On your own land, yes
Owning a kei truck and working it on a ranch, a farm, a mine or private property does not depend on a road title. Some states still ask for a title or an off road registration.
A 25 year truck on the road
Closed to road use. Georgia will not title or register a kei truck at any age. O.C.G.A. 40-3-30(b) and 40-2-27(b) exempt a vehicle 25 years or older from the federal standards bar in their own subsection (a), but 40-3-30.1 defines a vehicle not built to the federal safety or emission standards as an unconventional motor vehicle with no age exception, and 40-3-30.1(f) says it shall not be titled or registered. The Department of Revenue applies that to kei trucks in Policy Bulletin MVD-2023-05: a truck imported under the 25 year box on the federal HS-7 cannot be titled and registered in Georgia, a title from another state is refused and titles issued in error are cancelled.
A newer governed truck
Private land only. None. MPOHVs are not titled, and no other off road title was found.

To confirm. Augusta opens a few streets and its downtown to PTVs, but whether a plated side by side may use the consolidated government's roads was not found in writing and a governed kei truck fits neither class, so here it works the farm and private land.

Dewey Gray Circle, Wainbrook, Devore Place and Interstate Parkway between Wainbrook and Devore Place, on Heath Drive from Wicklow Drive to Berckmans Road, on Pine Needle Road from Buena Vista and Cardinal Drive west to the Forest Hills golf course entrance by day, and on downtown streets between the state line, 15th Street, Laney Walker Boulevard and East Boundary Street, less the Calhoun Expressway, 15th, 13th, St. Sebastian Way, R.A. Dent, Walton Way, Laney Walker, Gordon Highway, East Boundary and parts of Reynolds and Jones. Private PTVs run from half an hour after sunrise to half an hour before sunset and may not cross a road posted above 35 mph. Whether a plated multipurpose off-highway vehicle may use the consolidated government's roads is to confirm. A kei truck is not a PTV. County roads To confirm
This is a consolidated government with one road system for county and city alike. Whether its roads count as a county road system, where 40-6-362(b) lets a plated multipurpose off-highway vehicle run, or as city streets, where it may only cross, was not found in writing. Importing a kei truck
The essentials, in short.
A truck under 25 can come in only as governed off road equipment, and only if its engine family held an EPA nonroad certificate for that model year. No kei engine family was certified for mini trucks before model year 2010, so a truck built after 31 October 2001 and before model year 2010 has no federal door until its 25th birthday.

A road truck must be 25 years old by its own build date. A newer truck comes in only as governed off road equipment with a certified engine.

Every kei truck pays the 25 percent truck duty at the port, whatever its age.
The paperwork
The customs entry and the two federal declarations, DOT Form HS-7 and EPA Form 3520-1, travel with the truck to your title office.
