Can I own one here
Owning one in Butler County.
On your own land, yes
Owning a kei truck and working it on a ranch, a farm, a mine or private property does not depend on a road title. Some states still ask for a title or an off road registration.
A 25 year truck on the road
Open to road use. Alabama titles and registers a motor vehicle 25 model years or older on proper ownership papers because it is not subject to federal safety standards. A 25 year kei truck takes an ordinary title and plate, and one fitted with a 25 mph governor may take the restricted mini-truck plate instead.
A newer governed truck
Low speed vehicle. Exempt from titling as a mini-truck (Ala. Admin. Code r. 810-5-1-.238(3)).
Roads and towns
Roads and towns in Butler County.
To confirm. Alabama has no road for a UTV, ROV or ATV, and no act of Butler County or its towns opening one was read, so the roads here are for registered vehicles. A kei truck 25 years or older is titled and plated as an ordinary vehicle, and a governed one takes a restricted mini-truck plate for every road but an interstate.
In town To confirm
- Closed Greenville. The city's ordinance is for golf carts. Since 14 August 2023 a golf cart needs a city permit and a police inspection, with insurance and a driver's licence, to run on designated city streets. Nothing in it opens a street to a UTV, ROV or ATV, which Alabama does not register for the road. The ordinance text itself was not read, only the city's page. Ordinance 2023-05, approved 14 August 2023, as described on the city page, read 28 October 2026
- To confirm Georgiana. The town's own code was not read. Alabama does not title or register a UTV, ROV or ATV for the road, Ala. Admin. Code r. 810-5-1-.238(1)(c) and (d), so a town's golf cart or low speed vehicle act does not open its streets to one.
- To confirm McKenzie. The town's own code was not read. Alabama does not title or register a UTV, ROV or ATV for the road, Ala. Admin. Code r. 810-5-1-.238(1)(c) and (d), so a town's golf cart or low speed vehicle act does not open its streets to one.
County roads Closed
No county road is open to a UTV, ROV or ATV. Rule 810-5-1-.238(1)(c) and (d) lists them among the vehicles that cannot be titled or registered unless the manufacturer's statement says they meet the federal safety standards, and (2)(a) says an off road use only statement means the vehicle cannot be registered. No Butler County act opening a road was read, and SB 303 of 2026, which would have opened unincorporated county roads posted 45 mph or less, did not become law. Ala. Admin. Code r. 810-5-1-.238(1) and (2), amended effective 14 October 2024. No county act read., read 28 October 2026
State highways Closed
Closed to OHVs.

Importing a kei truck
The essentials, in short.
A truck under 25 can come in only as governed off road equipment, and only if its engine family held an EPA nonroad certificate for that model year. No kei engine family was certified for mini trucks before model year 2010, so a truck built after 31 October 2001 and before model year 2010 has no federal door until its 25th birthday.
Two lanes
A road truck must be 25 years old by its own build date. A newer truck comes in only as governed off road equipment with a certified engine.
The 25 percent duty
Every kei truck pays the 25 percent truck duty at the port, whatever its age.
The paperwork
The customs entry and the two federal declarations, DOT Form HS-7 and EPA Form 3520-1, travel with the truck to your title office.
The title
Keep every stamped paper with the truck. Your state title office asks to see them.
