Any off-highway vehicle ridden where OHV recreation is legal on public land or at a private OHV venue built with state OHV grants needs a current Texas OHV decal. Riding on private land needs none.
On public property, all-terrain vehicle operators need a safety certificate. A rider under 14 must be accompanied by a parent, a guardian or an adult the guardian authorizes.

A newer truck comes in only as nonroad equipment, permanently governed to a top speed and with a nonroad engine certified by EPA before import. It pays the same 25 percent truck duty. What that engine needs.

The first title

The county tax assessor-collector's office, which takes title and registration applications for TxDMV, in the county where the owner lives or where the truck was bought, or any county office willing to take it, Transp. Code 501.023(a) and 502.040(b). The VIN inspection is done by a trained auto theft investigator who is a Texas peace officer, a person under that investigator's direct supervision or another inspector TxDMV authorizes, 501.0321(c). TxDMV itself has not done these inspections since October 2017. An assigned number, if one is ever needed, comes only from a TxDMV Regional Service Center.

Confirm the truck is 25 years or more from its manufacture date and keep the proof. TxDMV's manual records that a vehicle 25 years or older is exempt from the federal safety standards, is imported under Box 1 of Form HS-7 and needs no proof of safety compliance, Title Manual 14.12 and 19.4.
Keep every stamped paper from the port: the customs entry or clearance, such as CBP Form 7501 or 3461, DOT Form HS-7 with Box 1 checked, the bill of lading and the EPA Form 3520-1 the federal entry needs. TxDMV will not title a mini vehicle, by bond or by hearing either, when the owner lacks the import documents, Title Manual 14.12.
Keep the Japanese export certificate, the paper Japan issues when it cancels a registration for export, with an English translation verified by the translator's affidavit, Transp. Code 501.030(d)(3). TxDMV asks that the affidavit be notarized or acknowledged and give the translator's name and address. A foreign bill of sale is taken only with that evidence or where the evidence has no transfer section, and it must give the year, make and identification number, both names, a signature and a date, Title Manual 19.2.
Insure the truck before it moves on a road, Transp. Code 601.051. To drive it unregistered, a one trip plate costs $5 and is good for one trip of up to 15 days, and a 30 day plate for a light truck costs $25, each issued only on proof of insurance, 502.095(c) to (e).
Have the law enforcement VIN inspection done and keep the original Form VTR-68-A, Transp. Code 501.032(a)(2). The inspector verifies the truck's identity without relying on the public number alone, 501.0321(b), and may charge up to $40, 501.0321(e). TxDMV gives the form only to authorized inspectors, 501.0321(d), and says to find one through a Motor Vehicle Crime Prevention Authority grantee or a TxDMV Regional Service Center.
No safety inspection and, for a truck 25 years or older, no emissions test comes before title or registration. HB 3297 ended the noncommercial safety inspection on 1 January 2025, and the emissions program reaches only vehicles less than 25 years old, Health and Safety Code 382.203(a).
Complete Form 130-U, Application for Texas Title and/or Registration, revision 05/26. Check Title & Registration, or Title Only for a truck that will never use a public road. Box 1 takes the identification number, box 2 the year, boxes 11 and 12 the empty weight and carrying capacity and box 9 the odometer reading, which TxDMV asks for when the foreign papers carry no odometer disclosure, Title Manual 19.2.
File at the county tax assessor-collector's office with government issued photo ID, Transp. Code 501.023(a), and pay the title fee, the registration fees and the 6.25 percent use tax, which the office collects before it accepts the application, Tax Code 152.041(a) and (b). A truck that will use a public highway must be registered within 30 days after it is bought or its owner becomes a Texas resident, Transp. Code 502.040(a). The office issues two plates and a windshield sticker.

