Can I own one here

Owning one in Okanogan County.

On your own land, yes

Owning a kei truck and working it on a ranch, a farm, a mine or private property does not depend on a road title. Some states still ask for a title or an off road registration.

A 25 year truck on the road

Road use unclear. Washington has no kei truck law. The DOL titles a vehicle from another country on its ownership document and a US Customs entry summary and asks nothing about federal standards, while its rules define a not eligible for road use comment for vehicles that do not meet federal safety standards as the State Patrol adopts them. No source says how either reaches a kei truck.

A newer governed truck

Off highway vehicle. An off-road vehicle title from the DOL. That title does not qualify it for road registration. RCW 46.09.320

County roads Some

Two county lists. The WATV list is 529.251 miles of named county roads opened by Ordinances 2012-3, 2017-4 and 2019-3, such as Buzzard Lake Road, Bonaparte Lake Road, Aeneas Valley Road and Windy Hill Road. A separate list of 332.642 miles is open to off-road vehicles, opened by Ordinances 2012-3, 2013-1, 2013-3 and 2013-8 and kept through Ordinance 2018-1, such as Chiliwist Road, Davies Road and Cecil Creek Road. Ordinance 2018-01 closed certain roads in Commissioner District 3 to WATVs, and Ordinance 2017-01 repealed Ordinance 2014-07 after a court found its environmental review inadequate. Riding any other road in unincorporated Okanogan County is a violation. Okanogan County Code Chapter 10.10 from Ordinance 2013-10 and Ordinance 2019-3 signed in March 2019, with the WATV list updated 11 April 2019 and the ORV list updated 8 June 2018, read 28 October 2026

Importing a kei truck

The essentials, in short.

A truck under 25 can come in only as governed off road equipment, and only if its engine family held an EPA nonroad certificate for that model year. No kei engine family was certified for mini trucks before model year 2010, so a truck built after 31 October 2001 and before model year 2010 has no federal door until its 25th birthday.
