected by local law enforcement on form DPS 1373.
- Take the inspection approval, the title and proof of insurance to a deputy registrar for registration and plates.

LandCan I use it on a farm or private land?
Ohio treats a kei truck as a mini-truck, not as an all-purpose vehicle, and today's law gives a mini-truck no general right to run on private land. It may run on a qualifying farm, on a mini-truck dealer's property or on roads a local authority has opened.
Class. Mini-truck under R.C. 4519.01(L): four wheels, an engine of 660 cc or less or an electric motor of 7,500 watts or less, a dry weight of 900 to 2,200 pounds, an enclosed cabin, a pickup or van shape with a rear cargo area and not originally manufactured to meet federal motor vehicle safety standards
Registration. A mini-truck is not required to be titled by Ohio law. It is titled for ownership and registered when it will use a road where a local authority allows it.
On the farm
A mini-truck may be operated on a farm for agricultural purposes when the farm's owner qualifies for the current agricultural use valuation tax credit, and on public roads by or for that owner only when traveling from one farm field to another.
InspectionWhat inspection or insurance applies?
Safety. Road registration requires an approved inspection by local law enforcement covering brakes, lights, turn signals, steering, windshield, rear view mirror and tires (O.A.C. 4501-30-02, effective 1 March 2020, form DPS 1373).
Emissions. No emissions test for a mini-truck was found in the sources read.
Insurance. Proof of insurance is part of registering a mini-truck for local roads. A county sheriff's inspection page asks for written proof of state minimum liability insurance at inspection and points to the financial responsibility rule in R.C. 4509.101 for the whole registration period.

H.B. 199 of the 136th General Assembly would recodify the mini-truck law into the off-road chapter, let any person run a mini-truck on private property, let any person use a public road to travel from farm field to farm field without local authorization, exempt a truck used only on the owner's property from registration and keep local authorization for other road use.
Introduced 25 March 2025 and referred to the House Transportation Committee 26 March 2025. No later floor action was shown on 28 October 2026.

Can I drive a 25 year old kei truck on Ohio roads?
Only on streets posted 35 mph or less in a city, village, township or county that has authorized mini-trucks by ordinance or resolution, after a local law enforcement inspection and with an Ohio title and registration. Ohio's definition counts any truck not originally built to federal safety standards as a mini-truck, whatever its age.
What about a newer truck imported as off road equipment and governed to 25 mph?
It is a mini-truck under the same Ohio law. It works a farm whose owner qualifies for the agricultural use valuation tax credit and travels the public road between that owner's fields. With local authorization, an inspection and registration it may also use streets posted 35 mph or less.
Can I use it on my farm?
Yes, when the farm's owner qualifies for the current agricultural use valuation tax credit. On public roads it may then travel only from one farm field to another.
Can I use it on my own land if I do not farm?
Ohio's current law gives a mini-truck no general right to run on private land outside a qualifying farm or a dealer's property. A bill now in committee would change that. Until it passes, check with your local authority before buying for land use alone.
What does the inspection check?
Brakes, brake lights, headlights, taillights, turn signals, steering, a windshield, a rear view mirror and the tires. Local law enforcement does it on form DPS 1373.
How is it titled?
With the BMV 3722 affidavit marked mini-truck, at a county clerk of courts title office. Ohio law does not require the title, but road registration needs it.
Upgrades
Upgrades in Ohio.
Height and lift. Bumper height at 4,500 lb GVWR and under is capped at 24 inches front and 26 rear for a non-passenger vehicle and 22 for a passenger vehicle (OAC 4501-43-04). The body floor to frame top gap is capped at four inches (4501-43-04).
Tires and fenders. Wheels may not be made to touch the body in normal operation (ORC 4513.021). None found on fenders, mud flaps, tire protrusion, tire size, tread depth or wheel spacers (ORC 4513 and OAC 4501-43 read).
Lights. Up to one spotlight and three auxiliary driving lights are allowed on the front (ORC 4513.12), with no more than five such lights lit at once (4513.17). Flashing lights are barred except on listed vehicles, with red or blue for public safety vehicles only (4513.17).
Modification and inspection. A car or truck that fails the bumper and modification rules may not be operated on a highway (OAC 4501-43-03). A vehicle assembled from parts by anyone but the maker is inspected by the State Highway Patrol before title for fifty dollars (ORC 4505.111).
