Mini trucks in Pennsylvania, on the farm, on private land and on the road as an antique

Read from Pennsylvania's own statutes and motor vehicle office.

Pennsylvania gives each kind of kei truck its own lane. A truck 25 years or older can carry antique plates for occasional road trips or a farm exemption for daylight runs between your farms. A newer truck imported as off road equipment and governed to 25 miles per hour takes an off road title for private property, or the farm exemption on a working farm. Neither one is registered for everyday driving, and we will match the truck to the lane before you buy.

Your lane

Which truck are you buying?

Pennsylvania treats the two kinds of kei truck differently. Pick yours and this answers for it.

A truck 25 years or older imported for road use can carry Pennsylvania antique plates for occasional trips or the farm vehicle exemption.

Road use with limits

Title. PennDOT title through one of its three ways: antique registration, farm exemption or off road title.

Registration. Antique registration under 75 Pa.C.S. 1340, no general daily transportation and occasional use no more than one day per week. Or the farm vehicle exemption under 1302(a)(10).

  • No unrestricted road registration without a PennDOT grandfather letter dated 1 December 2021
  • Type A farm vehicles use highways only from sunrise to sunset within the distances the law sets
What about a truck 25 years or older?

It can carry an antique registration for club events, tours, parades and occasional trips of no more than one day a week, or the farm vehicle exemption. It is not registered for everyday driving.

A newer truck imported as off road equipment, governed to 25 miles per hour with an EPA certified nonroad engine, takes a PennDOT off road title or a farm exemption on a working farm.

Farm use

Where it can run

Private property under the off road title. Under the farm exemption, highways by daylight between farms within the statute's distances. As a multipurpose agricultural vehicle, the owner's farms and highways between parts of one farm or between farms not more than five miles apart.

Title. PennDOT off road title, which allows operation on private property only.

Registration. None for private property under the off road title. A truck used exclusively on the owner's farms can take PennDOT's farm vehicle exemption, a biennial certificate. By size a mini truck also fits the multipurpose agricultural vehicle of 75 Pa.C.S. 102, a motor vehicle 66 inches or less wide and 2,000 pounds or less dry used exclusively for agricultural operations, which 1302(a)(17) exempts from registration. DCNR ATV registration does not fit, because 75 Pa.C.S. 7702 leaves trucks, multipurpose agricultural vehicles and off road utility vehicles used exclusively for agricultural or business operations out of the ATV class.

  • PennDOT says mini trucks imported as off road vehicles must be permanently modified to a maximum speed of 25 miles per hour
  • 75 Pa.C.S. 1302(a)(10): a Type A farm vehicle may be driven upon highways only from sunrise to sunset
  • PennDOT says the off road title carries no annual inspection
  • No operator age rule for private property use was found

Read from a secondary source or an older page. Confirm it with the office before you rely on it.

A newer truck comes in only as nonroad equipment, permanently governed to a top speed and with a nonroad engine certified by EPA before import. It pays the same 25 percent truck duty. What that engine needs.

What about a newer truck governed to 25 miles per hour?

PennDOT gives it an off road title for private property, and on a working farm it can take the farm vehicle exemption to run between farms by daylight. PennDOT says these trucks must be permanently limited to 25 miles per hour.

Private land and the farm

On your own ground in Pennsylvania.

On private land

75 Pa.C.S. 7724(a) asks for the consent of the owner on private land and bars an ATV from State property except on clearly marked and designated routes. A mini truck on an off road title may run on private property only.

The codepalegis.us, read 28 October 2026

On the farm

A mini truck used exclusively on the owner's farms can carry a farm vehicle certificate of exemption under 75 Pa.C.S. 1302(a)(10) and travel highways by daylight between farms within the statute's distances. An ATV is a separate class, and 7702 leaves out an implement of husbandry and a multipurpose agricultural vehicle.

The codepa.gov, read 28 October 2026

County by county

The rules in detail.

Where a newer off road truck or a UTV can run in Pennsylvania, county by county, as each county's and town's own acts read. Every county on the map above opens its own page.

