Kei trucks in Indiana, plated for the road and kept off the interstate

Read from Indiana's own statutes and motor vehicle office.

Indiana has its own mini-truck title and plate. A 25 year old kei truck imported for the road that fits the state's definition is titled through the BMV Central Office, registered at any branch with proof of insurance and driven on every road but an interstate. A newer truck imported as off road equipment and governed to 25 mph is titled and registered as an off-road vehicle with decals for DNR land, county roads the county opens and private land.

Your lane

Which truck are you buying?

Indiana treats the two kinds of kei truck differently. Pick yours and this answers for it.

A kei truck 25 years or older with a 660 cc engine that passes Indiana's size, weight, speed and heated cab tests is titled and plated as a mini-truck and may use every road but an interstate.

Road use with limits

Title. First title by mail through the BMV Central Office as a mini-truck, on papers that meet NHTSA import requirements.

Registration. Mini-truck plate at any BMV branch with proof of insurance.

  • No interstate highways (IC 9-21-8-46)
  • Engine not less than 660 cc, 60 inches or less wide, 1,600 pounds or less unladen, top speed not more than 60 mph, locking enclosed cab and heated interior (IC 9-13-2-103.1)
Can I drive a 25 year old kei truck on Indiana roads?

Yes, once it is titled and registered as a mini-truck. It may use any road except an interstate highway, and it needs proof of insurance to register.

A newer kei truck imported as off road equipment and governed to 25 mph meets Indiana's mini-truck size and speed tests on its face, but the BMV titles a truck with foreign papers only when NHTSA's import requirements are met, and a nonroad import is not a road vehicle. As an off-road vehicle it is titled and registered with BMV decals and never plated.

Off highway vehicle

Where it can run

Public property where the DNR authorizes it, roadways where the county highway department authorizes it and private property with the landowner's consent. Never on a highway otherwise.

Title. ORV title, required for an ORV bought after 31 December 2009, applied for within 45 days.

Registration. BMV ORV certificate of registration and two decals, renewed every three years.

  • Operation of an ORV or snowmobile on a highway is not permitted
  • The BMV will not issue a license plate to an ORV regardless of modifications
  • A farm vehicle being used for farming is not an off-road vehicle

Read from a secondary source or an older page. Confirm it with the office before you rely on it.

A newer truck comes in only as nonroad equipment, permanently governed to a top speed and with a nonroad engine certified by EPA before import. It pays the same 25 percent truck duty. What that engine needs.

What about a newer truck imported as off road equipment and governed to 25 mph?

Indiana titles a truck with foreign papers for the road only when federal import rules for road vehicles are met, so a nonroad import is registered as an off-road vehicle. It carries BMV decals and never a plate. It runs on DNR land where allowed, county roads the county opens and private land with the owner's consent.

Private land and the farm

On your own ground in Indiana.

On private land

To confirm

On private land with the owner's consent an off-road vehicle needs no local act. Indiana asks for BMV registration and decals on an off-road vehicle and DNR rules govern public land.

The codein.gov, read 28 October 2026

On the farm

To confirm

IC 14-16-1-20 does not apply to a farm vehicle being used for farming, which is outside the off-road vehicle class by the BMV's own page. No Indiana source read puts a kei truck on a county road for farm work outside the local acts.

The codein.gov, read 28 October 2026

County by county

The rules in detail.

Where a newer off road truck or a UTV can run in Indiana, county by county, as each county's and town's own acts read. Every county on the map above opens its own page.

Statewide

A governed kei truck is not settled as a vehicle the Indiana routes on this map admit, and each county or town decides it in its own words. Indiana law bars a registered off-road vehicle from a public highway, street or right-of-way unless a door in IC 14-16-1-20(a) or IC 9-21-1-3.3 is open, which means a county road outside a city or town that the county highway department designates, or a road under a city, county or town that its own ordinance opens to golf carts or off-road vehicles. A newer kei truck imported as off road equipment and governed to 25 mph is titled and registered as an off-road vehicle with BMV decals and no plate, which puts it in the class these acts regulate. Cass, White and Pulaski copy the state's broad words, a motor driven vehicle capable of cross-country travel without benefit of a road, and those words reach a registered truck on their face. Clay, Starke and Bartholomew write narrower classes, all terrain and recreational off-road vehicles, four tires made for off-road use, a recreational design, and for Bartholomew a top speed of 35 mph or more, which a road truck governed to 25 mph does not meet. Columbus asks for a vehicle designed for off-road use with side by side seats. No ordinance read names a kei truck, so whether a county or town accepts one is for that county or town to say. A 25 year truck that meets Indiana's size, weight, speed and heated cab tests is titled and plated as a mini-truck instead, under IC 9-13-2-103.1, and then uses every road but an interstate, IC 9-21-8-46, so it needs none of these routes.

Golf carts, farm vehicles in farming and any vehicle properly registered by the Bureau of Motor Vehicles are left out. The ordinance sends operation on state highways back to IC 14-16-1-20. White County Ordinance No. 2025-07-07-01, adopted July 2025 and in force 1 October 2025, read 28 October 2026

Engines and EPA

Why the engine decides which truck comes in.

The same three facts hold in Indiana and every other state.

The 25 year truck

It comes in on age

A 25 year old kei truck in original configuration clears both agencies on age. No Registered Importer and no Independent Commercial Importer is needed.

EPA's provision asks only that the truck is in its original configuration with the same model of engine it left the factory with.

40 CFR 85.1511(f)(2)eCFR, read 28 October 2026

The newer truck

EPA asks for a certified engine

A newer kei truck comes in as nonroad equipment, permanently modified so its top speed is 25 mph or less, with its engine covered by an EPA certificate of conformity before it reaches US Customs. The governor stays for the life of the truck, and removing it is tampering, a federal offense.