The inspection. One identity inspection, the law enforcement VIN inspection, recorded on the bottom of Form VTR-68-A, Transp. Code 501.032(a)(2) and 501.0321. It verifies the identity of the vehicle and, as applicable, its frame, body or motor, and it may not rely solely on the public identification number, 501.0321(a) and (b). It is not a safety or equipment inspection. Under 501.030(a) the county confirms before title that a vehicle last registered in another country passed the chapter 548 inspections or had an identification number inspection, and a 25 year noncommercial truck has no chapter 548 inspection to pass. TxDMV's Out of State and Imported Vehicles page still says a vehicle must meet the federal safety standards and pass a Texas safety inspection to be registered. HB 3297 repealed that inspection for noncommercial vehicles from 1 January 2025 and a 25 year truck is exempt from the federal standards, so the law and the manual govern.

Texas titles a vehicle under the number its manufacturer affixed, and TxDMV assigns a number of its own only when the manufacturer's permanent number has been removed, altered or obliterated or was never assigned, Transp. Code 501.033(a). A Japanese frame number such as DA63T-123456 is the number the maker stamped, so the statute reads as titling the truck under it. TxDMV's manual plans for numbers like it: a photograph of the VIN is required for a mini vehicle with a non-conforming 17-digit VIN when a Form VTR-68-A is not required, Title Manual 14.12, and for a truck from Japan the VTR-68-A itself records the number. TxDMV's title system applies a VIN IN ERROR remark when a number is in error or when a 1980 or older vehicle has a number other than 17 characters, Title Manual table 4-1, and a transaction with an invalid VIN goes to TxDMV special handling with the VTR-68-A, a photo or a pencil tracing as proof, Title Manual 2.7. How the system takes a 2001 frame number was not found. If TxDMV ever assigns a number it is TEX followed by six digits, issued by a Regional Service Center on a VTR-68-A and ownership evidence for a $2 fee, stamped on by the owner and certified on Form VTR-68-N, 501.033(c), (d) and (g) and Title Manual 13.6 to 13.8. Only TxDMV may issue an identification number, 501.033(h). Whichever number the title carries goes in box 1 of Form 130-U and on the insurance policy.

Tax at title6.25 percent state rate at title

Texas imposes a use tax of 6.25 percent of the total consideration on a motor vehicle bought at retail outside Texas and used on its public highways by a Texas resident or a person domiciled or doing business in Texas, Tax Code 152.022. A truck bought from a seller in Japan or in another state falls under it, and a truck bought in Texas pays the 6.25 percent sales tax instead, 152.021. The county tax assessor-collector collects it at title or registration and accepts no application until it is paid, 152.041(a) and (b). It is due on the 20th working day after the truck is brought into Texas, 152.041(d). The Comptroller's page and Form 130-U say 30 days, and the statute governs. Paid late it costs 5 percent more, and 5 percent again after another 30 days, 152.066(b). Total consideration leaves out transportation charged after the sale, 152.002(b)(6). Standard presumptive value, under which a private sale is taxed on at least 80 percent of a guidebook value, does not apply to a vehicle eligible for classic plates under Transp. Code 504.501, a vehicle at least 25 years old, Tax Code 152.0412(i), so a 25 year truck is taxed on its price even in a private sale. Tax legally paid to another US state is credited, and a foreign country's tax, customs duty or import tax is not, 34 TAC 3.61. A new Texas resident who brings in a truck already registered in their name in another state or country pays $90 in place of the use tax, Tax Code 152.023(b) and (c), or the lesser of $90 and 6.25 percent for a vehicle eligible for antique plates, 152.023(b-1). Insurance30/60/25 minimum

The minimums. $30,000 for bodily injury to or death of one person, $60,000 for bodily injury to or death of two or more persons and $25,000 for damage to the property of others in one collision, 30/60/25, Transp. Code 601.072(a-1), in force since 1 January 2011, read 28 October 2026.