Statewide

A governed kei truck is not an ATV in Pennsylvania and Pennsylvania has no mini truck road law that a municipality could use instead, so the ATV roads on this map are not open to it. 75 Pa.C.S. 7702 limits an ATV to a motorized off-highway vehicle on three or more tires, Class I up to 50 inches wide and 1,200 pounds dry and Class II wider or heavier, and leaves out trucks, any vehicle that is or must be registered under Chapter 13, multipurpose agricultural vehicles and off-road motor vehicles used exclusively as utility vehicles for agricultural or business operations and moved incidentally on a highway. 7721(a) makes it unlawful to run an ATV on any street or highway that the government with jurisdiction has not designated and posted as an ATV road, and 7722 lets PennDOT on State-designated highways and local authorities on any highway, road or street within their jurisdiction designate an ATV road, closed to cars or shared with them. Every route on these pages rests on those two sections. Off the road, 7724 asks for the owner's consent on private land. PennDOT defines a mini truck as a four wheeled property hauler of the Japanese Kei Jidosha class of 660 cc or less, no more than 130 inches long, 78 inches tall and 60 inches wide. It gives such a truck three limited doors: an antique registration for a truck at least 25 years old that may not serve general daily transportation and runs only for club activities, exhibits, tours, parades and occasional use of no more than one day a week, the farm vehicle exemption under 75 Pa.C.S. 1302(a)(10), and an off road title for private property only. A grandfather letter dated 1 December 2021 is the one unrestricted registration and ends when the truck is sold. House Bill 1205 would let a registered mini truck run on roads posted 55 mph or less and sits in committee. These pages map where ATVs and UTVs, the trucks' competition, run today.

Engines and EPA

Why the engine decides which truck comes in.

The same three facts hold in Pennsylvania and every other state.

The 25 year truck

It comes in on age

A 25 year old kei truck in original configuration clears both agencies on age. No Registered Importer and no Independent Commercial Importer is needed.

EPA's provision asks only that the truck is in its original configuration with the same model of engine it left the factory with.

40 CFR 85.1511(f)(2)eCFR, read 28 October 2026

The newer truck

EPA asks for a certified engine

A newer kei truck comes in as nonroad equipment, permanently modified so its top speed is 25 mph or less, with its engine covered by an EPA certificate of conformity before it reaches US Customs. The governor stays for the life of the truck, and removing it is tampering, a federal offense.

Mini-trucks, importing used motor vehicles as nonroad vehiclesEPA, read 28 October 2026

Engine size

Why 30 kilowatts decides a newer truck's engine

EPA sorts nonroad gasoline engines by maximum power, not size. Every kei engine is under 1,000 cc, so an engine of 30 kW or less may certify to the small engine standards, and 30 kW is the line that decides. Today's stock kei engines are rated above it, and a speed governor does not lower an engine's maximum power.

Every kei engine family EPA has certified for mini trucks is a lower power certified configuration, between 14.46 and 29.9 kW, under part 90 or part 1054. A certified mini truck engine is that configuration, not the stock engine.

Pennsylvania, the five answers

Road, title, land, inspection and what is next.

The roadCan I drive it on the road?

Pennsylvania does not give a mini truck an unrestricted road registration, but it opens two limited ways onto the road, an antique registration for a truck at least 25 years old and a farm vehicle exemption for work between farms.

  • PennDOT says a mini truck may not hold an unrestricted registration for on-road use unless the owner holds a PennDOT letter of grandfathered status dated 1 December 2021, and that status ends when the truck is sold
  • Antique registration needs a truck at least 25 years old. Under 75 Pa.C.S. 1340(b) it may not be used for general daily transportation, and use is limited to club activities, exhibits, tours, parades, occasional transportation and similar uses, with occasional meaning no more than one day per week
  • Farm exemption under 75 Pa.C.S. 1302(a)(10) covers a farm vehicle used exclusively on farms the owner owns or operates. A Type A farm vehicle, gross vehicle weight rating 10,000 pounds or less, may use highways only from sunrise to sunset, between parts of one farm, between farms not more than 50 miles apart and to a place of business within 50 miles to buy or sell farm goods or for repair
  • PennDOT's definition: a four wheeled property hauler of the Japanese Kei Jidosha class, 660 cc or less, no more than 130 inches long, 78 inches tall and 60 inches wide

75 Pa.C.S. 1340 and 1302(a)(10), applied in the PennDOT Mini Trucks FAQ

TitleHow do I title and register it?

PennDOT allows a mini truck one of three ways, an off road title, a farm vehicle certificate of exemption or an antique registration for a truck at least 25 years old.

