Can I own one here
Owning one in Habersham County.
On your own land, yes
Owning a kei truck and working it on a ranch, a farm, a mine or private property does not depend on a road title. Some states still ask for a title or an off road registration.
A 25 year truck on the road
Closed to road use. Georgia will not title or register a kei truck at any age. O.C.G.A. 40-3-30(b) and 40-2-27(b) exempt a vehicle 25 years or older from the federal standards bar in their own subsection (a), but 40-3-30.1 defines a vehicle not built to the federal safety or emission standards as an unconventional motor vehicle with no age exception, and 40-3-30.1(f) says it shall not be titled or registered. The Department of Revenue applies that to kei trucks in Policy Bulletin MVD-2023-05: a truck imported under the 25 year box on the federal HS-7 cannot be titled and registered in Georgia, a title from another state is refused and titles issued in error are cancelled.
A newer governed truck
Private land only. None. MPOHVs are not titled, and no other off road title was found.
Roads and towns
Roads and towns in Habersham County.
Roads open. Every county road in Habersham County is open by state law to a side by side with a Georgia off-highway plate, but the state will not issue that plate for a governed kei truck, so here it works the farm and private land, and no town code was read.
This rests on Georgia law. No Habersham County ordinance or resolution was read.
In town Closed
No town street opening was found in the codes read.
County roads Open
Every road in the county road system, for a multipurpose off-highway vehicle registered and plated in Georgia, which may also cross city streets and state highways. The statute opens them in every county and no county act is needed. A county may restrict a heavily travelled road to any class of traffic under 40-6-371(a) once it is signed, and no such act was searched for in this county. A governed kei truck cannot take the plate. O.C.G.A. 40-6-362(b) as enacted by HB 121 of 2023, registration open from 1 December 2023, read 28 October 2026
State highways Closed
Closed to OHVs.

Importing a kei truck
The essentials, in short.
A truck under 25 can come in only as governed off road equipment, and only if its engine family held an EPA nonroad certificate for that model year. No kei engine family was certified for mini trucks before model year 2010, so a truck built after 31 October 2001 and before model year 2010 has no federal door until its 25th birthday.
Two lanes
A road truck must be 25 years old by its own build date. A newer truck comes in only as governed off road equipment with a certified engine.
The 25 percent duty
Every kei truck pays the 25 percent truck duty at the port, whatever its age.
The paperwork
The customs entry and the two federal declarations, DOT Form HS-7 and EPA Form 3520-1, travel with the truck to your title office.
The title
Keep every stamped paper with the truck. Your state title office asks to see them.
