On land its owner owns or leases a kei truck needs no OHRV registration, and a truck used only for work is not an OHRV.
A 25 year truck on the road
Road use unclear, to confirm. New Hampshire law does not name kei trucks. Its title rule for a used vehicle bought abroad asks for import papers such as the HS-7, and neither statute nor rule says how a 25 year exemption is read, so the DMV's Title Bureau decides truck by truck.

To confirm. In Hillsborough County a 2026 law lets Windsor open two state roads to OHRVs and Hillsborough's connecting roads carry them in season by the state's trail page, but no act was read that opens a road, so a governed kei truck registered as an OHRV should ask the town first.

Importing a kei truck

A truck under 25 can come in only as governed off road equipment, and only if its engine family held an EPA nonroad certificate for that model year. No kei engine family was certified for mini trucks before model year 2010, so a truck built after 31 October 2001 and before model year 2010 has no federal door until its 25th birthday.

A road truck must be 25 years old by its own build date. A newer truck comes in only as governed off road equipment with a certified engine.

Every kei truck pays the 25 percent truck duty at the port, whatever its age.
The paperwork
The customs entry and the two federal declarations, DOT Form HS-7 and EPA Form 3520-1, travel with the truck to your title office.
