Kei trucks are registered for the road in Massachusetts
Read from Massachusetts's own statutes and motor vehicle office.
Massachusetts registers and titles Kei trucks for the road, so a truck 25 years or older imported for road use gets a passenger or commercial plate, a title and the yearly safety inspection. A newer truck imported as off road equipment and governed to 25 miles per hour stays off public ways and works farms, woodlots and private land, registered with the Environmental Police when it is used for recreation. We will line up the right papers for either one.
Your lane
Which truck are you buying?
Massachusetts treats the two kinds of kei truck differently. Pick yours and this answers for it.
A truck 25 years or older imported for road use is registered and titled by the Massachusetts RMV under its Kei policy.
Open to road useTitle. Titled at a local RMV Service Center.
Registration. Passenger or commercial plate by intended use, with the insurance stamp on the Registration and Title Application.
- Safety inspection within seven days of registration and every year after
- Model years before 2012 skip the emissions test
What about a truck 25 years or older?
It registers and titles at an RMV Service Center with a passenger or commercial plate, insured through a Massachusetts agent and safety inspected within seven days.
A newer truck imported as off road equipment, governed to 25 miles per hour with an EPA certified nonroad engine, is not a road vehicle and falls under the recreation vehicle law when used for recreation.
Off highway vehicleWhere it can run
On the owner's or lessee's own property, and for their immediate family. On other private land with the owner's signed permission or in an area the owner has posted. On public property only on marked and designated trails unless the owner permits otherwise. Not on public ways.
Title. No RMV title. A recreation vehicle registration certificate and number are the record.
Registration. MGL c. 90B s. 20 defines a recreation or off-highway vehicle as any motor vehicle designed or modified for use over unimproved terrain for recreation or pleasure while not on a public way, and says vehicles operated exclusively for agricultural, forestry, lumbering or construction purposes are not subject to the chapter. Section 22 bars operating a recreation vehicle unless registered with the director of law enforcement, the Environmental Police, and gives no exemption for the owner's own land. The recreation utility vehicle class needs flotation tires, under 1,500 cc, no more than 1,800 pounds dry, a bench seat and a steering wheel, and a stock kei truck does not have flotation tires.
- Section 26(a)(1): no person under 14 may operate an all terrain vehicle or recreation utility vehicle
- Section 26(a)(2): from 14 to 16 only units of 90 cc or less under direct supervision of someone 18 or older, which rules out a 660 cc truck
- Section 26(b): no one 18 or older may knowingly let a person under 18 operate one in their custody except as the law allows
- Section 26(d): operators and riders wear protective headgear
- No numeric speed rule appears in section 26

A newer truck comes in only as nonroad equipment, permanently governed to a top speed and with a nonroad engine certified by EPA before import. It pays the same 25 percent truck duty. What that engine needs.
What about a newer truck governed to 25 miles per hour?
It is not a road vehicle. Used only for farm, forestry, lumbering or construction work it sits outside the recreation vehicle law. Used for recreation it registers with the Environmental Police, and riders wear protective headgear.
Engines and EPA
Why the engine decides which truck comes in.
The same three facts hold in Massachusetts and every other state.
The 25 year truck
It comes in on age
A 25 year old kei truck in original configuration clears both agencies on age. No Registered Importer and no Independent Commercial Importer is needed.
EPA's provision asks only that the truck is in its original configuration with the same model of engine it left the factory with.
40 CFR 85.1511(f)(2)eCFR, read 28 October 2026The newer truck
EPA asks for a certified engine
A newer kei truck comes in as nonroad equipment, permanently modified so its top speed is 25 mph or less, with its engine covered by an EPA certificate of conformity before it reaches US Customs. The governor stays for the life of the truck, and removing it is tampering, a federal offense.
Mini-trucks, importing used motor vehicles as nonroad vehiclesEPA, read 28 October 2026Engine size
Why 30 kilowatts decides a newer truck's engine
EPA sorts nonroad gasoline engines by maximum power, not size. Every kei engine is under 1,000 cc, so an engine of 30 kW or less may certify to the small engine standards, and 30 kW is the line that decides. Today's stock kei engines are rated above it, and a speed governor does not lower an engine's maximum power.
Every kei engine family EPA has certified for mini trucks is a lower power certified configuration, between 14.46 and 29.9 kW, under part 90 or part 1054. A certified mini truck engine is that configuration, not the stock engine.