When it is required. Operating any motor vehicle in Texas, Transp. Code 601.051, so every titled and registered kei truck. The county will not register a vehicle without proof of it, 502.046(a). The one trip and 30 day plates used to move an unregistered truck need it, 502.095(e)(3). No passing emissions inspection report is issued without it, 548.2521(a). The statute excuses a vehicle at least 25 years old used only for exhibitions, club activities, parades and similar functions and not for regular transportation when the owner files an affidavit with DPS that it is a collector's item, 601.052(a)(1). It also excuses an off-highway vehicle run only where chapter 551A or Parks and Wildlife Code chapter 29 allows, 601.052(a)(2-b). Section 601.051 writes the duty for operating a motor vehicle in this state without naming the highway, and nothing read says whether it reaches a truck that never leaves private land.

Texas requires a liability policy from a company authorized to write motor vehicle liability insurance in Texas, 601.071, or one of the other forms of financial responsibility in 601.051. The driver shows proof to a peace officer on request, on paper or on a phone, 601.053(a). Driving without it is a fine of $175 to $350 the first time and $350 to $1,000 after a conviction, 601.191. Insurers report policies to TexasSure, the state's verification program under Subchapter N of chapter 601, and an officer must try to verify coverage there before writing a citation, 601.053(c). A personal auto policy used to register or pass an inspection must run for 30 days or more, 548.2521(a).

What the insurer will ask. The standard proof of insurance form names the insurer, the policy number, the policy period, each insured and address, the limits and the make and model of each covered vehicle, 601.081(b). TexasSure matches each reported policy to a Texas registered vehicle, and DPS and TxDMV both tell owners that the identification number on the policy must match the one on the vehicle and the registration, and to have the insurer correct it if not. For a kei truck that is the frame number exactly as the title shows it, or the TEX number if TxDMV ever assigns one. Insure the truck under its frame number for the trip to the VIN inspection and change the policy if the title shows anything different. A truck titled with the Off-Highway Use Only remark is never registered, so there is no registration for TexasSure to match.

No emissions test in any other Texas county. A county comes in only through the TCEQ and DPS program under Health and Safety Code 382.202 and Transp. Code 548.301

A kei truck. A truck 25 years or older is not tested. The program reaches a gasoline vehicle that is required to be registered in and is primarily operated in an affected county and is at least two and less than 25 years old, Health and Safety Code 382.203(a), and the TCEQ rules say 2 to 24 years old, 30 TAC 114.50(a) and 114.80(c). TCEQ counts by model year, model-year 2 through 24 years old, so in 2026 the tested years run from 2002 through 2024. So the year Texas records for the truck, box 2 of Form 130-U, decides it, and for a Japanese truck that year comes from the export papers. A truck imported at 25 years from its manufacture date is outside the range as long as the title carries its year of manufacture. If the papers give a later year, such as a first registration in Japan after the year it was built, the record could fall inside it. The test on resale for a vehicle last titled in a county without the program reaches only vehicles in that same age range, 30 TAC 114.50(b)(7). Diesel vehicles are outside the program at any age, 30 TAC 114.50(a), and so is a slow-moving vehicle, one designed for 25 mph or less, 382.203(d)(2). DPS's page says registered in or primarily operated in an affected county, wider than the statute's and, and the statute governs. A buyer in an emissions county who keeps the truck mostly elsewhere has the affidavit routes TxDMV lists for vehicles not primarily operated in an affected county, Title Manual 9.6.

Safety inspectionTexas has had no periodic safety inspection for noncommercial..

Texas has had no periodic safety inspection for noncommercial vehicles since 1 January 2025. HB 3297 of the 88th Legislature repealed Transp. Code 548.051 and 548.052 and the inspection certificate sections and replaced the inspection revenue with the $7.50 inspection program replacement fee paid at registration, 548.510. What remains is the annual inspection of commercial motor vehicles, which chapter 548 defines as a vehicle over 26,000 pounds, one built for more than 15 passengers or one carrying placarded hazardous materials, plus vehicles over 10,000 pounds in interstate commerce, 548.001(1) and 548.201. A kei truck is none of these, so business use does not bring it into that program. Emissions tests remain in the emissions counties. A foreign truck gets one identity inspection before its first Texas title, the law enforcement VIN inspection on Form VTR-68-A, which is not an equipment check. The equipment rules of chapter 547 still apply on the road, enforced by officers rather than at a station, 547.004. TxDMV's imported vehicle page still says a Texas safety inspection is needed, and the statute and DPS's own notice of 6 January 2025 govern.

