Oklahoma titles mini trucks like any light truck

Read from Oklahoma's own statutes and motor vehicle office.

Oklahoma has titled and registered mini trucks since November 2008. A truck 25 years or older imported for road use is plated as a light truck and may use the state's roads, with one exception: it stays off the interstate system. A newer truck imported as off road equipment and governed to 25 mph is titled and registered as a utility vehicle for off road work.

Which truck are you buying?

Oklahoma treats the two kinds of kei truck differently. Pick yours and this answers for it.

a truck 25 years or older imported for road use under the federal age exemptions

Road use with limits

Title. Service Oklahoma title as a light truck on an assigned title or statement of origin. A notarized bill of sale serves where neither exists.

Registration. Light truck registration. OAC 260:135-7-126(i)

  • Not on any highway in the National System of Interstate and Defense Highways. 47 O.S. 1151.3(B)
  • All motor vehicle traffic rules apply. 47 O.S. 1151.3(B)
  • Must fit the mini truck description: 1,000 cc or less, 67 inches or less wide, 3,400 pounds or less dry and a top speed of approximately 55 mph.
I am buying a truck 25 years or older. What does Oklahoma allow?

It is a mini truck under Oklahoma law. It is titled and registered as a light truck and may use every road except the interstates.

a newer truck imported as off road equipment, governed to a top speed and carrying an EPA certified nonroad engine

Utility terrain vehicle

Where it can run

Farms, private land and off road use. The rule also offers a street legal UTV registration after the first off road registration, if the vehicle meets safety requirements, never on Interstate or US highways. A governed truck is nonroad equipment under federal law and is offered here for off road use.

Title. A truck governed to 25 mph lacks the top speed of approximately 55 mph in the mini truck description. It fits Oklahoma's utility vehicle definition. Utility vehicles bought or transferred on or after 1 July 2008 must be titled. OAC 260:135-7-142(a)

Registration. Utility vehicle registration with a decal fixed to the front, renewed only when ownership changes. OAC 260:135-7-144(a)

  • All UTVs must be registered off road first. A street legal UTV registration is optional, renews every year and is barred from Interstate and US highways. OAC 260:135-7-144(e)
  • Utility vehicle: an internal combustion engine, seating for two or more and a steering wheel, on four or more wheels. OAC 260:135-7-142(b)(3)

Read from a secondary source or an older page. Confirm it with the office before you rely on it.

A newer truck comes in only as nonroad equipment, permanently governed to a top speed and with a nonroad engine certified by EPA before import. It pays the same 25 percent truck duty. What that engine needs.

I am buying a newer truck governed to 25 mph. What does Oklahoma allow?

It is titled and registered as a utility vehicle with a decal on the front. It works farms, ranches and private land.

County by county

The rules in detail.

Where a newer off road truck or a UTV can run in Oklahoma, county by county, as each county's and town's own acts read. Every county on the map above opens its own page.

Statewide

Oklahoma sorts a utility vehicle by registration class and by local approval, and a kei truck mostly sits outside both. A truck 25 years or older that fits the mini truck description of 47 O.S. 1102, 1,000 cc or less, 67 inches or less wide, 3,400 pounds or less dry, about 55 mph, a bed and an enclosed cab, is titled and registered as a light truck under 47 O.S. 1151.3 and OAC 260:135-7-126 and may use every road but an interstate, so it needs no UTV route. A newer truck governed to 25 mph misses the 55 mph term. Whether Service Oklahoma classes it as a utility vehicle is the open question, because the statute defines a utility vehicle as one manufactured and used exclusively for off-highway use, 47 O.S. 1102(44), and the Service Oklahoma rule leaves out the word manufactured, OAC 260:135-7-142(b), and the UTV rules below are the ones that would then apply. For a utility vehicle 47 O.S. 11-1116(C) allows a city street only where the municipal governing body has adopted an ordinance, a county roadway only where the board of county commissioners has approved it, the roadway is posted 25 mph or less and lies in an unincorporated area and the board has put up signs, and a state highway only for a perpendicular crossing inside a municipality that has such an ordinance. A street-legal utility vehicle needs none of that. It has a bench or side-by-side seat, four wheels, an engine of 400 cc or more able to hold 50 mph, belts for each occupant and the full equipment of sections 12-201 to 12-232, is registered as a motor vehicle with a plate under 1-171.1, and may use the streets and highways of every county, including U.S. highways in the 69 counties under 75,000 people and only stretches of U.S. highway posted 50 mph or less in the eight counties over it, and never an interstate, 11-1116(C)(5). An all-terrain vehicle, defined as 50 inches or less wide and manufactured and used exclusively for off-highway use, may use roadways in unincorporated areas that are not state highways or interstates with a licensed driver, 11-1116(D)(4), and a city street where the city has an ordinance, (D)(3). So Oklahoma's route layer is mostly a state class, the street-legal utility vehicle, and the county and town acts that add roads for the other classes were not found in this pass.