The roadCan I drive it on the road?
Massachusetts registers and titles Kei trucks, cars and vans, with a passenger or commercial plate by intended use, under the Registry of Motor Vehicles policy in force since 18 September 2024.
- The RMV advisory of 17 September 2024 says owners of Kei Vehicles may register them effective 18 September 2024, and vehicles already registered continue their registrations and renewals without interruption
- Newly registered Kei Vehicles may receive a passenger or commercial plate depending on intended use
- No Kei specific speed or road type limit was set by the RMV. Ordinary traffic law applies
- The RMV says it continues to review the safety implications of Kei Vehicles on public roadways and that plans for a formal study will be announced once complete
- The policy is an agency decision, not a statute, so the Registry can revisit it
RMV policy under MGL chapter 90, set out in the RMV advisory of 17 September 2024
TitleHow do I title and register it?
A road eligible Kei truck is titled and registered in person at a local RMV Service Center.
The steps
- Insure the truck with a Massachusetts licensed insurance agent, who stamps and signs the Registration and Title Application
- Bring the application, the ownership documents and the import papers to a local RMV Service Center
- Choose a passenger or commercial plate by how the truck will be used
- Have the truck safety inspected within seven days of registration
The documents
- Registration and Title Application with the insurance stamp and signature
- Bill of sale
- US Customs entry papers showing lawful import for road use, with the Japanese export certificate and an English translation
- The chassis number

LandCan I use it on a farm or private land?
A truck that is not imported for road use still works hard on farms, nurseries, estates and private land.
Class. None set for Kei trucks. Recreation vehicles such as ATVs are registered with the Massachusetts Environmental Police, and whether a nonroad mini truck fits that class was not confirmed.
Registration. Not needed for road use when the truck is RMV registered. For a truck imported only as nonroad equipment, ask the Environmental Police about recreation vehicle registration.

On the farm
A registered Kei truck can carry a commercial plate for farm and business work. No separate farm rule for mini trucks was found.

InspectionWhat inspection or insurance applies?
Safety. Every vehicle registered in Massachusetts gets a safety inspection each year, and a used vehicle after a change of owner must be inspected within seven days of registration.
Emissions. The OBD emissions test applies to cars, trucks and SUVs of model year 2012 and newer. A truck old enough for the federal 25 year rule is older than that and is exempt from the emissions test, though excess smoke still fails the safety inspection.
Insurance. Massachusetts registration needs proof of insurance through the insurance stamp and signature on the Registration and Title Application.

NextWhat is coming?
House Bill 4053, An Act to legalize Kei vehicles in the Commonwealth, would write the RMV policy into law as a new MGL chapter 90 section 2K, defining the Kei class at 660 cc or less, 130 inches long, 78 inches high and 60 inches wide. It would let the registrar accept registrations and renewals. Reported favorably by Transportation and sent to House Ways and Means.
Reported 28 July 2025, in House Ways and Means
House Bill 3698, An Act relative to federal motor vehicle safety standards compliance, would have the Registry register vehicles 25 years or older. Reported favorably by Transportation and sent to House Ways and Means.
Reported 28 July 2025, in House Ways and Means
The RMV's formal study of Kei Vehicles on public roadways, announced as under development in September 2024. No study or result was found.

Questions
Asked about Massachusetts.
Can I register a mini truck for the road in Massachusetts?
Yes. The Registry of Motor Vehicles has registered Kei trucks, cars and vans since 18 September 2024, with a passenger or commercial plate depending on intended use.
What about a truck 25 years or older?
It registers and titles at an RMV Service Center with a passenger or commercial plate, insured through a Massachusetts agent and safety inspected within seven days.
What about a newer truck governed to 25 miles per hour?
It is not a road vehicle. Used only for farm, forestry, lumbering or construction work it sits outside the recreation vehicle law. Used for recreation it registers with the Environmental Police, and riders wear protective headgear.
Are there speed or road limits?
The Registry set none for Kei vehicles. They follow ordinary traffic law, and as with any small truck, choose routes that suit its speed.
What inspection does it need?
A safety inspection within seven days of registration and every year after. Trucks built before model year 2012 are exempt from the emissions test.
Could the rule change?
The policy comes from the Registry, which says it continues to study Kei vehicle safety. A House bill that would put Kei registration into state law cleared the Transportation committee in July 2025.
Upgrades
Upgrades in Massachusetts.
Height and lift. A vehicle originally rated 10,000 pounds or less may not be raised or lowered over two inches from the maker's height, tires included (M.G.L. c. 90 7P). Four wheel drive may exceed it by formula (540 CMR 6.05). Over the limit fails inspection (4.04(13)).
Tires and fenders. A vehicle under 10,000 pounds with tires beyond the fenders or body needs flaps or guards (540 CMR 4.04(12)(c)). Tread under 2/32 inch fails inspection (4.04(11)). Four wheel drive may not use wheel spacers (6.04(3)). No tire size cap found for two wheel drive.
Lights. Aftermarket lighting that breaks FMVSS 108 or Chapter 90 must come off or the vehicle is rejected (540 CMR 4.04(10)(e)). Neon undercarriage lighting is prohibited (22.07). Flashing amber is allowed on a vehicle showing the owner's name while doing public safety service (22.06(2)).
Modification and inspection. The registrar must suspend or refuse registration of a vehicle altered in violation of the height rules (540 CMR 6.06(2)). Those rules cover four wheel drive vehicles of not over 10,000 pounds (6.02). For a homemade vehicle the registrar sets the maximum height (6.05(3)).

Where Massachusetts's truck comes ashore.
From the nearest port where a sailing from Japan is on record. Road miles are an estimate, the straight line times 1.2, not a routed drive.