The licence

Class C driver licence, which covers any vehicle or combination not in Class A or B, so every kei truck, Transp. Code 521.083. A licence is required to drive a motor vehicle on a highway, 521.021. A new resident may drive on a licence from the former state or country for up to 90 days, 521.029(a). The licence chapter does not apply to an off-highway vehicle on public off-highway vehicle land, 551A.002(a). No endorsement is needed for a kei truck.

On the road

A miniature vehicle may use a public highway only if it is titled, registered and capable of operating in compliance with the applicable traffic laws in Title 7 of the Transportation Code, 545.429(b). The act names no road type and no speed limit of its own and adds no equipment list. The bill as filed carried one that the enrolled act dropped. A driver may not go so slowly as to impede the normal and reasonable movement of traffic and must obey a posted minimum speed, 545.363. The ordinary chapter 547 rules for every motor vehicle apply, and running a vehicle that is unsafe or not equipped to them is an offense, 547.004(a)

Plates and renewal

Registration runs 12 consecutive months from the first day of a month, 502.044(a), and renews each year online, by mail or at the county tax office, 502.0435, with proof of insurance, 502.046. In an emissions county a vehicle the program reaches also needs a passing emissions inspection, 548.256, no earlier than 90 days before the registration expires, 548.257. TxDMV takes $1 off a renewal made online. Driving more than five working days after the registration expires is an offense, 502.407(a). A truck at least 25 years old may instead carry classic plates with ordinary registration and no plate fee, 504.501(a) and (c), or antique plates, good for five years at $10 a year with one rear plate, but only for a collector's item used for exhibitions, club activities and parades and not for regular transportation, 504.502.

The decal. Required for any motorized vehicle used for off-highway recreation on public land where riding is legal or on land developed with a TPWD grant, Parks and Wildlife Code 29.001(3) and 29.003(a), so it reaches a kei truck at a public riding area whatever its title. TPWD's own answers say street legal full size vehicles need it when trail riding on public land, and that private land and public roads do not. The fee is $8 or the amount the Parks and Wildlife Commission sets, whichever is more, 29.003(b), and TPWD lists $16 for each fiscal year from 1 September to 31 August. Riding without it where it is required is a Class C Parks and Wildlife misdemeanor, 29.009.

The course. The safety certificate in Transp. Code 551A.031(b) is for operating an off-highway vehicle as 551A.001 defines it on public off-highway vehicle land or a beach, and a rider under 14 there needs direct supervision by a parent, a guardian or an adult they authorize, 551A.032. A kei truck most likely is not such a vehicle, so the certificate does not on its face reach it.

A 25 year kei truck titled and registered as a miniature vehicle is a motor vehicle for title and registration, Transp. Code 501.009 and 502.006, and the miniature class excludes off-highway vehicles, 502.001(21-a)(C). It needs no OHV plate and uses the roads it can drive within the traffic laws. A newer truck whose papers show off highway use only is titled with the Off-Highway Use Only remark and cannot be registered, Title Manual 14.12. Whether it counts as an off-highway vehicle turns on design: an ATV, ROV or utility vehicle must be designed by its manufacturer for off-highway use, 551A.001, and a kei truck's maker built it as a road vehicle, so the OHV plate of 551A.052, the city and county routes of 551A.053 and the farm and utility road use of 551A.057 most likely do not reach it. On that reading it works farms, ranches and private land. Only TxDMV can settle whether it may carry the OHV plate. Private land needs neither a decal nor a plate.

Questions

Is a kei truck street legal in Texas?

