Can I own one here
Owning one in Fayette County.
On your own land, yes
Owning a kei truck and working it on a ranch, a farm, a mine or private property does not depend on a road title. Some states still ask for a title or an off road registration.
A 25 year truck on the road
Open to road use. Alabama titles and registers a motor vehicle 25 model years or older on proper ownership papers because it is not subject to federal safety standards. A 25 year kei truck takes an ordinary title and plate, and one fitted with a 25 mph governor may take the restricted mini-truck plate instead.
A newer governed truck
Low speed vehicle. Exempt from titling as a mini-truck (Ala. Admin. Code r. 810-5-1-.238(3)).
Roads and towns
Roads and towns in Fayette County.
To confirm. The district attorney for Fayette, Lamar and Pickens counties said in February 2025 that no local ordinance in the three counties lets a UTV or ATV use a public road, and Alabama does not register them for the road, so the roads here are for registered vehicles. A kei truck 25 years or older is titled and plated as an ordinary vehicle, and a governed one takes a restricted mini-truck plate for every road but an interstate.
In town To confirm
- To confirm Fayette. The town's own code was not read. Alabama does not title or register a UTV, ROV or ATV for the road, Ala. Admin. Code r. 810-5-1-.238(1)(c) and (d), so a town's golf cart or low speed vehicle act does not open its streets to one.
- To confirm Berry. The town's own code was not read. Alabama does not title or register a UTV, ROV or ATV for the road, Ala. Admin. Code r. 810-5-1-.238(1)(c) and (d), so a town's golf cart or low speed vehicle act does not open its streets to one.
- To confirm Winfield. The town's own code was not read. Alabama does not title or register a UTV, ROV or ATV for the road, Ala. Admin. Code r. 810-5-1-.238(1)(c) and (d), so a town's golf cart or low speed vehicle act does not open its streets to one.
- To confirm Glen Allen. The town's own code was not read. Alabama does not title or register a UTV, ROV or ATV for the road, Ala. Admin. Code r. 810-5-1-.238(1)(c) and (d), so a town's golf cart or low speed vehicle act does not open its streets to one.
- To confirm Belk. The town's own code was not read. Alabama does not title or register a UTV, ROV or ATV for the road, Ala. Admin. Code r. 810-5-1-.238(1)(c) and (d), so a town's golf cart or low speed vehicle act does not open its streets to one.
County roads Closed
No county road is open to a UTV, ROV or ATV. Rule 810-5-1-.238(1)(c) and (d) lists them among the vehicles that cannot be titled or registered for the road. The district attorney for the circuit that serves Fayette, Lamar and Pickens counties said in a release of 5 February 2025 that off-road vehicles cannot obtain registration or tags, that using them on public roads is reckless driving and that no current local ordinance in the three counties provides an exception. That statement points to the county codes and does not replace reading them. Ala. Admin. Code r. 810-5-1-.238(1) and (2), amended effective 14 October 2024, and the district attorney's release of 5 February 2025 as carried by WVUA 23, read 28 October 2026

Importing a kei truck
The essentials, in short.
A truck under 25 can come in only as governed off road equipment, and only if its engine family held an EPA nonroad certificate for that model year. No kei engine family was certified for mini trucks before model year 2010, so a truck built after 31 October 2001 and before model year 2010 has no federal door until its 25th birthday.
Two lanes
A road truck must be 25 years old by its own build date. A newer truck comes in only as governed off road equipment with a certified engine.
The 25 percent duty
Every kei truck pays the 25 percent truck duty at the port, whatever its age.
The paperwork
The customs entry and the two federal declarations, DOT Form HS-7 and EPA Form 3520-1, travel with the truck to your title office.
The title
Keep every stamped paper with the truck. Your state title office asks to see them.
