Can I own one here
Owning one in Camden County.
On your own land
The three statutes govern highways and streams. They do not reach private land, where Missouri sets no registration for a utility vehicle or a recreational off-highway vehicle, and the Department of Revenue titles and registers only ATVs.
On the farm
RSMo 304.013(1)(2), 304.032(1)(2) and 304.033(1)(2) let an ATV, a utility vehicle and a recreational off-highway vehicle use a highway for agricultural purposes or industrial on-premises purposes. An ATV and a utility vehicle do so between sunrise and sunset, and a utility vehicle may also run at night with proper lighting. The driver needs a valid licence and a utility vehicle stays under 45 mph, 304.032(3). Whether a kei truck counts as one of those vehicles is the open question.
A 25 year truck on the road
Open to road use. Missouri law writes a title class, the Non-USA-Std motor vehicle, for a vehicle not originally made to US safety or emissions standards. The Department of Revenue titles and registers an import declared under Box 1 of Form HS-7, the federal 25 year lane, after a Highway Patrol examination.
A newer governed truck
Unclear. Turns on the HS-7 box the importer declares. Missouri refuses Boxes 4, 5, 6, 7, 10, 11, 12 and 13. NHTSA has called Box 8 the declaration for a vehicle not manufactured primarily for use on the public roads, and Missouri's page neither refuses Box 8 nor lists papers for it.
Roads and towns
Roads and towns in Camden County.
Roads open. Camden County lets a permitted UTV with a steering wheel and four wheels use its county roads but no state highway and no street inside a city, under an ordinance passed in February 2026, and Osage Beach opens its own streets posted 30 mph or less to utility vehicles under an ordinance of August 2020.
In town Some
- Some Osage Beach. Utility vehicles of 50 to 67 inches wide and 2,000 pounds or less may use city streets posted 30 mph or less, never a federal, state or county highway except to cross and never a crossing where the crossed road is posted over 45 mph, and three named streets are closed. The operator needs a licence and Chapter 303 insurance, and lamps after dark and a safety flag are required. The city's current code was not checked for later amendments. Osage Beach Ordinance 20.42 (Bill 20-42), Chapter 390, passed 20 August 2020, read 28 October 2026
- Some Lake Ozark. A 2024 ordinance, reported by a local newspaper, kept UTVs and recreational off-highway vehicles off city streets with the state exceptions, and a 2025 amendment reported by a local radio station would allow special permits on city streets posted 45 mph or less between sunrise and sunset. Neither text was read. Lake Ozark 2024 ordinance and April 2025 amendment, news reports only, read 28 October 2026
- To confirm Camdenton. The city's own code was not read.
County roads Open
Camden County roads outside the incorporated cities, for permitted utility terrain vehicles with four or more wheels and a steering wheel. The ordinance names no list of roads: UTVs may use designated county roads and are barred from any Missouri state highway and from any road the commission closes by order. It opens nothing inside an incorporated city. Its definition reaches a vehicle designed for off-highway use and not otherwise licensed for highway use under Missouri law. Camden County Ordinance 12-04-2025, passed and adopted by the Camden County Commission on 10 February 2026, read 28 October 2026
State highways Closed
- Every Missouri state highway in Camden County is closed to permitted UTVs. Camden County Ordinance 12-04-2025, section 2(B), 10 February 2026, read 28 October 2026
- Osage Beach allows a utility vehicle to cross a federal, state or county highway only where the crossed road is posted 45 mph or less. Osage Beach Ordinance 20.42, section 390.070(A)(4) and (5), 20 August 2020, read 28 October 2026

How to import a mini truck, step by step.
A newer off road truck never lands in California. It comes in through Tacoma or by way of Houston.
Trucks travel in containers, one to a 20 foot box with room for parts or three to a 40 foot box.
Road miles are an estimate, the straight line times 1.2.
The ground
Camden County, counted.
Farms in Camden County hold 52,167 acres of woodland. Camden County has 533 farms and 349 cattle operations, by the 2022 Census of Agriculture. 56 percent of Camden County's people live outside urban areas.
Importing a kei truck
The essentials, in short.
A truck under 25 can come in only as governed off road equipment, and only if its engine family held an EPA nonroad certificate for that model year. No kei engine family was certified for mini trucks before model year 2010, so a truck built after 31 October 2001 and before model year 2010 has no federal door until its 25th birthday.
Two lanes
A road truck must be 25 years old by its own build date. A newer truck comes in only as governed off road equipment with a certified engine.
The 25 percent duty
Every kei truck pays the 25 percent truck duty at the port, whatever its age.
The paperwork
The customs entry and the two federal declarations, DOT Form HS-7 and EPA Form 3520-1, travel with the truck to your title office.
The title
Keep every stamped paper with the truck. Your state title office asks to see them.