Mini-trucks, importing used motor vehicles as nonroad vehiclesEPA, read 28 October 2026

Engine size

Why 30 kilowatts decides a newer truck's engine

EPA sorts nonroad gasoline engines by maximum power, not size. Every kei engine is under 1,000 cc, so an engine of 30 kW or less may certify to the small engine standards, and 30 kW is the line that decides. Today's stock kei engines are rated above it, and a speed governor does not lower an engine's maximum power.

Every kei engine family EPA has certified for mini trucks is a lower power certified configuration, between 14.46 and 29.9 kW, under part 90 or part 1054. A certified mini truck engine is that configuration, not the stock engine.

Indiana, the five answers

Road, title, land, inspection and what is next.

The roadCan I drive it on the road?

Indiana titles and plates a mini truck for the road, and it may go anywhere except an interstate highway.

  • A mini-truck may not be driven on any part of an interstate highway (IC 9-21-8-46)
  • To be a mini-truck it must have an internal combustion engine of not less than 660 cc, be 60 inches or less wide, weigh 1,600 pounds or less unladen and dry, reach a top speed of not more than 60 mph and be manufactured with a locking enclosed cab and a heated interior (IC 9-13-2-103.1)
  • It is titled and registered before it is driven, carries a mini-truck plate and needs proof of insurance
  • A truck with foreign ownership papers must meet federal NHTSA import rules before Indiana will title it

IC 9-13-2-103.1 and IC 9-21-8-46, added by P.L.180-2015

TitleHow do I title and register it?

A mini truck titled in Indiana for the first time is titled by mail through the BMV Central Office, then plated as a mini-truck at any branch.

The steps

  1. Mail the Mini-Truck Title Application Checklist with every form to BMV Central Office Title Processing in Indianapolis. A truck already titled in Indiana as a truck or an off-road vehicle is retitled the same way so the title declares it a mini-truck.
  2. Include a physical inspection on State Form 39530 when the truck was bought outside Indiana or no title or certificate of origin is the ownership document.
  3. If the truck is registered in a county that tests emissions, get a Vehicle Inspection Report from the test site declaring it emissions exempt. It is needed only at first registration.
  4. Once the title is issued, register at any BMV branch with proof of insurance and take the mini-truck plate.
  5. Renew each year online, at a kiosk, at a branch, by mail or by phone.

The documents

  • Application for Certificate of Title, State Form 205
  • Proof of ownership. For a truck bought on or after 1 January 2016, a title, certificate of origin, certificate of registration or export certificate. Foreign ownership papers must meet NHTSA import requirements.
  • Physical Inspection of a Vehicle or Watercraft, State Form 39530, when required
  • Odometer Disclosure Statement, State Form 43230
  • One side view picture of the whole truck
  • One proof of address
  • Collection of Payment Information, State Form 56163, with sales tax or proof it was paid

LandCan I use it on a farm or private land?

A truck that is not plated as a mini-truck and is used off road is an off-road vehicle in Indiana, titled and registered with the BMV with decals, and it may not be driven on a highway.

Class. Off-road vehicle, a motor driven vehicle capable of cross-country travel without benefit of a road, including a multi-wheel drive or low pressure tire vehicle

Registration. Every ORV operated in Indiana is registered with the BMV and shows decals, renewed every three years, unless exempt. An ORV bought after 31 December 2009 must be titled within 45 days. The BMV will not issue a license plate to an ORV whatever equipment is added. Registered ORVs may run on DNR authorized public property, on roadways where the county highway department authorizes it and on private property with the landowner's consent. The exemptions listed do not include private land.

On the farm

A farm vehicle being used for farming is not an off-road vehicle under Indiana's definition, and Indiana's general motor vehicle definition leaves out an implement of agriculture designed to be operated primarily in a farm field or on farm premises. A kei truck driven on public roads is a mini-truck and needs its own title and plate.

Read from a secondary source or an older page. Confirm it with the office before you rely on it.

InspectionWhat inspection or insurance applies?

Safety. No periodic safety inspection applies. A physical inspection on State Form 39530 is part of the first title when the truck was bought outside Indiana or lacks a title or certificate of origin.

Emissions. A mini-truck registered in a county that tests emissions is declared emissions exempt on a Vehicle Inspection Report from the test site, once, at first registration.

Insurance. Proof of insurance is required to register a mini-truck.

NextWhat is coming?

No bill or rule change for kei trucks was found in Indiana on 28 October 2026. We read it again before a truck goes there.

Questions

Asked about Indiana.

Can I drive a 25 year old kei truck on Indiana roads?

Yes, once it is titled and registered as a mini-truck. It may use any road except an interstate highway, and it needs proof of insurance to register.

Does every kei truck fit Indiana's mini-truck definition?

It must have an engine of not less than 660 cc, be 60 inches wide or less, weigh 1,600 pounds or less unladen, top out at no more than 60 mph and have a locking enclosed cab with heat. An older 550 cc truck falls under the floor and is registered as an off-road vehicle instead.

How is the first title done?

By mail to the BMV Central Office with the mini-truck checklist, the title application, proof of ownership, an odometer statement, a side view photo and proof of address. A truck with Japanese export papers must also meet the federal import rules, which for a road truck usually means 25 years or older.

Is there an emissions test?

In a county that tests emissions, the test site declares the mini-truck exempt once, before its first registration.

What about off road use?

An off-road vehicle in Indiana is titled and registered with the BMV and carries decals. It may run on DNR land where authorized, county roads the county opens and private land with the owner's consent, never on a highway.