Yes, once it is titled and registered. Texas treats a miniature vehicle, a kei vehicle that complies with federal law, as a motor vehicle for title and registration, and it may use a public highway when it is titled, registered and able to operate within the traffic laws. A truck 25 years or older imported under Box 1 qualifies. A newer truck imported as governed off-road equipment is titled for off highway use only, is not registered and works farms, ranches and private land.

Which roads can it use?

Any public highway it can drive within the traffic laws. The law names no road type and no speed limit for miniature vehicles, but the truck may not go so slowly that it impedes normal traffic and must obey any posted minimum speed. It carries two plates, the driver needs a Class C licence and the truck needs liability insurance. At a public off-highway riding area it also needs the Texas OHV decal.

Do I need an emissions test?

Not for a truck 25 years or older. Texas tests gasoline vehicles at least 2 and less than 25 years old that are registered and primarily operated in Brazoria, Collin, Dallas, Denton, El Paso, Ellis, Fort Bend, Galveston, Harris, Johnson, Kaufman, Montgomery, Parker, Rockwall, Tarrant, Travis or Williamson County, and in Bexar County from 1 November 2026. TCEQ counts by model year, so the year Texas records for your truck is the one that counts. There is no safety inspection either, since Texas ended it for noncommercial vehicles on 1 January 2025.

What does the county tax office need to title an imported kei truck?

Form 130-U, photo ID, the Japanese export certificate with an English translation and the translator's affidavit, a bill of sale, the original law enforcement VIN inspection on Form VTR-68-A, proof of US Customs entry such as CBP Form 7501, Form HS-7 with Box 1 checked and proof of insurance. The office collects the title fee, the registration fees and the use tax before it accepts the application. No safety inspection is needed and a 25 year truck needs no emissions test.

My truck has a frame number, not a 17 character VIN. Can Texas title it?

Texas assigns its own number only when the maker's number was removed, altered, obliterated or never assigned, so a Japanese frame number reads as the number for the title, and TxDMV's manual provides for mini vehicles whose numbers are not 17 characters. The law enforcement VIN inspection records it. If TxDMV ever assigns a number it is a TEX number for a $2 fee. Whichever number the title carries is the number your insurance policy must carry.

What does it cost to title and register a kei truck in Texas?

The statutes set a $28 or $33 title fee depending on your county, a $50.75 registration fee, $1 for insurance verification and a $7.50 inspection program replacement fee each year, plus county fees of up to $31.50 and a $4.75 processing fee set by rule. The use tax is 6.25 percent of the price, with credit for tax paid to another US state but none for foreign tax or customs duty, and a 25 year truck is taxed on its price rather than a presumptive value. The VIN inspection may cost up to $40.

What insurance does a kei truck need in Texas?

Liability of at least $30,000 for one person's injury, $60,000 for two or more and $25,000 for property, 30/60/25, from a company authorized in Texas, to drive it in Texas. The county will not register the truck without proof. Insurers report policies to TexasSure, which matches them to registered vehicles by identification number, so the policy must carry the frame number exactly as the title does.

Do I need the Texas OHV decal?

Not to drive on the road. At a public off-highway riding area, or one built with a TPWD grant, every motorized vehicle used for recreation needs the decal, street legal trucks included, and TPWD lists it at $16 a year. Private land and public roads need no decal. A newer governed truck titled for off highway use only cannot be registered and most likely cannot take the OHV plate, so it stays on farms, ranches and private land.

Statewide

A governed kei truck most likely does not count as an off-highway vehicle in Texas, so these county and town routes probably do not reach it. Each class in Transp. Code 551A.001 turns on design: an ATV, ROV or UTV must be designed by the manufacturer for off-highway use, a UTV for off-highway use only and primarily for utility work, and a sand rail is a tube framed dune vehicle. A kei truck was designed by its maker as a road vehicle for Japan, and governing it to 25 mph after import does not change what the manufacturer designed. TxDMV titles a mini vehicle whose papers say off highway use only with that remark and no registration, under its own mini vehicle heading rather than as an ATV, ROV or UTV, and no TxDMV page or manual section says such a truck may take the off-highway vehicle plate that every road use under Subchapter D needs. Read strictly, the governed truck is a motor vehicle Texas will not register and that no OHV route reaches, and only TxDMV can settle whether it may carry the OHV plate. A 25 year truck is the other case. Since SB 1816 took effect on 20 June 2025 Texas titles and registers it as a miniature vehicle that may use any road it can drive within the traffic laws, so these routes do not matter to it. A few towns write wider classes of their own, side-by-sides, unique vehicles or motorized carts, and each of those is a question for that town.

