Can I own one here
Owning one in Pinellas County.
On your own land, yes
Owning a kei truck and working it on a ranch, a farm, a mine or private property does not depend on a road title. Some states still ask for a title or an off road registration.
A 25 year truck on the road
Road use with limits. Florida titles, registers and insures a mini truck like any motor vehicle, and it may be driven on streets posted 35 mph or less and across faster roads at intersections.
A newer governed truck
Private land only. No class confirmed.
Roads and towns

Roads open. Florida opens the streets of Pinellas County posted 35 mph or less to a titled, registered and insured kei truck as a mini truck, with a valid driver license, and lets it cross faster roads at an intersection. No county act is needed. County codes were not read in this pass, so a county may have closed its roads to mini trucks. Its 24 incorporated places were not read, and any of them may prohibit mini trucks on its streets.
This rests on Florida law. No Pinellas County ordinance or resolution was read.
In town Open
No town street opening was found in the codes read.
County roads Some
Every county road in Pinellas County posted 35 mph or less is open by the state's default to a titled, registered and insured mini truck, and it may cross a county road posted higher at an intersection (s. 316.2122(1)). A county road posted above 35 mph is closed to it. The county may prohibit mini trucks on a road under its jurisdiction by finding the prohibition necessary in the interest of safety (s. 316.2122(3)). Importing a kei truck
The essentials, in short.
A truck under 25 can come in only as governed off road equipment, and only if its engine family held an EPA nonroad certificate for that model year. No kei engine family was certified for mini trucks before model year 2010, so a truck built after 31 October 2001 and before model year 2010 has no federal door until its 25th birthday.
Two lanes
A road truck must be 25 years old by its own build date. A newer truck comes in only as governed off road equipment with a certified engine.
The 25 percent duty
Every kei truck pays the 25 percent truck duty at the port, whatever its age.
The paperwork
The customs entry and the two federal declarations, DOT Form HS-7 and EPA Form 3520-1, travel with the truck to your title office.
The title
Keep every stamped paper with the truck. Your state title office asks to see them.
