On your own land

On private land closed to the public a kei truck needs no plate, no registration and no insurance under the motor vehicle code. Every vehicle rule that matters to it applies on a highway, and a highway is a publicly maintained way open to public travel.

On the farm

From 18 November 2026 a farmer with a valid SCATE card from the South Carolina Department of Agriculture and a valid driver's license may operate a UTV or other similarly motorized vehicle with a top speed under 55 mph without restriction within ten miles of the farmer's agricultural operation (56-2-5140). A governed kei truck has a top speed under 55 mph, so it can fit the words, but the act does not define a similarly motorized vehicle.

No SCDMV, Department of Agriculture or Department of Public Safety text applying 56-2-5140 to a kei or mini truck by name was found.

A 25 year truck on the road

Road use unclear, to confirm. South Carolina has no mini truck class. Its one written rule for a foreign vehicle that does not meet federal safety standards lets the SCDMV brand it Off Road Use Only, which bars registration, at the department's discretion. A 25 year import is exempt from those standards rather than compliant with them, and the SCDMV publishes no policy on how it uses that discretion.

A newer governed truck

Farm use. SCDMV title on Form 400, expected to carry the Off Road Use Only brand.

State rules

Roads and towns

Roads and towns in Laurens County.

Roads open. From 18 November 2026 a registered UTV may use the secondary roads of Laurens County posted 55 mph or less within ten miles of home but never an interstate. No county or town ordinance changing that was found. A governed kei truck is not a UTV and goes on these roads only with a farmer who holds a SCATE card, within ten miles of the farm.

In town To confirm

No town street opening was found in the codes read.

County roads Open

From 18 November 2026, in unincorporated Laurens County, a registered UTV may run on secondary highways posted 55 mph or less within ten miles of the address on its registration, unless county council sets hours, methods and locations by ordinance under 56-2-5100. No such ordinance was found and the county's code, behind a bot check, was not read. Title 56 does not define a secondary highway, and county maintained roads are read here as reached by the default, which no text found settles. S.C. Code 56-2-5110, added by 2026 Act No. 164 (S.222), effective 18 November 2026. No county ordinance under 56-2-5100 found., read 28 October 2026

How to import a mini truck, step by step.

A newer off road truck never lands in California. It comes in through Tacoma or by way of Houston.

Trucks travel in containers, one to a 20 foot box with room for parts or three to a 40 foot box.

Road miles are an estimate, the straight line times 1.2.

Importing a kei truck

The essentials, in short.

A truck under 25 can come in only as governed off road equipment, and only if its engine family held an EPA nonroad certificate for that model year. No kei engine family was certified for mini trucks before model year 2010, so a truck built after 31 October 2001 and before model year 2010 has no federal door until its 25th birthday.