Engines and EPA

Why the engine decides which truck comes in.

The same three facts hold in Oklahoma and every other state.

The 25 year truck

It comes in on age

A 25 year old kei truck in original configuration clears both agencies on age. No Registered Importer and no Independent Commercial Importer is needed.

EPA's provision asks only that the truck is in its original configuration with the same model of engine it left the factory with.

40 CFR 85.1511(f)(2)eCFR, read 28 October 2026

The newer truck

EPA asks for a certified engine

A newer kei truck comes in as nonroad equipment, permanently modified so its top speed is 25 mph or less, with its engine covered by an EPA certificate of conformity before it reaches US Customs. The governor stays for the life of the truck, and removing it is tampering, a federal offense.

Mini-trucks, importing used motor vehicles as nonroad vehiclesEPA, read 28 October 2026

Engine size

Why 30 kilowatts decides a newer truck's engine

EPA sorts nonroad gasoline engines by maximum power, not size. Every kei engine is under 1,000 cc, so an engine of 30 kW or less may certify to the small engine standards, and 30 kW is the line that decides. Today's stock kei engines are rated above it, and a speed governor does not lower an engine's maximum power.

Every kei engine family EPA has certified for mini trucks is a lower power certified configuration, between 14.46 and 29.9 kW, under part 90 or part 1054. A certified mini truck engine is that configuration, not the stock engine.

Oklahoma, the five answers

Road, title, land, inspection and what is next.

The roadCan I drive it on the road?

A mini truck titled and registered in Oklahoma may drive the state's roadways like any other vehicle but may not travel on any highway in the interstate system.

  • Mini-trucks shall be registered under the Oklahoma Vehicle License and Registration Act. 47 O.S. 1151.3(A)
  • Titled and registered mini-trucks may be operated on the roadways of this state but shall not travel upon any highway that is part of the National System of Interstate and Defense Highways. 47 O.S. 1151.3(B)
  • Operators must comply with all traffic regulations and rules of conduct for motor vehicles. 47 O.S. 1151.3(B)
  • The class: a foreign manufactured import or domestic vehicle with an engine of 1,000 cc or less, 67 inches or less wide, an unladen dry weight of 3,400 pounds or less, on four or more tires, with a top speed of approximately 55 mph, a bed or compartment for hauling and an enclosed passenger cab. OAC 260:135-7-126(h); 47 O.S. 1102

47 O.S. 1151.3 (Laws 2008, SB 1998, eff. 1 November 2008; amended Laws 2022, HB 3419); 47 O.S. 1102; OAC 260:135-7-126

TitleHow do I title and register it?

Service Oklahoma titles and registers a mini truck in the same manner and under the same classification as any other light truck.

The steps

  1. Check the truck against the mini truck description, including the 1,000 cc, 67 inch and 3,400 pound limits.
  2. Gather the ownership document Service Oklahoma accepts for the purchase.
  3. Apply for title and light truck registration.

The documents

  • For a new mini truck bought on or after 1 November 2008: a properly assigned manufacturer's statement of origin and the dealer's invoice
  • For any other mini truck: a properly assigned certificate of title or manufacturer's statement of origin if available. If not, Service Oklahoma may accept a notarized bill of sale or a similar ownership instrument

LandCan I use it on a farm or private land?

Every vehicle meeting the mini truck description must be titled and registered. The rule carves out no private ground exception. A vehicle that falls outside it, such as a governed truck, can fall in Oklahoma's utility vehicle class instead.

Class. Mini truck. Utility vehicle: a vehicle powered by an internal combustion engine with seating for two or more people and a steering wheel, on four or more wheels. OAC 260:135-7-142(b)(3)

Registration. Mini truck: light truck registration. Utility vehicle: title and an off road registration decal, renewed only on transfer. OAC 260:135-7-144

Read from a secondary source or an older page. Confirm it with the office before you rely on it.

On the farm

A mini truck registers like any light truck. Oklahoma's farm truck registration covers a pickup or truck used primarily for agricultural purposes, shown by a Schedule F or an agricultural exemption permit. Whether a mini truck may take farm truck registration is not stated in the rule.

Read from a secondary source or an older page. Confirm it with the office before you rely on it.

InspectionWhat inspection or insurance applies?

Safety. No inspection requirement appears in the mini truck statute or rule read.