The steps

  1. Choose the way that fits the use: off road title for private property only, farm exemption for a working farm, antique registration for a truck at least 25 years old used occasionally
  2. Title the truck with PennDOT using the import and ownership papers
  3. For the farm exemption, apply for the biennial certificate of exemption and renew it every two years
  4. For antique registration, provide the photographic proof of condition PennDOT asks for

The documents

  • Bill of sale
  • US Customs entry papers and the Japanese export certificate with an English translation
  • The chassis number
  • Proof of age for antique registration
  • Proof of farm use and liability coverage for the farm exemption

PennDOT Driver and Vehicle Services

LandCan I use it on a farm or private land?

On private property a mini truck runs under a PennDOT off road title with no annual inspection.

Class. Off road title from PennDOT, which allows operation on private property only

Registration. The off road title is the record. PennDOT says it carries no annual inspection and allows no public roadway use.

On the farm

A mini truck used exclusively on the owner's farms can carry a farm vehicle certificate of exemption, renewed every two years, and travel highways between farms within the statute's limits by daylight.

InspectionWhat inspection or insurance applies?

Safety. PennDOT says none of the three ways, off road title, farm exemption or antique registration, carries an annual inspection.

Emissions. No emissions test is named for any of the three ways.

Insurance. A farm exempt vehicle must carry the same minimum liability as a registered vehicle, and general farm liability coverage can satisfy it. An antique registered truck carries the financial responsibility the law asks of registered vehicles.

Read from a secondary source or an older page. Confirm it with the office before you rely on it.

NextWhat is coming?

House Bill 1205 would define a mini truck in Title 75 and let a registered mini truck run on state and local roads posted 55 miles per hour or less, with an equipment list, a seating limit, its own insurance minimums and an exemption from emissions inspection. It sits in the House Transportation Committee with no action since referral.

Referred 15 April 2025, still in committee 28 October 2026

Questions

Asked about Pennsylvania.

Can I drive a mini truck on Pennsylvania roads?

In two limited ways. A truck at least 25 years old can carry an antique registration for club events, tours, parades and occasional trips of no more than one day a week. A truck used exclusively on your farms can carry a farm exemption and use highways by daylight between farms within the distances the law sets. Everyday road registration is not available.

What about a truck 25 years or older?

It can carry an antique registration for club events, tours, parades and occasional trips of no more than one day a week, or the farm vehicle exemption. It is not registered for everyday driving.

What about a newer truck governed to 25 miles per hour?

PennDOT gives it an off road title for private property, and on a working farm it can take the farm vehicle exemption to run between farms by daylight. PennDOT says these trucks must be permanently limited to 25 miles per hour.

What does the farm exemption allow?

For a farm vehicle rated 10,000 pounds or less, highway use from sunrise to sunset between parts of one farm, between your farms up to 50 miles apart and to a business within 50 miles to buy or sell farm goods or for repairs. The certificate is renewed every two years and the truck needs liability coverage.

What about the off road title?

It records ownership and lets the truck work on private property. It does not allow any public road use.

Is an inspection required?

PennDOT says none of the three ways carries an annual inspection.

Is a change coming?

House Bill 1205, filed in April 2025, would open roads posted 55 miles per hour or less to registered mini trucks. It is in committee and has not become law.

Upgrades

Upgrades in Pennsylvania.

Height and lift. A light truck of 11,000 lb registered gross weight or less fails inspection for front axle lift blocks or rear blocks over 5 inches above original (67 Pa. Code 175.80). Postponement notes leave a 16 to 30 inch bumper bar range unclear (175.78).

Tires and fenders. Fenders must be original type, tires may not touch the body and flares may not exceed 3 inches (67 Pa. Code 175.77). Spacers over 1/4 inch are barred (175.65). Tread past the wheel housing is a reject item, though its status is unclear (175.80).

Lights. One pair of auxiliary driving and fog lamps is allowed, at least 20 inches apart and no higher than 42 inches, with total candlepower capped at 150,000 (67 Pa. Code 175.66). Roof or roll bar off-road lights must be covered on highways (175.66).

Modification and inspection. A reconstructed, modified or specially constructed vehicle must be declared on the title application and may not be driven on the highway until it passes a reconstructed vehicle inspection station (75 Pa.C.S. 1103.1). A lift or tire size is not listed as a trigger.

From the upgrades chapter of Mini Truck Roadbook, the 2026 to 2027 edition, with the statute after each rule.