A newer kei truck comes in as nonroad equipment, permanently modified so its top speed is 25 mph or less, with its engine covered by an EPA certificate of conformity before it reaches US Customs. The governor stays for the life of the truck, and removing it is tampering, a federal offense.

Engine size

Why 30 kilowatts decides a newer truck's engine

EPA sorts nonroad gasoline engines by maximum power, not size. Every kei engine is under 1,000 cc, so an engine of 30 kW or less may certify to the small engine standards, and 30 kW is the line that decides. Today's stock kei engines are rated above it, and a speed governor does not lower an engine's maximum power.

Every kei engine family EPA has certified for mini trucks is a lower power certified configuration, between 14.46 and 29.9 kW, under part 90 or part 1054. A certified mini truck engine is that configuration, not the stock engine.

The section reaches only an off-highway vehicle as 551A.001 defines it, an ATV, ROV, utility vehicle or sand rail designed by its manufacturer for off-highway use, and a kei truck built as a road vehicle most likely is not one. A 25 year truck titled and registered as a miniature vehicle needs none of it.

InspectionWhat inspection or insurance applies?

Safety. Texas ended the safety inspection for noncommercial vehicles on 1 January 2025 under HB 3297.

Emissions. Gasoline vehicles at least 2 and less than 25 years old that are required to be registered in and are primarily operated in an emissions county need an emissions test before registration, Health and Safety Code 382.203(a). A truck 25 years or older sits outside that range.

Insurance. Texas requires liability insurance or another form of financial responsibility to operate a motor vehicle, at least 30/60/25, Transp. Code 601.051 and 601.072(a-1), and the county will not register a vehicle without proof, 502.046(a). A titled and registered miniature vehicle is a motor vehicle for registration, 502.006, so it carries the same insurance as any pickup.

Can I drive a kei truck on Texas roads?

Yes, once it is titled and registered in Texas and able to operate within the traffic laws. Texas law names miniature vehicles and treats them as motor vehicles for title and registration.

What do I bring to the county tax office?

Form 130-U, photo ID, ownership evidence, a law enforcement VIN inspection (Form VTR-68-A) for a truck last registered abroad, US Customs entry papers and the Form HS-7.

Does it need a state inspection?

No safety inspection. Texas ended those for noncommercial vehicles in January 2025. Emissions tests in the emissions counties cover gasoline vehicles 2 to 24 years old.

Upgrades

Upgrades in Texas.

Height and lift. No bumper, frame or lift height rule was found in Transportation Code chapter 547. Lamp mounting heights are measured on level ground, so a lifted truck is measured as lifted (Tex. Transp. Code 547.301). Operating an unsafe vehicle is a misdemeanor (547.004).

Tires and fenders. Rear flaps or guards are required only on a truck with four or more tires or super single tires on the rear axle, which a kei truck lacks (Tex. Transp. Code 547.606). None found on fenders, tire size, tread depth, protrusion or spacers.

Lights. Up to two each of spotlamps, fog lamps at 12 to 30, auxiliary passing lamps at 24 to 42 and auxiliary driving lamps at 16 to 42 inches are allowed (Tex. Transp. Code 547.327 to 547.330). Only police may show red to the front (547.305).

Modification and inspection. Noncommercial safety inspection ended on 1 January 2025 (Tex. Transp. Code 548.051). An assembled vehicle such as a hobbyist built, custom, street rod or replica vehicle must pass a master technician inspection before title (731.101).
